About the role

The NOURISH coordination team seeks a Senior MEAL Advisor to spearhead investment and country-level MEAL frameworks, encompassing the design of the Performance Measurement Framework (PMF), MEAL planning, and the formulation of a comprehensive learning agenda and strategy for the initiative.

This position will collaborate with technical assistance partners to enhance government monitoring and data systems at the country level, establishing a robust foundation for informed, results-driven decision-making and sustainable progress. Additionally, the role will ensure accountability by aligning these systems with broader investment outcomes, prioritizing long-term sustainability and measurable impact.

The Senior MEAL Advisor will collaborate with the Information Management & Reporting Officer, the Senior Consortium and Project Director, and the Technical Assistance Partners (Taps) to enhance the functionality of routine information systems and ensure rigorous measurement of investment-level Key Performance Indicators (KPIs). This includes assessing the quality and reliability of indicators, tools, and data collection methods integrated into national systems. The KPIs will serve as a benchmark to guide partners in optimizing the use and refinement of government data and monitoring frameworks. Implementation will involve continuous support to Taps, who engage directly with country governments. A primary goal is to fortify government-led monitoring and data systems, fostering sustainability and strengthening decision-making processes at both national and subnational levels.

The Senior MEAL Advisor will lead efforts to enhance maternal nutrition data systems across Technical Assistance Partner countries through this initiative. This position is dedicated to advancing standardization, improving data quality, ensuring interoperability, and fostering the practical application of data to strengthen accountability for maternal nutrition programs, including MMS and IFA interventions.

Oversee and execute a comprehensive range of critical duties and responsibilities, ensuring alignment with organizational objectives and operational standards. Develop, implement, and monitor strategic initiatives to enhance efficiency, productivity, and overall performance. Collaborate with cross-functional teams to foster innovation, streamline processes, and drive sustainable growth. Maintain rigorous adherence to policies, procedures, and compliance requirements while upholding the highest ethical standards. MEAL planning encompasses the development, implementation, and oversight of monitoring, evaluation, accountability, and learning systems. This role involves establishing and maintaining a robust Performance Measurement Framework to systematically track progress, assess outcomes, and ensure data-driven decision-making. Additionally, it requires designing and refining the MEAL architecture to align with organizational strategies, enhance data integrity, and foster continuous improvement through evidence-based insights.

Drive the creation and continuous improvement of the investment-level MEAL plan and strategy, ensuring full alignment with the grant’s theory of change, the C2I and KPI frameworks, and donor specifications. Oversee the development and implementation of country-level plans and Performance Measurement Frameworks (PMF), facilitate the integration of KPIs into government systems where feasible, and deliver technical guidance for results-based management.

Design and implement a comprehensive Investment Level Learning Strategy while guiding the creation and refinement of Learning Agendas for the Taps to ensure alignment with organizational objectives and learning priorities.

Lead the creation and implementation of the investment-level learning strategy by pinpointing critical learning questions and guaranteeing the consistent production, analysis, and utilization of strong evidence to inform decisions. This includes harmonizing country-specific learning agendas with the broader strategy and fostering cross-country dialogue to encourage peer reflection, innovation, and the integration of proven methodologies.

We are tasked with creating standardized indicators, tools, and measurement methods to ensure consistent evaluation and accurate data collection across all projects. This involves establishing uniform criteria to assess performance, developing specialized instruments for data gathering, and designing methodologies to quantify and analyze results effectively. The role requires meticulous attention to detail, a systematic approach to methodology development, and the ability to align these elements with organizational objectives to support data-driven decision-making.

Lead cross-country workshops focused on harmonizing Performance Management Frameworks, evaluating data landscapes, and designing comprehensive monitoring plans. Offer specialized technical support to Technical Assistance Providers (Taps) regarding standardized reporting protocols, indicator definitions, and data quality assurance. Implement structured reporting governance by defining annual processes, developing detailed work plans, and maintaining SharePoint repositories for documentation.

Enhancing data accuracy, optimizing utilization, and increasing transparency are key priorities to ensure the integrity and effectiveness of our data management systems.

Offer expert technical support to governments and Technical Assistance Providers (Taps) on enhancing Data Quality Improvement (DCI) processes, covering areas such as periodic data review protocols, quality assessment tools, and supportive supervision and verification methods. Design and implement a grant-level dashboard and analytics system to monitor progress toward Key Performance Indicators (KPIs), while assisting country partners in leveraging visualizations and dashboards to drive more informed decision-making and adaptive strategies.

Systems strengthening, sustainability, and harmonization are core components of this role, which focuses on improving operational efficiency while ensuring long-term viability and alignment with strategic objectives. The position requires expertise in integrating best practices, fostering collaboration across teams, and implementing scalable solutions to achieve cohesive and resilient systems. Key responsibilities include assessing current processes, identifying gaps, and driving continuous improvement initiatives to enhance performance and adaptability.

Advise Technical Assistance Providers (Taps) on optimizing the connections between data logistics systems and health information frameworks, including community and facility-level data exchange mechanisms. Offer specialized technical support and practical tools to facilitate the integration of MMS (Multiple Micronutrient Supplements), IFA (Iron-Folic Acid), and calcium indicators into DHIS2, HIS (Health Management Information Systems), LUIS (Logistics Management Information Systems), Echos (electronic Community Health Information Systems), as well as facility registers and reporting instruments. Facilitate regular learning and evaluation sessions with Taps to monitor progress, address data quality concerns, exchange best practices across countries, and propose improvements to existing systems.

Ensures adherence to risk management protocols, compliance standards, and safeguarding measures pertaining to data and content integrity, with a focus on mitigating potential risks, maintaining regulatory conformity, and protecting sensitive information throughout organizational operations.

Ensure strict adherence to data protection and content classification policies, prioritizing secure handling and controlled access to sensitive information. Oversee permission management and verify ethical data usage in alignment with organizational, governmental, and donor regulations. Maintain rigorous safeguarding standards, uphold Protection from Sexual Exploitation and Abuse (SEA) principles, and ensure all documentation and dissemination practices align with the Do No Harm framework.

Supervises a team of employees, ensuring adherence to company policies and procedures while fostering a productive and compliant work environment. Assigns tasks, monitors progress, and provides guidance to enhance performance and meet organizational goals. The Senior MEAL Advisor will oversee and manage the Information Management & Reporting Officer (IMO) directly, ensuring effective leadership and guidance in their role.

Education

A Master’s degree in Public Health, Epidemiology, Monitoring & Evaluation, Data Science, Nutrition, or a closely related discipline is required.

Experience

With more than a decade of hands-on experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) roles within health or nutrition initiatives—preferably within low- and middle-income countries (Mics) and encompassing multi-country operations across Africa.

Proven track record in enhancing national monitoring and data systems.

Proficiency in managing projects financed by donors, including governmental bodies, UN agencies, foundations, and multilateral institutions, is essential, along with a solid grasp of donor compliance requirements.

Preferred experience includes working with bilateral or philanthropic grants.

Proficiency in international development, public health, nutrition, or NGO settings is required.

Proficiency in the regulatory frameworks governing major donors, such as Global Affairs Canada, the Foreign, Commonwealth & Development Office (FCDO), the European Union, as well as private and public foundations, is required.

Proficiency in maternal nutrition initiatives or micronutrient supplementation projects is highly desirable.

Required is expertise in statistical analysis and data visualization software, including but not limited to State, R, Power BI, and DHIS2 analytics.

You may be required to travel up to 20% of the time to TAP countries and regional meetings, which could involve field visits to assist with government systems.
