The role involves crafting, executing, and assessing HR policies, regulations, and guidelines, as well as developing strategies, procedures, and frameworks to ensure alignment with organizational objectives.
Responsible for overseeing recruitment processes, designing and implementing staff training and development initiatives, as well as managing industrial relations matters.
Offering expert guidance on human resources matters while clarifying HR policies, rules, regulations, and statutory requirements.
Responsibilities include directing all human resource functions, such as developing the HR budget, conducting recruitment initiatives, managing selection and placement processes, overseeing promotions, guiding career development, facilitating training programs, ensuring staff welfare, enforcing disciplinary measures, and administering compensation structures.
Conducting ongoing evaluations of the Authority’s service terms and conditions, followed by the submission of actionable recommendations for enhancement.
We are responsible for spearheading the execution of the performance management system, ensuring its seamless integration and operational effectiveness throughout the organization.
Responsible for directing human resource planning and development initiatives.
Evaluating current staffing levels and developing strategic proposals for effective succession planning.
Responsible for directing and enhancing the professional growth and training initiatives of team members.
Conducting Training Needs Assessments and overseeing the execution of appropriate training programs.
Evaluates the impact and efficiency of training and development initiatives to ensure optimal performance and alignment with organizational objectives.
Collaborating with stakeholders to design, develop, and roll out the Performance Management System is a core responsibility.
Developing, executing, and evaluating Career Progression Guidelines in a structured and strategic manner.
Designing and implementing strategic human resource planning initiatives alongside robust succession management frameworks to ensure organizational continuity and talent pipeline development.
Personal Specifications
To qualify for appointment at this grade, an officer must possess the following:
Requires a minimum of nine years of relevant professional experience in either the public or private sector, including at least three years in a managerial capacity.
A recognized institution must award a Bachelor’s degree in one of the following disciplines: Human Resource Management, Industrial Relations, Public Administration, Business Administration, Political Science/Government, Anthropology, or another Social Science field.
A master’s degree in Human Resources, Management/Development/Planning, Industrial Relations, Public Administration, Administration/Management/Development, or an equivalent qualification from an accredited institution is required.
Obtained a recognized institution’s Higher Diploma in Human Resource Management or an equivalent qualification.
A recognized institution must offer a leadership course that can be completed in under four weeks.
Membership in the Institute of Human Resource Management is a requirement for this role, ensuring alignment with professional standards and ethical practices in the field.
Ensures compliance with the provisions outlined in Chapter Six (6) of the Constitution.
A diploma or certification in computer application proficiency is required.
Achieved notable professional excellence, showcasing strong managerial and administrative skills consistently demonstrated through work performance and measurable outcomes.
