JOB PURPOSE:

The M&E Associate plays a pivotal role in executing the Country Office’s M&E Strategy and M&E Action Plan at the field level. This position involves overseeing all M&E activities within the field office, including the coordination, execution, and management of data collection processes. The Associate ensures monitoring insights are reviewed with the field office and partners, escalated for corrective action when necessary, and that data is submitted for analysis and distributed through appropriate channels to guide operational decisions and strategic adjustments. Additionally, the Associate is responsible for compiling and sharing monthly monitoring reports promptly. Frequent engagement with WFP participants and partners is a key aspect of this role. Reporting directly to the Head of Field Office and receiving technical oversight from the Head of M&E, the M&E Associate will fulfill the following responsibilities:

Key duties encompass a broad spectrum of responsibilities, though this list is neither exhaustive nor comprehensive:

Implementation entails establishing and executing the Country Office’s Monitoring and Evaluation Strategy and corresponding Action Plan, ensuring alignment with organizational objectives and enhancing data-driven decision-making processes.

Ensure the Field Office complies with corporate Monitoring and Evaluation (M&E) standards in all monitoring activities, including adherence to standard operating procedures (SOPs), the Corporate Results Framework (CRF), and other corporate monitoring guidance, as well as data protection and privacy policies. Maintain consistent communication with the CO M&E team to stay informed of the latest guidelines, updates, and support.

Consistently collaborate with the head of the field office and technical units to detect indicators of required support.

Develop and sustain productive collaborations with WFP’s stakeholders, including participants, communities, partners, and, where applicable, third-party or outsourced monitoring entities.

Ensure that gender, equity, disability, protection, human rights, and other inclusion-related matters are systematically integrated into all monitoring and evaluation activities at the field office level, as deemed appropriate.

Gather and compile accurate, comprehensive information from various reliable sources to ensure the integrity and completeness of datasets for analysis and reporting purposes. Conduct thorough research to identify relevant data points, verify their authenticity, and organize them systematically for easy retrieval and use. Maintain meticulous attention to detail to prevent errors and discrepancies while adhering to data privacy and security protocols. Collaborate with cross-functional teams to understand data requirements and provide insights that support informed decision-making across the organization.

Develop monthly monitoring plans under the CO’s general direction, ensuring adherence to the office’s established minimum monitoring standards.

In collaboration with stakeholders, supply details regarding activity locations to the Commanding Officer to facilitate the development of sampling strategies.

Formulate representative samples for the designated office utilizing the corporate risk-based sampling methodology.

Lead the collection of process and outcome monitoring data, encompassing distribution monitoring, activity implementation tracking, Post-Distribution Monitoring, retail performance assessment, and both quantitative and qualitative methodologies—such as Key Informant Interviews and Focus Group Discussions—through the use of standardized questionnaires and question guides provided by the CO.

Assist in establishing remote monitoring systems appropriate at the field office level.

Assist in the development of questionnaires, interview guides, and analytical frameworks tailored to the specific data requirements of Field Offices.

Collaborate with local partners and stakeholders to oversee all field-level data collection activities related to monitoring and evaluation, ensuring alignment with project objectives and standards.

Monitor visits closely to ensure comprehensive tracking, prioritizing sites that require additional oversight. Submit detailed reports on monitoring activities to the Country Office on a monthly basis.

Adhere to established ethical standards throughout monitoring processes to maintain integrity and compliance.

Provide support in the coordination of technical assistance missions for the CO M&E team, evaluation teams, and other monitoring and evaluation initiatives.

We compile, analyze, and interpret data to produce accurate reports and derive actionable insights. We utilize evidence-based findings to support decision-making processes and drive strategic initiatives.

Verify, cleanse, analyze, interpret, and visualize monitoring data to meet the specific information requirements of various stakeholders at the field office level.

Ensure datasets are submitted to centralized databases managed by the CO.

Prepare back-to-office reports following field missions and implement an escalation framework to document and address issues, designating specific focal points to initiate corrective actions and monitor their progress.

Conduct meetings with WFP and partner staff to review monitoring findings and agree on actions.

Provide participants with prompt updates regarding the outcomes of actions derived from monitoring results.

Conducts thorough reviews and assessments to ensure comprehensive evaluations are completed with precision and attention to detail.

Assist, where applicable, with the organization and execution of data collection activities pertaining to reviews, research initiatives, and evaluation processes.

We are seeking a seasoned professional to provide strategic management and comprehensive oversight of key initiatives, ensuring alignment with organizational goals. The ideal candidate will possess strong leadership capabilities, exceptional decision-making skills, and the ability to drive performance across teams. Responsibilities include setting clear objectives, monitoring progress, and implementing corrective actions when necessary. Additionally, the role requires fostering collaboration, maintaining accountability, and optimizing resource allocation to achieve operational excellence.

Oversee field office operations by supervising enumerators and team project managers (TPM) to ensure accurate data collection and adherence to project standards.

Assist the line manager with the development and monitoring of comprehensive budgets specifically allocated for evidence generation initiatives at the field level.

Deliver accurate and up-to-date information to assist in formulating and maintaining CO monitoring plans and budgets at the CO’s discretion.

Supervise data collection efforts conducted by WFP personnel or external partners to maintain accountability and accuracy. Perform periodic evaluations of data integrity at various points throughout the monitoring process, verifying that all collected information and generated reports adhere to established standards for timeliness, completeness, and quality.

Facilitate the enhancement of monitoring capabilities among enumerators, TPMs, partners, and government stakeholders by delivering targeted learning initiatives and fostering information exchange.

Leveraging a deep understanding of the county’s context and community requirements, identify opportunities to enhance field monitoring processes and procedures, ensuring the efficient and effective execution of WFP programs.

Professional qualifications, skills, and experiences essential for initial consideration in this position include:

A bachelor’s degree or higher in Social Sciences, Monitoring and Evaluation (M&E), Project Management, Community Development, Development Studies, or Statistics is required for this role.

A minimum of five years of progressively responsible professional experience is required, with at least one year dedicated to Information Systems management, project monitoring and evaluation, data collection, analysis, and report writing.

A strong understanding of qualitative and quantitative methodologies, data analysis, reporting, and effectively disseminating findings and recommendations is required.

Precision and meticulousness are critical attributes for this role.

Proficient in written and oral English communication, ensuring clarity and accuracy in all professional correspondence and discussions.

The ideal candidate must possess strong organizational skills to maintain precise and accurate records while efficiently managing a high volume of tasks with speed and accuracy under tight deadlines.
