The Kenya Primary Health Care Strategic Framework (2019–2024) and the Primary Care Networks (PCN) Guidelines (2021) have played a pivotal role in advancing this initiative by facilitating the restructuring of service delivery, enhancing community and primary-level health systems, and optimizing referral pathways.
The Ministry of Health has implemented several key health reforms, such as digital health initiatives, health financing mechanisms including social health insurance and facility improvement financing, and the Primary Health Care (PHC) Act, to advance Universal Health Coverage (UHC). These efforts have yielded significant progress, including the expansion of well-equipped and digitally integrated community health promoters, improved access to essential services through multidisciplinary PHC teams, broader adoption of integrated service delivery approaches, and strengthened coordination across all levels of the Kenya Essential Package for Health (KEPT) framework as part of comprehensive sector-wide reforms.

The technical support consultancy seeks to deliver timely and strategic assistance to Kenya’s Directorate of Primary Health Care within the Ministry of Health, enabling the conduct of an end-term review of the Kenya Primary Health Care Strategic Framework (KPHCSF 2019–2024). Its primary objective is to assess progress toward the strategic directions and objectives defined in the framework. This assignment encompasses several critical tasks, including the design of a robust methodology for the end-term review, a comprehensive desk analysis of relevant policies, strategies, guidelines, and plans, field assessments, stakeholder consultations, pillar analysis, synthesis of lessons learned, and the preparation of an end-term review report.
The Ministry of Health (MOH) seeks to conduct a thorough evaluation of milestones, targets, and key performance indicators within its strategic framework, drawing on both primary and secondary data sources. This process will involve extensive stakeholder engagement through an appointed steering committee, a technical working group, and broader consultations at national and county levels. The review will highlight progress and lessons learned during implementation, aligning with the evolving health landscape shaped by ongoing public sector and health reforms at both national and county levels. To achieve this, the MOH requires an accomplished, highly dedicated senior consultant with proven expertise in assessing government policy and strategy implementation, particularly in Primary Health Care (PHC) and Universal Health Coverage (UHC) within Kenya or comparable contexts.
Oversee and execute a comprehensive range of essential duties and responsibilities, ensuring alignment with organizational objectives and operational standards. The role involves contributing to the establishment and execution of a robust methodology for conducting a credible end-term review (ETR) of the Kenya Primary Health Care (PHC) Strategic Framework (2019–2024) and its accompanying PCN guideline (2023). This will be achieved through the submission of an inception report that outlines the ETR approach, emphasizing efficient data collection, thorough evaluation of progress, participatory fieldwork involving Ministry of Health (MOH) leadership and county-level engagement, a consultative process, and the timely completion of the ETR report.
Create innovative data collection instruments, blending primary methodologies—such as focus group discussions (FGDs), key informant interviews (Kids), and structured survey questionnaires—with secondary data extraction techniques, including retrieval from Kenya Health Information System (THIS), electronic Community Health Information System (Echos), Logistics Management Information System (LUIS), and geographic information system (GIS) mapping of People-Centered Networks (PCNs), to effectively address ETR research questions.
Compile a comprehensive ETR ethics submission package, including the protocol and all necessary tools, to ensure alignment with ethical standards and regulatory requirements.
Lead the training of data collectors and oversee field data collection efforts, ensuring the integrity and accuracy of ETR datasets through rigorous quality assurance measures.
Lead data management initiatives, encompassing the meticulous curation of datasets, alongside conducting comprehensive data analysis and compiling the ETR Report in collaboration with essential stakeholders.
Prepare summary presentations customized for specific audiences whenever feasible, synthesizing essential insights and recommendations for review by key decision-makers.
Revise the ETR report to incorporate stakeholder feedback, then finalize and submit the completed ETR report along with supporting underlying data in the format mutually agreed upon with the MOH and its partners.
Collaborate with the Ministry of Health, partners, the Council of Governors, and county representatives to facilitate effective and impactful involvement in the ETR process.
Execute any supplementary assignments as directed by the Director of Primary Health Care or their designated representatives, in accordance with established protocols and delegation procedures.

A minimum of ten years of progressively responsible, hands-on experience is required in the assessment, evaluation, and review of national public health programs, health policies, and strategic plans—preferably within Kenya or an analogous setting.
A proven track record in assessing Primary Health Care (PHC) strategies, policies, or plans is highly advantageous.
Accomplished a history of successful partnerships with the Kenyan Ministry of Health.
Experienced in composing, drafting, reviewing, and evaluating reports to ensure accuracy, clarity, and compliance with organizational standards.
Membership or affiliation with an accredited evaluation society, or active involvement in health systems and policy research networks, will be viewed favorably.
Proficiency in statistical methods, mixed methods, or qualitative approaches is essential, along with the ability to manage and process data via online or digital platforms.
