Omentum, a premier provider of cutting-edge engineering, technical, and professional services to the U.S. government, allied nations, and vital infrastructure sectors, is currently seeking a Mapping Technician for the ICAP role to contribute to an exclusive U.S. Navy initiative situated on Diego Garcia.

Responsibilities of the role include managing and overseeing day-to-day operations to ensure efficiency and productivity, collaborating with cross-functional teams to align business objectives, implementing strategies to enhance performance, and maintaining compliance with industry regulations. The position requires analyzing complex data to identify trends and opportunities, preparing detailed reports for stakeholders, and overseeing project execution from inception to completion. Additionally, the role involves developing and maintaining strong client relationships, identifying and mitigating potential risks, and leading continuous improvement initiatives to drive organizational success.

Revise and preserve utility maps, schematics, and single-line diagrams to accurately represent current conditions or modifications derived from As-Built drawings within a 10-day window following notification or identification.

Ensure that all revised maps are annotated with revision dates, thereby adhering to governmental regulations and established documentation protocols.

Revise and update utility maps to align with government-issued formats, guaranteeing the consistent delivery of required documentation.

Leverage NAV FAC ArcGIS software to construct, refine, and maintain utility system maps in GIS format, ensuring compliance with the Data Collection Guide (DCG) and establishing the authoritative database for utility mapping.

Export utility system AutoCAD drawings from GIS datasets, maintaining precise formatting and ensuring optimal usability.

Oversee and administer features utilizing the most current NAV FAC NDM version to ensure optimal performance and alignment with established standards.

Ensure GIS data quality meets the rigorous standards set by NAV FAC and the NSF DG Utilities Department, while efficiently coordinating all specified requirements.

Prepare updated utility system maps, schematic drawings, and single-line diagrams on demand to ensure prompt delivery that aligns with operational requirements.

Submit all utility system maps, schematics, drawings, and pertinent documentation to the Technical Library in accordance with Section F.

Prepare project mapping specifications in collaboration with the Naval Support Facility (NSF) Diego Garcia Utilities Department to ensure alignment with established guidelines and maintain accuracy throughout execution.

Conduct regular quality assurance and control checks on GIS data and utility maps to verify accuracy, dependability, and adherence to regulatory requirements.

Minimum qualifications include a bachelor’s degree in computer science, information technology, or a related discipline, coupled with at least three years of hands-on experience in software development. Proficiency in programming languages such as Python, Java, or C++ is essential, along with expertise in database management systems like SQL or NoSQL. Strong problem-solving abilities, analytical thinking, and meticulous attention to detail are required. Candidates must demonstrate excellent communication skills and the capacity to collaborate effectively within a team. Familiarity with agile methodologies and version control systems, such as Git, is also necessary.

Proficient in GIS mapping, utility mapping, or comparable technical drafting roles, with a minimum of one to three years of hands-on experience.

A high school diploma or its equivalent is required for consideration.

Required expertise includes competency in NAV FAC ArcGIS software, AutoCAD, and associated GIS mapping applications.

Experienced in revising maps, schematics, and diagrams to accurately incorporate As-Built modifications and current site conditions.

Possesses a comprehensive knowledge of GIS data management principles and protocols, with a particular emphasis on compliance with Data Collection Guide (DCG) standards.

Proficiency in interpreting utility system maps and schematics, supported by hands-on experience in the field.

Detail-oriented professional possessing robust analytical and organizational capabilities to uphold precision in GIS mapping and documentation.

Demonstrated expertise in Microsoft Office Suite and related data management applications is essential.

Proven ability to communicate effectively, demonstrating fluency in both spoken and written English.

A valid passport is required, along with the ability to travel internationally.

A valid passport with a minimum of one (1) year of remaining validity, or longer, is required at the time of hire.

Successfully meets and upholds all contract medical standards throughout the entire deployment period.

Preferred Qualifications include proficiency in a second language, prior experience in international relations or cross-cultural communication, and a demonstrated ability to adapt to diverse environments. Candidates with advanced technical skills, such as data analysis or project management software, will be strongly considered. Additional assets include familiarity with global policy frameworks, experience in conflict resolution, or contributions to academic research in relevant fields.

Professional experience in an austere OCO NUS (Outside the Continental United States) environment alongside a multinational workforce is strongly preferred.

A current, valid driver’s license and passport are required.

A country-specific visa is required, as outlined in the U.S. Department of State Foreign Clearance Guide, and must be obtained accordingly.

Intermediate to advanced-level expertise in NAV FAC GIS, AutoCAD, and NDM software applications, with demonstrated ability to produce map exports, is required.

Professionals with a background in aligning GIS and mapping specifications alongside a Utilities Department or within a military or governmental setting will find this role particularly suitable.

Proficiency in adhering to NAV FAC standards for utility mapping and diagram submission is required.

Exceptional analytical capabilities and the capacity to operate autonomously within fast-paced, high-pressure settings are essential.
