This role requires expertise in designing, delivering, and monitoring tailored training programs, workshops, and mentorship initiatives to strengthen organizational and institutional capabilities. The successful candidate will collaborate closely with stakeholders to identify needs, develop customized solutions, and facilitate knowledge transfer for long-term impact. Proficiency in program evaluation, stakeholder engagement, and adaptive management strategies is essential to measure progress and drive continuous improvement in program effectiveness.

Administers programs focused on legal technical and capacity-building support initiatives in environmental law governance, aligned with the Montevideo Program and relevant to sustainability and circularity. Duties involve providing assistance in crafting project proposals and conducting resource mobilization efforts to facilitate the implementation of decisions and recommendations from intergovernmental bodies, in coordination with UNEP’s substantive divisions.

Prepares or collaborates on the drafting of agreements and contracts involving governmental bodies, non-governmental organizations (NGOs), and other public and private stakeholders. Additionally, delivers strategic advisory services and demonstrates thought leadership in the field.

Responsible for addressing diverse matters pertaining to environmental law and governance, constitutional, international, public, and administrative law, with a focus on the interpretation and implementation of multilateral environmental agreements (MEA’s) at the national level, as well as fostering synergies among MEA’s. Provides guidance on constitutive, legislative, and other instruments governing United Nations activities and operations, particularly in relation to UNEP, in collaboration with senior Legal Officers and colleagues. Additionally, addresses emerging issues such as circularity across value chains, consulting with relevant stakeholders within UNEP.

Drafts or collaborates on initial versions of background papers, studies, reports, legislative texts, and related commentaries within the domains of environmental law and international law, as well as educational materials.

Prepares or aids in the formulation of legal opinions and counsel on diverse international public law and environmental law matters, encompassing the United Nations Charter, resolutions and decisions from the General Assembly and the United Nations Environment Assembly (NEA), as well as the interpretation and application of multilateral environmental agreements (MEA’s). This role involves addressing issues such as privileges and immunities, institutional matters, treaty law and practice, procedural challenges arising during engagements with United Nations bodies, and the constitutional and administrative framework of the Organization as it pertains to UNEP.

Organizes and contributes to the development of environmental law seminars and symposia, delivering presentations on a range of legal topics at these gatherings.

Services or assists senior colleagues in supporting intergovernmental meetings, negotiations, and conferences, as well as committees, expert groups, and other entities like the NEA. Responsibilities include preparing background materials, summarizing key issues and delegation perspectives, and drafting meeting reports.

Provides counsel on administrative legal matters, conducting thorough research and analysis to support informed decision-making.

Extensive legal research and analysis are conducted, along with the preparation of studies, comparative analyses, briefs, reports, and correspondence, with a focus on environmental law and governance—including circularity across value chains.

Conducts thorough examinations of legal documents, instruments, or related materials, systematically identifying critical issues, key similarities, and any discrepancies or inconsistencies present.

Gathers and evaluates data to detect trends or patterns, subsequently offering actionable insights through various visual representations—such as graphs, charts, tables, and reports—employing advanced data visualization techniques to support strategic planning, informed decision-making, effective presentations, and comprehensive reporting.

Offers mentorship and support to less experienced team members, fostering their professional development and ensuring alignment with organizational goals.

Assumes additional responsibilities and tasks as directed by management, ensuring all assigned work is completed efficiently and in accordance with established policies and procedures.

Education

A Master’s degree or equivalent advanced university qualification in international environmental law, or a related discipline complemented by coursework in environmental law, is essential.

A recognized bachelor’s degree, when supplemented by relevant professional experience, may be considered equivalent to a master’s degree for this position.

A relevant undergraduate or graduate qualification in data analytics, business analytics, or data science—whether from a degree or nondegree program—is strongly preferred.

Proficiency in sustainability and circularity principles within value chains is considered advantageous.

A minimum of two years’ experience in the United Nations common system, an international organization, or an intergovernmental organization is preferred. Additionally, candidates should possess two or more years of relevant experience in data analytics or a related field.
