Reporting through the Head of Division Primary Health Care Networks, this position is accountable to the Director of Primary Health Care.
Background

UHC’s core objective is to guarantee equitable access to essential, high-quality health services for all individuals in Kenya, irrespective of socioeconomic background, ensuring no one is excluded. At the heart of this mission lies Primary Health Care (PHC), which functions as the foundational element of the strategy, serving as the initial point of engagement between people and the healthcare system and acting as a vital mechanism for delivering essential services throughout every stage of life.
The Kenya Primary Health Care Strategic Framework for 2019–2024 and the Primary Care Networks (PCN) Guidelines issued in 2021 have played a pivotal role in advancing this initiative by facilitating the restructuring of service delivery, reinforcing community and primary-level health systems, and enhancing referral coordination.
The Ministry of Health has implemented several key health reforms, such as digital health initiatives, health financing mechanisms like social health insurance and facility improvement financing, and the Primary Health Care (PHC) Act, all aimed at advancing Universal Health Coverage (UHC). Among the notable accomplishments are the expansion of fully equipped and digitally integrated community health promoters, improved accessibility to essential services through multidisciplinary PHC teams, the broadening of integrated service delivery models, and strengthened coordination across all levels of the Kenya Essential Package for Health (KEPT) as part of broader sector-wide reforms.
To deliver expert technical support consultancy services, ensuring clients receive timely and effective solutions to their technical challenges. This role involves diagnosing issues, providing troubleshooting guidance, and offering strategic recommendations to enhance system performance and reliability. The position requires a deep understanding of technical frameworks, strong problem-solving skills, and the ability to communicate complex concepts clearly to non-technical stakeholders. Key responsibilities include resolving technical queries, conducting system audits, and collaborating with cross-functional teams to implement best practices and prevent recurring issues. A proactive approach, combined with a commitment to continuous learning, is essential to stay current with evolving technologies and industry standards.
The consultancy aims to deliver timely and strategic support to Kenya’s Ministry of Health, Directorate of Primary Health Care, in developing the Kenya Primary Health Care Strategic Framework for 2027–2032, building upon the recently completed Kenya Primary Health Care Strategic Framework (2019–2024). Grounded in the findings and recommendations of the End-Term Review (ETR) of the 2019–2024 framework, the consultancy will facilitate the formulation of strategic directions, priorities, and implementation structures for the upcoming 2027–2032 period. Core responsibilities encompass the examination of pertinent policies, strategies, guidelines, and plans, as well as the synthesis of key lessons learned from the ETR.
Stakeholder consultations and validation efforts are conducted, followed by the refinement of priority interventions and the results’ framework, culminating in the drafting of the new Primary Health Care Strategic Framework.
The Ministry of Health (MOH) intends to establish a collaborative and data-driven approach to craft the 2027–2032 framework, leveraging insights from the End-Term Review while incorporating both primary and secondary data sources. This effort will engage a wide range of stakeholders through a designated steering committee, a technical working group, and consultations conducted at both national and county levels. The initiative will remain adaptable to the shifting dynamics of the health sector across these levels, accounting for current public sector and health reforms. Furthermore, it will distill critical successes, identified gaps, and lessons learned into tangible priorities for the upcoming planning cycle.
Oversee and execute a range of critical tasks and obligations, ensuring alignment with organizational goals and operational standards. This role involves managing diverse responsibilities that contribute to the efficiency and effectiveness of the team or department. Additionally, the position requires consistent adherence to established policies, procedures, and performance metrics to drive success and maintain high standards of accountability.
Spearhead the creation and execution of the Kenya Primary Health Care Strategic Framework 2027–2032, delivering a comprehensive inception report that establishes a rigorous methodology while ensuring strict adherence to national health policies, and fostering collaborative engagement among stakeholders across national and county levels.
Conduct comprehensive desk reviews and synthesize evidence to inform the development of evidence-based strategic objectives for Primary Health Care, ensuring interventions and programs are scalable, innovative, and responsive to Kenya’s evolving population health needs.
Integrate results-based management principles by developing and implementing clear indicators, setting measurable targets, and establishing robust monitoring mechanisms. These efforts will enhance accountability and ensure tangible progress toward achieving Universal Health Coverage and the Sustainable Development Goals.
Develop the strategic framework applying a human rights-centered methodology, ensuring it fosters inclusivity, equity, and focused consideration for vulnerable and marginalized groups—such as rural communities, pastoralist populations, individuals with disabilities, refugees, and the urban poor—while maintaining full alignment with Kenya’s national development strategies and medium-term planning initiatives.
Facilitate inclusive planning initiatives and foster robust stakeholder collaboration with the Ministry of Health, as well as its divisions, directorates, and programs, alongside the Council of Governors, county delegates, development partners, and local communities. This engagement aims to cultivate a sense of collective accountability and guide strategic priorities and future directions.
Facilitate capacity-building efforts centered on problem analysis, prioritization, and outcomes monitoring through targeted training sessions, interactive workshops, and strategic dissemination initiatives to deepen stakeholder comprehension and engagement.
Develop and present high-caliber strategic documents and presentations, consolidate critical insights and actionable recommendations, and refine deliverables based on stakeholder input to maintain alignment and agreement.
Execute strategic planning initiatives and develop programs as directed by the Director for Primary Health Care or authorized personnel, with a focus on aligning efforts to address evolving and critical priorities.
Collaborate with the Ministry’s Planning unit to conduct a comprehensive cost analysis of the strategic framework.
Key qualifications include a Bachelor’s degree in a relevant field, along with a minimum of five years of experience in a similar role. Proficiency in industry-standard software and tools is essential, as is a strong understanding of project management methodologies. Excellent communication and leadership skills are required to effectively collaborate with cross-functional teams. The ability to analyze complex data and make strategic decisions is critical. Familiarity with compliance regulations and industry best practices is also necessary. Additionally, the role demands adaptability to evolving business needs and a commitment to continuous learning.
A qualified candidate must possess an advanced university degree in public health, medicine, public policy, health economics, or a closely related discipline.
Ten or more years of progressive, practical experience in formulating national health policies and strategic plans, preferably within Kenya or analogous environments, is a prerequisite for this role.
A proven track record and deep proficiency in evidence synthesis are highly advantageous.
Demonstrated success in establishing and sustaining productive partnerships with Kenya’s Ministry of Health.
Proven expertise in the preparation and development of strategic and policy documentation is essential.
Demonstrates a strong track record in successfully engaging stakeholders and implementing participatory methodologies.
Adept communicator who excels at articulating complex technical concepts with clarity and precision.
