Position Overview and Objective

CHAI Kenya is seeking a qualified technical expert to collaborate with the WEAPON project team, focusing on the execution of medical liquid oxygen systems. The role involves overseeing the construction of concrete plinths and supervising the installation and commissioning of cryogenic bulk liquid oxygen storage tanks across selected Kenyan healthcare facilities, which are at different phases of implementation.

The ideal candidate will exhibit a high degree of self-motivation, coupled with exceptional communication and technical proficiency in cryogenic medical liquid oxygen systems. The Technical Assistant will undertake a range of duties, including but not limited to the following responsibilities:

Conducting comprehensive technical planning and performing detailed design reviews are essential responsibilities within this role. This position requires a meticulous examination of technical specifications, ensuring adherence to industry standards and project requirements. Strong analytical skills are necessary to assess design feasibility, identify potential risks, and propose effective solutions. Experience in technical documentation, project coordination, and stakeholder communication is highly valued. Proficiency in relevant tools and methodologies will be required to support the planning and review processes.

Analyze and comprehend site layouts as well as engineering drawings related to cryogenic liquid oxygen (LOX) installations to ensure accurate interpretation and implementation.

Coordinate the delivery and installation schedule with both the installation contractor and the facility to ensure alignment and timely execution.

Conduct thorough evaluations of risk assessments associated with installation procedures and verify adherence to established compliance standards.

Ensure full compliance with the CGA code of practice CP 36 standards governing the storage of cryogenic liquids at user premises.

Concrete Plinth Construction Supervision involves overseeing the installation and quality assurance of concrete plinths to ensure structural integrity and adherence to specifications. This role requires proficiency in interpreting engineering drawings, verifying proper formwork setup, and monitoring concrete pouring and curing processes. The supervisor must enforce safety protocols, conduct inspections, and coordinate with laborers and subcontractors to maintain project timelines. Knowledge of concrete mix designs, reinforcement placement, and industry standards is essential, along with strong leadership and communication skills to resolve issues promptly. Responsibilities include verifying material compliance, documenting progress, and ensuring compliance with regulatory requirements throughout the construction phase.

Deliver technical supervision and ensure quality standards are maintained throughout the construction of concrete plinths designated for LOX tank installations.

Ensure that civil works align with the authorized structural drawings and meet the specified load-bearing requirements for the weights of cryogenic tanks.

Verify adherence to soil conditions, anchoring protocols, drainage specifications, and grading standards throughout the project lifecycle.

Document all construction progress meticulously, detect any deviations from the plan, and promptly escalate unresolved issues to the appropriate parties for swift resolution.

The process involves overseeing the commissioning and handover phases to ensure all systems and equipment are thoroughly tested, verified, and ready for operational use. Responsibilities include validating performance against specified requirements, documenting all test results, and ensuring compliance with safety and quality standards. Additionally, the role entails coordinating with various stakeholders to facilitate a smooth transition of responsibility from the project team to the end user, addressing any outstanding issues, and providing necessary training or documentation to support ongoing operations.

Support the commissioning process by overseeing activities such as the initial fill, leak testing, pressure testing, and functional validation of the Liquid Oxygen (LOX) system.

Assess system performance by comparing actual outputs (such as flow rates, delivery pressures, and purity levels) to the established benchmarks to ensure alignment with specified requirements.

Provide on-site training to facility personnel on the secure operation, proper monitoring, and emergency protocols for cryogenic LOX systems.

Draft comprehensive handover documentation comprising operations and maintenance manuals in accordance with established standards and protocols.

Confirm that all safety and hazard signage is properly installed and maintained.

Prepare and deliver handover documentation, such as operations and maintenance manuals, in a timely and organized manner.

Maintain precise installation records for all sites across every facility, ensuring a comprehensive register that documents the serial numbers of each asset.

Bachelor’s degree in Computer Science, Engineering, or a related field is required, along with a minimum of 5 years of professional experience in software development or a similar technical role. Proficiency in Java, Python, or C++ is essential, and experience with cloud platforms, such as AWS or Azure, is highly desirable. Strong problem-solving abilities, excellent communication skills, and the capacity to work effectively both independently and in collaborative team environments are necessary. Prior experience in agile development methodologies and project management is a plus.

Holders of a relevant academic qualification are invited to apply, with preference given to those possessing a PhD, an advanced degree, or equivalent expertise in a pertinent field. Applicants must demonstrate a strong academic record and a commitment to scholarly research.

A degree in Civil or Mechanical Engineering at the bachelor’s level or above is strongly preferred for this position. Applicants holding degrees in Structural Engineering or Construction Engineering may also be deemed eligible.

A postgraduate degree, recognized professional certification, or substantiated expertise in Mechanical Engineering, Piping Engineering, or Industrial Gas Systems would be highly beneficial.

Registration with or eligibility for registration with the Engineers Board of Kenya (ELK) is mandatory.

With a proven track record in technical expertise, candidates must demonstrate hands-on experience in relevant technologies, systems, or methodologies pertinent to the role. Proficiency in specific programming languages, software tools, or industry-specific platforms is required, along with the ability to troubleshoot complex technical issues efficiently. Familiarity with best practices in system architecture, database management, or cybersecurity—where applicable—is also expected. Additionally, experience in collaborative development environments, version control systems, and agile methodologies is highly desirable.

With a minimum of five years of hands-on involvement in civil and structural construction projects, including the execution of reinforced concrete foundations, equipment plinths, and industrial site preparation, the ideal candidate will bring substantial expertise to the role.

Proven expertise in the installation of cryogenic liquid oxygen (LOX) storage tanks, encompassing site preparation, tank positioning, secure anchoring, and integration with vaporizer and pipeline systems.

Requires demonstrated expertise in constructing and installing medical gas pipeline systems (MGPS) within healthcare settings, encompassing copper piping, zone valve boxes, area alarm panels, and terminal unit outlets.

Extensive familiarity with pressure testing protocols, leak detection methodologies, and commissioning procedures for cryogenic liquid oxygen (LOX) systems and medical gas pipeline networks is required.

Proficiency in performing structural load calculations and adhering to foundation design specifications for large cryogenic vessels is required.

Proficiency in pertinent standards and codes is required, encompassing NFPA 55, ISO 10083, HTM 02-01 (Medical Gas Pipeline Systems), BS EN 13458, as well as applicable Kenyan and East African Community (EAC) regulatory frameworks.

Proven expertise in conducting quality assurance and quality control (QA/QC) processes for civil and mechanical construction projects, ensuring compliance with industry standards and specifications.

Proficient in analyzing and evaluating civil, structural, and mechanical engineering drawings, as well as as-built documentation.

Proficient in managing independent responsibilities across diverse healthcare settings while operating with limited resources.
