Purpose

The Regional Protection Field Officer plays a key role in the strategic planning, execution, and oversight of protection initiatives, including Detention, Civilian Population Protection, and Family Links activities, across Djibouti, Kenya, and Tanzania.

Reporting to the Regional Protection Coordinator, the Protection Field Officer will serve as the principal legal authority overseeing all protection-related objectives and initiatives within the department.

Oversee and execute key operational duties and responsibilities, ensuring alignment with organizational goals and standards, while managing critical functional tasks efficiently and effectively to drive overall performance and success.

Monitor and oversee the compilation and evaluation of data concerning the Protection of Civilian Populations (PCP), while fostering adherence to relevant legal standards, specifically International Humanitarian Law (ILL) and International Human Rights Law (IRL).

Facilitate the identification, mapping, and active engagement of critical stakeholders participating in PCP initiatives.

Support the organization and execution of dissemination and training initiatives targeting military and police personnel, focusing on International Humanitarian Law (ILL), International Human Rights Law (IRL), and the International Committee of the Red Cross (CRC) mandate and operations.

Conduct legal analysis to facilitate the implementation of Protection and Family Links (PFL) initiatives, addressing matters concerning migration and missing persons.

Evaluate Kenya’s detention system by analyzing the legal and regulatory frameworks that oversee it.

Conduct thorough examinations of judicial safeguards and criminal justice procedures while curating and updating a comprehensive collection of current legal and detention-related reference resources.

Translate official documents, training materials, and written communications between English and Kiswahili, while offering interpretation services for training sessions, meetings, and detention facility visits.

Act as the primary liaison for data protection initiatives, fostering and sustaining key connections with regulatory bodies, Movement collaborators, and humanitarian entities.

Assist in the preparation and evaluation of Data Sharing Agreements in partnership with the CRC Data Protection Office.

Provide specialized legal and protection-oriented guidance to aid in executing the Delegation’s Humanitarian Diplomacy Engagement Plan.

Represent and advocate for CRC protection initiatives to a diverse range of national and international stakeholders, such as government officials, United Nations entities, and nongovernmental organizations.

Build and sustain productive partnerships with pertinent authorities and protection stakeholders to advance humanitarian goals.

Seasoned professionals with a proven track record are required for this role. Candidates must possess relevant work experience to meet the demands of the position.

A recognized university’s Bachelor of Laws (LLB) degree is required.

Demonstrated success with a minimum of three to five years of professional experience in a comparable role within a fast-paced setting.

A minimum of two years of professional experience in International Human Rights Law, International Humanitarian Law, or a closely related field is required.

Proficiency in collaborating with international organizations represents a valuable advantage.

Aptitude for cultivating and maintaining a valuable network of influential connections is essential.

Excellent proficiency in negotiation and communication is required.
