In pursuit of this mission, we seek a Sales & Technical Proposal Representative to transform Africa’s most challenging transportation routes into avenues of growth and opportunity.

The Opportunity

We are in search of an entry-level sales professional with robust technological expertise to fill the role of Technical Proposal Writer. The preferred candidate will showcase a proven track record in crafting meticulous, high-impact proposals for clients in the Oil & Gas industry, United Nations agencies, non-governmental organizations, and international development institutions.

You will oversee the complete lifecycle of proposal development, guiding each phase from RFP analysis through final submission, all while fostering and embodying our C.A.R.E. Culture.

Additionally, you will analyze performance metrics, identify areas for improvement, and implement strategic solutions to enhance efficiency and productivity. Strong leadership, problem-solving skills, and a proactive approach to challenges will be required to succeed in this role.

Provides comprehensive support throughout the entire proposal development process—including research, drafting, editing, and submission—for Oil & Gas sector projects, as well as for proposals targeting UN agencies such as WFP, UNICEF, and UNDP, and international donors including USAID, the EU, and FCDO.

Evaluate Requests for Proposals (RFPs), Requests for Quotations (RFQs), Invitations to Bid (Its), and other procurement solicitations to confirm alignment with Shine Maritime’s logistics and supply chain frameworks.

Ensure adherence to oil and gas and donor-specific guidelines, as well as humanitarian standards such as the Core Humanitarian Standard (CHS) and SPHERE, while aligning with the UN Sustainable Development Goals.

Collaborate with partners, consultants, and sub-grantees to prepare and finalize consortium bids.

Maintain a proposal Customer Relationship Management (CRM) database, which includes records of past submissions, standardized content, and donor insights.

Provide guidance to internal teams to enhance their proposal writing capabilities and ensure adherence to best practices.

What You Bring

A Bachelor’s or Master’s degree in Business, Marketing, International Development, Social Sciences, Public Administration, Logistics, or a closely related discipline is required.

We seek a results-oriented sales-focused writer with 1–2 years of experience crafting winning bids (RFPs/tenders) for Oil & Gas, UN agencies, and NGOs. Your expertise lies in distilling intricate logistics into compelling proposals, supported by a basic understanding of AI tools or a strong eagerness to develop these skills. You excel under strict deadlines while fostering seamless collaboration across diverse teams. Proficient in AI-powered tools, MS Office, Google Workspace, and specialized proposal software, you bring a tech-savvy approach to every project.

The compensation package includes a base salary ranging from Ash 20,000 to Ash 30,000 per month, supplemented by commissions, performance-based bonuses, and additional perks. Employees also receive training opportunities, comprehensive medical coverage, and paid vacation time, with commissions typically contributing an extra Ash 5,000 to Ash 15,000 contingent on successful contract acquisitions.
