Overseeing delegated responsibilities and ensuring accountability within the scope of assigned authority constitutes the primary duties and obligations. These tasks, while not exhaustive, encompass core functions and critical deliverables essential to the role.

Under the guidance of the Data Analytics Team Lead, the Program Policy Officer (Data Analyst) – NOA will deliver the following key outputs:

Enhancing targeting accuracy and providing robust decision-making support are key priorities. This role focuses on improving the precision of targeting systems and delivering essential data-driven insights to guide strategic choices. Accurate targeting and informed decision-making are vital to achieving operational success and maintaining a competitive edge.

Spearhead the design, implementation, and ongoing refinement of a data-driven framework aimed at improving the identification and prioritization of individuals in need of support.

Develop and sustain analytical tools aimed at monitoring, identifying, and documenting individuals slated for support who are subsequently excluded from monthly delivery cycles.

Develop and strengthen the capabilities for anomaly detection and assurance to ensure robust system performance and reliability.

Lead data-informed assurance initiatives by detecting and highlighting anomalies within corporate systems, including SCOPE, COMET, and WINGS, to maintain precise reconciliation of transfers and program-related data.

Develop and sustain in-kind reconciliation processes across multiple platforms, including COMET, SCOPE, and LESS.

Monitor anomalies in payment lists by providing assistance to Area Offices through the Redemption and Enrollments Dashboard, while ensuring strict adherence to corporate procedures.

Oversee the deduplication process to ensure prompt suspension of biometric duplicates while maintaining compliance reporting for senior management. Implement and uphold robust business rules to proactively prevent the creation of new duplicates across all delivery systems.

Ensure the efficient and punctual execution of delivery cycles while maintaining precision throughout the process.

Design and support a visualization tool that illustrates delivery cycle progress in near real-time, highlighting completed cycles, critical milestones, and the operational status of delivery processes across respective Area Offices.

Design and oversee dashboards and analytical tools to track program performance and beneficiary trends, converting intricate datasets into concise, actionable insights for program teams and area offices.

Crafting reports and implementing automated solutions to drive operational enhancements.

In partnership with Program, Supply Chain, and Cooperating Partner Management teams, you will prepare monthly reports, encompassing transfer and programmatic reconciliation reports, for final approval by the Country Director, Deputy Country Directors, Head of Programs, and Head of Supply Chain.

Collaborate closely with Activity Units to discern reporting requirements and design automated reports, dashboards, and data visualization solutions that succinctly convey insights and facilitate data-driven decision-making.

Capacity building and enhancement of data literacy initiatives at Country Offices (CO’s) and Area of Operations (AOS) are essential objectives aimed at fostering a more data-driven and analytically skilled workforce across the organization.

Engage collaboratively with the Compliance Officer (CO) and Anti-Money Laundering Officer (AO) teams to thoroughly assess their data requirements and specifications, ensuring alignment with organizational objectives and operational needs.

We develop analytical solutions to support operational decision-making processes.

Guide CO and AO personnel in extracting, utilizing, and interpreting data to enhance capabilities and promote self-sufficiency in data-driven processes.

Ensure strict adherence to WFP data governance, privacy, and security policies, protecting confidential information and upholding the highest ethical standards in data utilization.

To ensure ongoing professional growth, actively pursue continuous education regarding data analytics tools, systems, and industry best practices, thereby fostering innovation and enhancing delivery solutions.

Deliver prompt and precise assistance for ad hoc data analysis and extraction requests from IDM & Delivery, Program, and other departments, while performing any further IDM & Delivery and data analytics duties as directed to align with operational objectives.

Seeking a candidate with a proven track record in project management, proficient in budgeting, scheduling, and stakeholder communication. The ideal applicant will hold a degree in a relevant field, such as business administration or engineering, and possess several years of experience in a similar role. Strong analytical skills, attention to detail, and the ability to lead cross-functional teams are essential. Familiarity with industry-standard software and tools is required, along with excellent problem-solving capabilities.

Education: Applicants must hold a Bachelor’s degree in a relevant field, such as Computer Science, Engineering, or Mathematics, from an accredited institution. A Master’s degree or higher is strongly preferred, particularly for senior roles. Relevant certifications or advanced training may also be required or advantageous. Proficiency in data analysis, research methodologies, and technical writing is essential, along with a commitment to continuous learning in specialized areas.

Advanced university qualifications in data science, computer science, information systems, mathematics, statistics, or a related scientific or analytical field are essential. Alternatively, a first university degree combined with several years of relevant professional experience and/or specialized training or coursework may be considered.

With experience as a key requirement, candidates must demonstrate a proven track record in their field, backed by relevant industry experience and hands-on expertise. The ideal candidate will possess a minimum of [X years] of professional experience, showcasing their ability to navigate challenges and deliver measurable results. At least one year of pertinent experience complemented by an advanced university degree, or alternatively, a minimum of three years of professional experience in data analytics, reconciliation, identity management, operational dashboards, or a related discipline, supported by a first university degree.

Languages required include English and Spanish, with fluency in both being essential. Additional proficiency in French or German is considered advantageous. Candidates must demonstrate strong written and verbal communication skills in these languages to effectively engage with diverse stakeholders and ensure clarity in all interactions.

Proficient fluency in both English and Somali is required.

Demonstrated expertise and competencies required include proficiency in relevant software applications, strong analytical capabilities, and effective communication skills. Candidates must exhibit a comprehensive understanding of industry standards, along with the ability to collaborate efficiently within cross-functional teams. Prior experience in project management, problem-solving, and critical thinking is essential, as is the capacity to adapt to evolving business needs and technological advancements. A commitment to continuous learning and professional development is also necessary to ensure ongoing competence in the role.

Proficient in SQL, Power BI, Tableau, and data modeling techniques.

Proven expertise in data cleaning, validation, and anomaly detection is required.

Proficiency in SCOPE datasets and humanitarian program workflows is strongly preferred.

Proven ability to communicate effectively and facilitate skill development across diverse teams.

Proven skill in recognizing key insights and established methodologies.

Demonstrates flexibility in taking on supplementary responsibilities as required.

Conducting training sessions effectively is essential for this role.
