How can you make a difference?

The Program Risk Management (PMR) team, based within the Regional Operations unit of ESRO, offers strategic direction and monitoring to EAR Country Offices (CO’s) in executing the Office of Strategy and Evidence’s (ONE) Program Implementation Procedure and its corresponding Handbook. This framework encompasses critical areas such as work planning, ACT assurance planning and execution, collaboration with civil society organizations (CSOs), and adherence to Social and Environmental Standards (SES), including Protection from Sexual Exploitation and Abuse (SEA).

This position will deliver administrative assistance to both the PMR team and the broader office environment. Additionally, it will involve collecting and analyzing data to support the team in advancing its objectives, ensuring high-quality and efficient development, management, and monitoring of government and civil society partnerships at the country office level, as well as identifying and mitigating associated risks. The role includes utilizing relevant e-platforms (including tools, INPP, Insight, Vision, and RAM) and extracting actionable insights from these systems.

Key responsibilities and essential functions include a comprehensive range of duties and related tasks:

Support ACT assurance planning and execution by extracting, analyzing, and reporting essential data and information for EAR country offices, thereby enabling informed planning, priority setting, and enhancement of Age-related initiatives.

Supporting the PMR team, you will gather and assess qualitative and quantitative data and information from UNICEF’s systems, enabling efficient program and risk management while also preparing reports and presentations. This role also entails participating in Peer Review exercises.

Conduct thorough reviews of assigned assessments and program assurance reports to pinpoint critical weaknesses in the execution of ACT, thereby equipping supervisors and the team with actionable insights to facilitate prompt follow-up, corrective measures, or direct engagement with country offices as needed.

Assist in organizing meetings, webinars, and contribute to the development of PowerPoint presentations by providing relevant input.

Facilitates capacity-building initiatives focused on program management and ACT implementation by assisting in the development of training materials and engaging in practical exercises for deploying partnership systems, including INPP, tools, and exact.

To compile and present monitoring and reporting data on established key performance indicators, thereby enhancing managerial efficiency and accountability for outcomes, with a focus on providing oversight and analytical support for EAR Country Offices. This encompasses, but is not limited to, the following illustrative examples:

Conduct thorough assessments to evaluate the risk ratings assigned to partners, ensuring alignment with established criteria and regulatory standards. This role involves meticulous analysis of partner profiles, transaction histories, and risk indicators to identify potential vulnerabilities or discrepancies. Key responsibilities include verifying the accuracy of risk classifications, analyzing trends in partner behavior, and escalating concerns to senior management when necessary. Strong attention to detail, proficiency in risk assessment methodologies, and a solid understanding of compliance frameworks are essential qualifications for this position.

Conduct an evaluation of the utilization of INPP within the CSO IP selection process, examining the distinct selection approaches—specifically, open versus direct modalities.

Shifts in funding trends are now favoring localization initiatives more prominently.

Impairment monitoring involves the continuous assessment and evaluation of potential impairments to financial assets to ensure compliance with accounting standards and regulatory requirements. This process includes identifying, measuring, and reporting any declines in the value of assets that may affect an entity’s financial position. Professionals in this role must possess strong analytical skills, attention to detail, and a thorough understanding of relevant financial reporting frameworks. Responsibilities include conducting regular reviews of asset portfolios, documenting impairment indicators, and collaborating with cross-functional teams to mitigate financial risks. Familiarity with impairment testing methodologies and experience in financial analysis are essential for success in this position.

DCT monitoring encompasses oversight of expired grants, ensuring compliance with established protocols throughout the review process.

Monitoring of benchmarks spans the entire lifecycle from submission to finalization, ensuring accurate tracking and timely processing throughout each stage of the transaction.

We will conduct follow-ups on any outstanding financial findings and incomplete engagements within the Financial Assurance Module of tools to ensure thorough resolution.

Oversee operations and maintenance of the PMR ECM site to ensure optimal performance and seamless functionality.

Oversee and coordinate the team’s calendar to ensure efficient scheduling and alignment with organizational objectives.

Oversee the ESRO Peer Review Roster, ensuring its organization and maintenance.

Act as the central point of contact for supply matters within the Operations Section.

Oversee the ESRO Events Calendar in coordination with PMDR and the ORD.

To qualify for this role as a child advocate, you must demonstrate a commitment to upholding the rights and well-being of every child. Secondary education is mandatory, with a preference for candidates who have undertaken technical or university-level courses aligned with the organization’s focus. Alternatively, a bachelor’s degree in a discipline pertinent to the role can substitute for three years of relevant professional experience, or two additional years with a master’s degree.

A minimum of six years of relevant experience in administrative or clerical roles is necessary.
