Purpose
The Regional Protection Field Officer plays a key role in designing, executing, and assessing protection initiatives aligned with established objectives in Djibouti, Kenya, and Tanzania, with a focus on areas such as detention oversight, civilian safety measures, and family reunification efforts.
The Protection Field Officer, reporting to the Regional Protection Coordinator, will serve as the key legal resource for all protection-related goals and initiatives within the department.
Responsibilities and Essential Duties:
The individual will be tasked with overseeing key accountabilities and ensuring functional responsibilities are executed in alignment with organizational objectives. This role demands adherence to established protocols while maintaining a high standard of performance across designated duties. The position requires a methodical approach to managing assigned tasks, ensuring accuracy and efficiency in all operational functions. Additionally, the individual must collaborate effectively with cross-functional teams to achieve shared goals and meet performance targets.
Monitor and enhance the gathering and examination of data pertaining to the Protection of Civilian Populations (PCP), ensuring adherence to relevant legal frameworks such as International Humanitarian Law (ILL) and International Human Rights Law (IRL).
Facilitate the identification and engagement of essential stakeholders participating in PCP activities.
Support the organization and implementation of educational and outreach initiatives for armed forces and law enforcement agencies, focusing on international humanitarian law, international human rights law, and the principles and activities of the International Committee of the Red Cross.
Conduct comprehensive legal evaluations to inform the execution of Protection and Family Links (PFL) initiatives, addressing key concerns pertinent to migration and missing persons cases.
Assist in evaluating Kenya’s correctional facilities by examining the legal and regulatory structures that oversee incarceration processes.
Conduct a thorough examination of judicial safeguards and criminal justice procedures while curating and regularly updating a comprehensive collection of legal and detention-related reference materials.
Translate official documents, training materials, and written communications between English and Kiswahili while offering simultaneous interpretation services for training sessions, meetings, and detention facility visits.
Act as the primary liaison for data protection initiatives, fostering and sustaining key relationships with pertinent authorities, Movement partners, and humanitarian organizations.
Assist in preparing and evaluating Data Sharing Agreements in partnership with the CRC Data Protection Office.
Provide legal and protection-related expertise to support the execution of the Delegation’s Humanitarian Diplomacy Engagement Plan.
Demonstrate leadership by advancing CRC protection initiatives in collaboration with national and international stakeholders, such as governmental bodies, United Nations agencies, and non-governmental organizations.
Foster and sustain productive partnerships with pertinent authorities and protection stakeholders to advance humanitarian goals.
Highly qualified candidates must possess substantial hands-on experience in a relevant field to be considered for this role.
A recognized university must award a Bachelor of Laws (LLB) degree.
A minimum of three to five years of professional experience in a comparable field, preferably within a fast-paced environment, is required.
A minimum of two years of professional experience in International Human Rights Law or International Humanitarian Law is required.
Proficiency in international cooperation frameworks represents a valuable advantage.
Skilled at cultivating and maintaining a strong network of influential and strategic contacts.
Proven ability to negotiate effectively and communicate with clarity and professionalism.
