Purpose

The Regional Protection Field Officer plays a key role in developing, executing, and evaluating protection strategies and initiatives—including Detention Monitoring, Civilian Population Protection, and/or Family Links Protection—across Djibouti, Kenya, and Tanzania.

Under the guidance of the Regional Protection Coordinator, the Protection Field Officer will serve as the designated legal authority for all protection-related goals and initiatives within the department.

Oversee and execute key accountabilities and operational duties with a focus on delivering measurable results. Manage functional responsibilities with precision, ensuring alignment with organizational objectives and compliance standards. Develop and implement strategies to enhance performance and efficiency within designated areas of responsibility.

Monitor and enhance the compilation and evaluation of data pertaining to the Protection of Civilian Populations (PCP), fostering adherence to relevant legal standards such as International Humanitarian Law (ILL) and International Human Rights Law (IRL).

Facilitate the identification and engagement of essential stakeholders participating in PCP initiatives.

Support the organization and implementation of dissemination and training initiatives aimed at military and police personnel, focusing on International Humanitarian Law (ILL), International Human Rights Law (IRL), as well as the CRC’s mandate and operational procedures.

Conduct legal assessments to bolster the establishment of Protection and Family Links (PFL) initiatives, encompassing matters pertinent to migration and missing individuals.

Conduct evaluations of Kenya’s correctional system, with particular emphasis on the legal statutes and regulatory guidelines that dictate detention practices.

Conduct comprehensive evaluations of judicial safeguards and criminal justice mechanisms while curating and updating a current repository of legal and detention-related reference materials.

Translate official documents, training materials, and written correspondence between English and Kiswahili while offering simultaneous interpretation services during training sessions, meetings, and detention facility visits.

As the central liaison for data protection initiatives, you will cultivate and sustain key relationships with regulatory bodies, Movement partners, and humanitarian organizations.

Collaborate with the CRC Data Protection Office to draft and review Data Sharing Agreements.

Provide specialized legal and protection expertise to support the execution of the Delegation’s Humanitarian Diplomacy Engagement Plan.

Representing and advancing CRC protection initiatives involves engaging with national and international stakeholders, such as government officials, UN entities, and non-governmental organizations, to foster collaboration and awareness.

Foster productive collaborations with pertinent authorities and protection stakeholders to advance humanitarian goals.

A minimum of two years of relevant work experience in the field is necessary.

A recognized university’s Bachelor of Laws (LLB) degree is required.

A minimum of three to five years of professional experience in a comparable industry within a fast-paced setting is required.

Candidates must possess at least two years of professional experience in either International Human Rights Law or International Humanitarian Law.

Proficiency in collaborating with International Organizations represents a valuable asset.

Capable of establishing and maintaining a robust network of influential professional relationships.

Exceptional proficiency in negotiation and communication is essential for this role. The ideal candidate will demonstrate outstanding abilities in both areas to ensure effective interactions and agreements.
