The consultancy’s main goal is to oversee the qualitative data collection for the AIM Plus FY26 Baseline across all designated Area Programs, ensuring that data are gathered with thoroughness, ethical standards, and efficiency before being submitted to the WVK National Office DEAL team for analysis. Additionally, the role involves training and supervising volunteers to conduct STAR assessments in schools, evaluate WASH facilities in educational and healthcare settings, and assess the role of faith leaders in promoting child wellbeing.

Scope of Work

The consultant will be responsible for executing the following duties:

Conduct thorough pre-field preparations to ensure all operational, logistical, and technical requirements are meticulously addressed before deployment. Develop and validate detailed travel itineraries, coordinate necessary permits and clearances, and confirm accommodations and transportation arrangements with precision. Verify equipment readiness, including calibration, maintenance, and functional testing, to prevent operational delays. Collaborate with cross-functional teams to align objectives, mitigate potential risks, and ensure seamless execution of field activities. Maintain accurate documentation and reporting protocols to track progress and facilitate post-field evaluations.

Examine the AIM Plus Basic Information Sheet, qualitative assessment instruments, and sector-specific Focus Group Discussion and Key Informant Interview guides distributed by the NOD MEAL team.

Prospective candidates must become proficient in established Global Centre qualitative methodologies, as well as WOK-customized assessment tools, covering domains such as Child Sponsorship, Community Water, Sanitation, and Hygiene (WASH), Health, Education (including STAR Tangerine and IDEA frameworks), and indicators for Faith & Development.

Note:

School WASH, health facility, and faith leaders will conduct Child Well-being (CWB) assessments using World Vision-designed Kobe tools, while reading proficiency will be evaluated with the STAR Tangerine assessment tool.

Prior to commencing fieldwork, participate in an introductory session with the NOD MEAL team.

Ensure adherence to all ethical standards, encompassing compliance with ACOSTA regulations and the development of informed consent and assent scripts.

The job entails meticulous documentation and timely transmission of data, ensuring accuracy and compliance with established protocols. Candidates must possess strong attention to detail and proficiency in data entry, along with the ability to manage multiple tasks efficiently. Responsibilities include verifying the integrity of recorded information, organizing datasets for submission, and adhering to deadlines. Familiarity with relevant software and tools is essential, as is the capacity to troubleshoot minor issues that may arise during the process.

The consultant is tasked with gathering, documenting, and delivering raw qualitative data to the WVK NOD MEAL team for analysis. All data recording and submission must adhere to the specified protocols.

Before conducting FGDs and Kids, audio recording must be performed with the explicit consent or assent of participants, obtained prior to the recording.

The consultant is responsible for producing accurate verbatim transcripts of all Focus Group Discussions (FGDs) and Key Informant Interviews (Kids). Each transcription must be finalized and submitted within 48 hours following the completion of the respective session.

Each transcript must explicitly specify the following details for every session: the group interviewed (e.g., Children FGD Age 7 to 12, Adult FGD Female Caregivers, or KIT Health Facility In-charge), the name of the data collector (AP), the date and location of the session, the names of both the facilitator and note-taker, and the total number of participants present.

Responses should be documented systematically for each question, ensuring that every answer or recurring theme is explicitly linked to the corresponding discussion question. The transcript must adhere to the structured format of the FGD/KIT guide, maintaining a clear question-by-question organization throughout.

The consultant is responsible for conducting structured assessments, including administering the STAR Tangerine reading proficiency tool to 50 Grade 3 students per Administrative Partner (AP) and meticulously recording individual responses for each question. Additionally, the consultant will complete Kobe tools designed by WV for school WASH assessments across 20 schools per AP, health facility assessments at all designated facilities, and faith leaders’ CWB assessments. Each Kobe submission must include details such as the school, facility, or respondent, AP, date, and assessor. The consultant is further tasked with submitting Kobe data to the NOD MEAL team in the format specified during the orientation session.

Audio files and corresponding transcripts are required to be stored securely and transmitted to the NOD MEAL team exclusively through WOK-approved secure digital methods. It is essential that audio files are preserved and submitted in conjunction with their respective transcripts.

Field notes, which document non-verbal cues, group dynamics, and contextual observations, are required to complement audio recordings for every Focus Group Discussion (FGD) and Key Informant Interview (KIT).

AIM PLUS FY26 QUALITATIVE DATA COLLECTION: Terms of Reference

All submitted data must comply with WVK data protection protocols by ensuring completed e-identification, which prohibits the inclusion of any participant names.

The consultant is not responsible for performing qualitative data analysis. Instead, the NOD MEAL team will handle the thematic analysis and synthesis of all submitted transcripts and data.

World Vision Kenya will extend the following provisions to the consultant:

Qualitative tools, including FGD guides, KIT guides, and assessment instruments, were reviewed and approved before being deployed in the field.

The NOD MEAL team will provide an orientation and briefing covering the AIM Plus methodology, tools, and ethical requirements.

Introductory correspondence and facilitation of community engagement are managed in collaboration with AP Managers and Cluster DEAL officers.

Responsibilities include obtaining and managing AP-level participant lists and sampling frames, such as RC lists, caregiver rosters, and school/facility directories.

Logistical support coordination, including field scheduling and liaison with accounts payable-level contacts, must be integrated into the consultant’s financial proposal, with transportation and accommodation expenses explicitly itemized.

We provide a secure platform for electronic submission of transcripts and audio files.

As the designated primary point of contact for DEAL, this role involves overseeing day-to-day field coordination activities and facilitating quality feedback mechanisms to ensure operational excellence.

Ethical Considerations and Safeguarding encompass the responsibility to protect individuals, ensure fairness, and uphold integrity in all processes and interactions. Safeguarding involves implementing measures to prevent harm, exploitation, or abuse, while ethical considerations require adherence to moral principles, transparency, and accountability. These principles apply across all areas of operation, ensuring the welfare and rights of all stakeholders are prioritized and respected.

The consultant is required to possess, or secure before commencing fieldwork, a current ACOSTA research permit, or alternatively, conduct activities under WVK’s institutional permit as instructed.

Informed consent is required from all adult participants prior to their involvement. For child participants under the age of 18, written consent from a parent or legal guardian must be secured alongside the child’s assent, which should be obtained through age-appropriate communication methods before any focus group discussions or interviews commence.

All child-focused group discussions must take place in environments deemed safe for children, led in a manner that is engaging and appropriate for young participants, and conducted without any form of pressure or suggestive questioning.

All consultants and field assistants assigned to this project are required to sign and strictly follow WVK’s Child Protection and Safeguarding Protocol prior to initiating any fieldwork activities.

The Do No Harm principle is upheld at every stage. Safeguarding concerns that arise during data collection must be promptly reported to the designated WVK Safeguarding Focal Person.

All personally identifiable information must be processed strictly in alignment with WVK’s established data protection policies. Under no circumstances should participant names be included in transcripts or any data submitted for review.

Audio recordings and photographs, when available, necessitate formal, supplementary consent or assent and must not be disseminated publicly or outside WVK without prior organizational authorization.
