Overseeing key operational functions and ensuring adherence to established policies and procedures, the role entails maintaining rigorous financial controls, managing audit processes, and safeguarding company assets. The primary duties and obligations encompass the following:

Coordinate the strategic partnership between WFP and OCHA, allocating 30% of your time to this critical collaboration.

Serve as the intermediary between the World Food Program (WFP) and the Office for the Coordination of Humanitarian Affairs (OCHA) impact evaluation units.

Work collaboratively with OCHA and WFP Country Teams, along with other United Nations agencies, to identify potential opportunities and evaluate the feasibility of impact evaluations.

Facilitate consistent interactions with the WFP Anticipatory Action team, part of the WFP Climate and Resilience Service, to pinpoint priority countries and develop impact evaluation frameworks aligned with the service’s strategic objectives.

Design and implement robust impact evaluation frameworks for key countries, collaborating closely with both country-level and global headquarters teams.

Spearhead ongoing interactions with stakeholders at both country and regional office levels.

Draft comprehensive progress summaries, donor communications, briefing documents, and strategic partnership presentations.

Capture and formalize key insights, effective methodologies, and collaborative outcomes to enhance future initiatives.

Facilitate collaborative planning initiatives, coordinate resource mobilization strategies, and assist in the preparation of partnership proposals.

Conduct thorough assessments and deliver strategic guidance to enhance alignment and collaboration among implementing partners.

Coordinate joint communication materials, success stories, and visibility products in collaboration with partners, maintaining unified messaging that adheres to REV communication guidelines.

Organize public events, field missions, and donor visits as needed to support operational requirements.

Conduct or assist in the implementation of impact evaluations as part of the WFP/OCHA partnership, accounting for 70% of responsibilities.

Spearhead the execution of impact evaluations through Randomized Control Trials (RCTs).

Oversee or actively participate in securing Institutional Review Board (IRB) approvals through the procurement process.

Design, revise, and provide programming support for household survey questionnaires.

Facilitate the identification and contracting of data collection service providers, ensuring that all activities are conducted in alignment with the requirements of impact evaluations while also addressing additional monitoring and evaluation needs within WFP.

Conduct or assist with data analysis in alignment with approved impact evaluation designs, ensuring timely completion to optimize opportunities for evidence-based insights.

Oversee daily interactions with field coordinators and key stakeholders across country and regional office levels.

Engage in field missions as necessary to facilitate the execution and oversight of impact evaluations.

Support enumerators by delivering comprehensive training for data collection activities and offering expert technical guidance on data quality verification and analytical processes to maintain the highest standards of data accuracy and reliability.

Diligently oversee the execution of the program to verify adherence to the evaluation design and data collection protocols.

Co-authoring briefs, reports, and other evaluation-related publications, the incumbent ensures compliance with WFP’s established reporting standards and the organization’s evaluation quality assurance systems (ERAS).

Lead or facilitate the planning and delivery of dissemination workshops, while also conducting field visits as necessary to support impact evaluation activities.

At the conclusion of the contract, the designated deliverables must be completed and submitted in accordance with the agreed-upon specifications and timelines. These deliverables encompass all required outputs, documentation, and performance metrics outlined in the contractual obligations. Ensuring their timely and accurate completion is essential to fulfilling the terms of the agreement and achieving project objectives.
