We are seeking a detail-oriented professional to oversee a range of critical tasks. The role involves managing project timelines, coordinating team efforts, and ensuring adherence to company policies while maintaining high standards of accuracy. Revise and preserve utility maps, schematics, and single-line diagrams to accurately represent current conditions or modifications derived from As-Built drawings, completing all updates within a 10-day calendar window following notification or identification of changes.
Ensure all revised maps bear revision dates and adhere to governmental mandates as well as established documentation protocols.
Maintain utility maps consistently formatted as per government standards to ensure seamless delivery of outputs.
Leverage NAV FAC ArcGIS software to produce, refine, and maintain utility system maps in GIS format, guaranteeing that data complies with the Data Collection Guide (DCG) and serves as the definitive source for utility mapping.
Convert GIS datasets into AutoCAD drawings using the export utility system, maintaining precise formatting and usability standards.
Maintain and manage features utilizing the most current version of NAV FAC NDM to ensure optimal performance and alignment with organizational standards.
Ensure GIS data quality meets the established standards set by NAV FAC and NSF’s Directorate of Utilities Department, while effectively coordinating all relevant requirements.
Prepare and deliver updated utility system maps, schematic drawings, and single-line diagrams without delay to fulfill operational requirements upon request.
Submit all utility system maps, schematics, drawings, and related documentation to the Technical Library, ensuring strict adherence to the requirements outlined in Section F.
Collaborate with the Naval Support Facility (NSF) Diego Garcia Utilities Department to align mapping requirements with established project guidelines and ensure precision throughout the process.
Conduct regular quality assurance and control on GIS data and utility maps to verify accuracy, dependability, and adherence to governmental regulations.
Minimum qualifications include a Bachelor’s degree in Computer Science, Engineering, or a related field, along with four or more years of professional experience in software development. Candidates must demonstrate proficiency in programming languages such as Java, Python, or C++, along with expertise in object-oriented design principles. Strong problem-solving abilities, excellent communication skills, and a collaborative mindset are essential. Experience with agile development methodologies and version control systems like Git is required. Familiarity with cloud platforms, databases, and software testing practices is highly desirable.
Seeking candidates with one to three years of experience in GIS mapping, utility mapping, or comparable technical drafting roles.
A minimum of a high school diploma or its equivalent is required.
Demonstrated expertise in NAV FAC ArcGIS software, AutoCAD, and complementary GIS mapping applications is required.
Proven ability to revise maps, schematics, and diagrams in alignment with As-Built modifications and current field conditions.
Demonstrates a robust comprehension of GIS data management principles and protocols, particularly in conforming to the guidelines outlined within the Data Collection Guide (DCG).
Proficiency in interpreting and utilizing utility system maps and schematics is required, along with relevant practical experience in this domain.

Possesses a valid passport and demonstrates the ability to undertake international travel.
A valid passport with a minimum remaining validity of one (1) year is required at the time of hire.
Must satisfy and uphold all contractual medical prerequisites throughout the entirety of the deployment period.
Preferred Qualifications include a Bachelor’s degree in a relevant field or equivalent work experience, along with at least three years of hands-on experience in a similar role. Proficiency in advanced data analysis tools and software, such as SQL, Python, or R, is highly desirable. Exceptional problem-solving skills, strong attention to detail, and the ability to work independently while meeting tight deadlines are essential. Familiarity with project management methodologies and prior experience in a leadership capacity are considered advantageous. Candidates with certifications in specialized areas, such as PMP or Six Sigma, will receive strong consideration.
Preferred candidates possess prior experience working in austere Overseas Contiguous United States (OCO NUS) environments alongside a diverse, multinational team.
A valid driver’s license and passport issued by the respective country are required.
Visa requirements, as outlined by the U.S. Department of State Foreign Clearance Guide, must be obtained for the respective country when applicable.
Intermediate to advanced skills are required in NAV FAC GIS, AutoCAD, and NDM software, with the ability to produce accurate map exports.
Seeking candidates with a proven track record in aligning GIS and mapping needs alongside a Utilities Department or in a military/government capacity.
Possesses comprehensive knowledge of NAV FAC utility mapping standards and diagram submission protocols.
Exceptional analytical abilities and the capacity to operate autonomously under demanding conditions are essential.
