Artemis Outsourcing Ltd, a multidisciplinary consulting firm with a regional focus, delivers specialized technical support in Human Resource Management. Presently, our client within the NGO sector requires the services of a PHC Consultant, who will be stationed at the Ministry of Health.

Serving as a direct report to the Director of Primary Health Care, this position operates under the oversight of the Head of Division for Primary Health Care Networks, ensuring alignment with strategic directives and operational frameworks.

Background

UHC aspires to guarantee universal access to essential, high-quality health services in Kenya, irrespective of socioeconomic background, ensuring inclusivity and equity. At the heart of this vision lies Primary Health Care (PHC), which functions as the foundational element of the health system by serving as the initial point of contact for individuals and acting as a vital platform for delivering essential services throughout every stage of life.

The Kenya Primary Health Care Strategic Framework for 2019–2024 and the Primary Care Networks (PCN) Guidelines from 2021 have been pivotal in driving progress, facilitating the restructuring of service delivery, reinforcing community and primary-level health systems, and enhancing referral pathways.

The Ministry of Health has implemented several transformative health reforms, such as digital health initiatives, health financing mechanisms—including social health insurance and facility improvement financing—and the Primary Health Care (PHC) Act, all aimed at advancing Universal Health Coverage (UHC). Key accomplishments encompass the expansion of fully equipped and digitally equipped community health promoters, improved accessibility to essential services provided by multidisciplinary PHC teams, the proliferation of integrated service delivery models, and strengthened coordination across all levels of the Kenya Essential Package for Health (KEPT) framework as part of comprehensive sector-wide reforms.

To deliver specialized technical support consultancy services, ensuring the resolution of client technical inquiries and challenges through expert guidance and troubleshooting. This role involves analyzing system issues, providing actionable solutions, and maintaining clear communication with clients to facilitate seamless operations and minimize downtime. Additionally, the consultant will document support interactions, track recurring issues, and collaborate with internal teams to enhance service quality and implement preventive measures. Experience in technical troubleshooting, strong problem-solving skills, and proficiency in relevant tools are essential, along with the ability to convey complex information clearly to non-technical stakeholders.

The primary objective of this technical support consultancy is to deliver prompt and strategic guidance to Kenya’s Ministry of Health, Directorate of Primary Health Care, in the formulation of the Kenya Primary Health Care Strategic Framework 2027–2032. This initiative will build upon the previously implemented Kenya Primary Health Care Strategic Framework 2019–2024. Drawing from the insights and recommendations of the End-Term Review (ETR) of the 2019–2024 framework, the consultancy will facilitate the establishment of strategic directions, priorities, and implementation structures for the 2027–2032 period. Core responsibilities within this role encompass assessing relevant policies, strategies, guidelines, and plans, as well as consolidating lessons learned from the ETR.

We will engage in stakeholder consultations and validation efforts, refine priority interventions and the results’ framework, and develop the new Primary Health Care Strategic Framework.

The Ministry of Health (MOH) aims to establish a collaborative and evidence-based framework for 2027–2032, informed by the End-Term Review findings and leveraging both primary and secondary data sources. This initiative will engage stakeholders through an appointed steering committee, a technical working group, and consultations at national and county levels. The process will adapt to the dynamic health environment at both national and county levels, addressing ongoing public sector and health reforms while translating current achievements, gaps, and lessons learned into actionable priorities for the next strategic period.

Oversee and execute a comprehensive range of essential duties and tasks, ensuring adherence to established protocols and standards while fostering operational efficiency and effectiveness.

Guide the formulation of the Kenya Primary Health Care Strategic Framework 2027–2032, establishing a sound methodological approach in the inception report while ensuring adherence to national health policies and fostering meaningful engagement with stakeholders across national and county levels.

Conduct comprehensive desk reviews and synthesize evidence to inform the development of Primary Health Care strategic objectives, ensuring they are evidence-based, scalable, innovative, and responsive to the evolving health needs of Kenya’s diverse population.

Establish transparent indicators, defined targets, and robust monitoring frameworks aligned with results-based management principles to enhance accountability and accelerate progress toward Universal Health Coverage and the Sustainable Development Goals.

Develop the strategic framework using a human rights-centered methodology, emphasizing inclusivity, fairness, and focused consideration for vulnerable and marginalized groups—such as rural communities, pastoralist populations, individuals with disabilities, refugees, and the urban poor—while ensuring full alignment with Kenya’s development strategies and medium-term initiatives.

Cultivate collaborative planning initiatives and foster meaningful engagement with stakeholders including the Ministry of Health, its divisions, directorates, and programs, the Council of Governors, county representatives, development partners, and local communities to ensure collective buy-in and guide strategic priorities and objectives.

Drive targeted capacity-building efforts to enhance stakeholders’ comprehension and engagement by conducting thorough problem analysis, strategic prioritization, and meticulous results monitoring through training programs, interactive workshops, and knowledge-sharing initiatives.

Craft compelling, high-impact strategic documents and presentations, distill critical insights and actionable recommendations, and refine deliverables based on stakeholder input to uphold alignment and accuracy.

Perform strategic planning and program development duties as directed by the Director for Primary Health Care or another authorized representative, with a focus on addressing evolving and context-specific priorities.

Collaborate with the Ministry’s Planning unit to develop and assess the cost implications of the strategic framework.

Proven expertise in developing and drafting strategic and policy-related documents is required.

Demonstrates a strong track record in successfully engaging stakeholders through collaborative and inclusive methods.

Proven ability to convey complex technical information in a clear, understandable manner, ensuring effective communication across diverse audiences.

Proficiency in both English and Kiswahili, both verbally and in written form, is required.
