The Opportunity

We are in search of a seasoned Humanitarian Needs Assessment Specialist to enhance the quality, consistency, and effectiveness of needs assessments throughout our humanitarian initiatives.

In this fast-paced position, you will collaborate with Country Offices to develop and execute rigorous, ethically sound humanitarian needs assessments in real time, positioning Plan International to create impactful programs, secure essential funding, and address the urgent needs of the most vulnerable children, with a particular focus on girls.

This position requires extensive international travel and frequent deployments to humanitarian emergencies, frequently with little advance notice.

Oversee and execute a range of critical duties, ensuring alignment with organizational objectives and operational standards. Facilitate seamless collaboration across departments to drive project completion and innovation. Monitor workflows to identify inefficiencies and recommend strategic improvements. Maintain compliance with industry regulations and internal policies while fostering a culture of accountability and excellence. Prepare and present detailed reports to stakeholders, highlighting progress and areas for enhancement.

You will:

Design and refine intuitive tools, resources, and approaches to facilitate swift and cross-sectoral needs assessments.

Integrate gender, child protection, disability inclusion, and age considerations into every assessment, strictly adhering to the guidelines set by the Sphere and Core Humanitarian Standard.

Assist Country Offices in producing meticulously crafted assessment reports that meet the standards of donors, clusters, and peer agencies.

Design and implement needs assessment training initiatives to enhance the organization’s capabilities and foster sustainable growth.

Collaborate effectively with the MERL and Digital teams to advocate for the adoption of digital data collection tools and ensure alignment with monitoring and evaluation frameworks.

Assigned to country offices for periods of up to four consecutive months, you will provide hands-on assistance in the design and execution of assessments.

Act as Plan International’s representative in inter-agency coordination forums, engaging with Age-related networks to foster collaboration and alignment.

Translate assessment data into compelling insights and products to bolster the efforts of fundraising, advocacy, and influencing teams.

Enhance compliance with donor specifications, particularly concerning ECHO submissions within HIP cycles.

Compile a comprehensive annual global assessment highlighting key humanitarian trends and emerging challenges worldwide.

Promote the comprehensive integration of safeguarding, child protection, and gender equality policies across all operational domains.

About You

As a seasoned humanitarian practitioner, you excel in dynamic and multifaceted settings, combining specialized skills with a commitment to partnership and sustainable skill development.

Essential experience and qualifications include a proven track record in [specific field/industry], complemented by [required years] of hands-on experience in [relevant role or task]. Proficiency in [specific tools, software, or methodologies] is mandatory, alongside strong analytical and problem-solving abilities. Accomplished professionals with a proven track record in leading or providing support for humanitarian needs assessments in a variety of emergency settings, particularly those characterized by sudden-onset crises, are sought.

Proven ability to conduct comprehensive gender analysis and effectively integrate protection and inclusion principles into assessment frameworks.

Proven track record in designing and implementing effective training programs.

Proficient understanding of donor expectations and adherence to established humanitarian standards, including Sphere, CHS, CPMS, and KNEE frameworks.

Proficiency in utilizing digital tools to gather and interpret data is required.

Demonstrates exceptional analytical abilities, strong coordination capabilities, and a proven aptitude for crafting detailed reports.

Must demonstrate adaptability and readiness to be deployed promptly in demanding conditions.

Desirable:

Proven track record in assisting with the preparation and submission of funding proposals and donor documentation.

Proven expertise in crafting advocacy or influencing messaging based on assessment outcomes.

Collaboration with external partner organizations is essential for this role.

Proficiency in English is essential, with fluency in French, Spanish, or Arabic considered a valuable asset.
