The Program Risk Management (PMR) team, part of the Regional Operations unit within ESRO, offers strategic direction and monitoring to EAR Country Offices (CO’s) in executing the Office of Strategy and Evidence’s (ONE) Program Implementation Procedure and its corresponding Handbook. This framework encompasses critical areas such as work planning, ACT assurance planning and execution, CSO collaboration, and adherence to Social and Environmental Standards (SES), including Protection from Sexual Exploitation and Abuse (SEA).
This position will deliver administrative assistance to the PMR team and the broader office environment while also conducting data collection and analysis to support the team’s objectives. The role ensures high-quality and efficient development, management, and monitoring of government and civil society partnerships at the country office level, alongside associated risk management processes. Duties involve utilizing relevant e-Platforms, including tools, INPP, Insight, Vision, and RAM, as well as extracting and analyzing data from these systems.
Key responsibilities and essential duties include:
Support ACT assurance initiatives by assisting EAR CO’s with planning and implementation, which involves extracting, analyzing, and reporting relevant data to enhance priority setting and strengthen Age-related activities.
Assisting the PMR team in gathering, processing, and evaluating qualitative and quantitative data and insights from UNICEF’s systems to enhance program and risk management, as well as to prepare reports and presentations. This role also involves participating in Peer Review exercises.
Review assigned assessments and program assurance reports to pinpoint critical weaknesses in the implementation of ACT, facilitating prompt follow-up by supervisors and the team to address these findings with country offices.
We assist in organizing meetings and webinars, and contribute to the development of PowerPoint presentations.
Engages in capacity-building initiatives focused on program management and ACT implementation, contributing to the creation of training materials and involvement in practical exercises for deploying partnership systems such as INPP, tools, and exact.
Compiling and presenting monitoring and reporting data on established key performance indicators to enhance managerial efficiency and ensure accountability for outcomes, including providing oversight and analytical support for EAR Country Offices. Specific examples may include, but are not limited to:
Assess and evaluate the risk ratings assigned to partners to ensure alignment with organizational standards and compliance requirements. Conduct thorough analysis of partner profiles, financial histories, and market conditions to determine appropriate risk classifications. Identify any discrepancies or areas for improvement in the current rating system and recommend enhancements to mitigate potential risks. Maintain accurate documentation of all assessments and communicate findings to relevant stakeholders in a clear and concise manner. Collaborate with cross-functional teams to gather additional data and insights that may impact partner risk evaluations.
Analysis of INPP utilization in CSO IP selection, encompassing various selection methods such as open versus direct approaches, is required.

DCT monitoring encompasses oversight of expired grants, ensuring compliance with established protocols and regulatory standards throughout the process.
Monitoring of benchmarks encompasses tracking the progression from submission through to the finalization of agreements, ensuring all milestones are met efficiently and accurately.
Ensuring comprehensive follow-up on financial findings and addressing incomplete engagements within the Financial Assurance Module of tools.
Oversee the operations and maintenance of the PMR ECM site to ensure optimal performance and functionality.
Oversee the coordination and organization of the team’s calendar to ensure all meetings, deadlines, and key events are properly scheduled and tracked.
Oversee the administration and coordination of ESRO’s Peer Review Roster to ensure its efficiency and effectiveness.
Act as the primary supply liaison for the entire Operations Section.
Collaborate with PMDR and ORD to oversee the administration of ESRO’s Events Calendar.

A master’s degree can further reduce this requirement by an additional two years.
A minimum of six years of relevant administrative or clerical experience is necessary for consideration.
