Omentum, a premier provider of sophisticated engineering, technical, and professional solutions to the US government, allied nations, and vital infrastructure sectors, is currently recruiting a ICAP Mapping Technician to contribute to an exclusive US Navy initiative stationed on Diego Garcia.

The role encompasses a wide range of critical duties, including overseeing project execution, managing stakeholder communications, and ensuring adherence to deadlines. Additionally, the position requires meticulous attention to detail while maintaining a strong focus on quality assurance and risk mitigation strategies. Collaborative efforts with cross-functional teams are essential to drive innovation and operational efficiency, alongside providing regular progress updates to senior leadership.

Review and revise utility maps, schematics, and single-line diagrams to accurately represent current conditions or modifications derived from As-Built drawings, ensuring updates are completed within a 10-day window following notification or identification.

All revised maps must incorporate revision dates while adhering to government-mandated requirements and established documentation standards.

Ensure the consistency and accuracy of utility maps by adhering to the government’s prescribed format and maintaining uninterrupted delivery of mapped data.

Leverage NAV FAC ArcGIS software to create, refine, and maintain utility system maps in GIS format, guaranteeing compliance with the Data Collection Guide (DCG) and establishing the maps as the authoritative source for utility mapping.

Generate utility system AutoCAD drawings from GIS datasets while maintaining proper formatting and usability.

Maintain and oversee features utilizing the most current NAV FAC NDM release.

Ensure GIS data quality meets the rigorous standards set by the NAV FAC and NSF DG Utilities Department, while efficiently coordinating their respective requirements.

Generate and deliver revised utility system maps, schematic drawings, and single-line diagrams promptly upon request to fulfill operational requirements without delay.

Please ensure that all utility system maps, schematics, drawings, and pertinent documentation are submitted to the Technical Library in accordance with Section F.

Collaborate with the Naval Support Facility (NSF) Diego Garcia Utilities Department to synchronize mapping requirements, ensuring precision and adherence to established project protocols.

Conduct ongoing quality assurance and control procedures on GIS data and utility maps to verify accuracy, dependability, and adherence to regulatory government standards.

Minimum qualifications include a bachelor’s degree in a relevant field, such as computer science, engineering, or mathematics, along with three to five years of professional experience in a related discipline. Candidates must demonstrate proficiency in programming languages like Python, Java, or C++, as well as familiarity with software development methodologies and tools. Strong analytical and problem-solving abilities are essential, along with excellent communication skills for collaborating with cross-functional teams. Additionally, experience with cloud platforms, data analysis, or cybersecurity is highly desirable.

Seeking candidates with one to three years of hands-on experience in GIS mapping, utility mapping, or comparable technical drafting roles.

A high school diploma or its equivalent is required.

Demonstrates advanced skills with NAV FAC ArcGIS software, AutoCAD, and complementary GIS mapping technologies.

Proven proficiency in revising maps, schematics, and diagrams to accurately capture As-Built modifications and current site conditions is required.

Proficient in GIS data management practices and standards, with a strong focus on compliance with Data Collection Guide (DCG) requirements.

We seek candidates with a proven track record in utility system mapping and schematic interpretation, demonstrating hands-on experience and technical proficiency in these areas.

Demonstrates meticulous attention to detail, coupled with robust analytical and organizational abilities, to uphold precision in GIS mapping and documentation.

A strong command of Microsoft Office Suite and other data management software is essential.

Proficient in both verbal and written English, with exceptional communication skills honed to a high standard.

Possession of a valid passport and the ability to travel internationally are mandatory requirements for this position.

A valid passport with a minimum validity period of one (1) year or greater is required at the time of employment.

Must meet all contractually mandated medical standards upon deployment and sustain compliance with these requirements throughout the assignment duration.

Preferred Qualifications include a bachelor’s degree in computer science, information technology, or a related field, coupled with three or more years of hands-on experience in software development or IT infrastructure management. Proficiency in multiple programming languages, such as Python, Java, or C++, along with familiarity with cloud platforms like AWS, Azure, or Google Cloud, is highly desirable. Candidates should demonstrate a strong understanding of DevOps practices, cybersecurity principles, and agile methodologies. Exceptional problem-solving abilities, effective communication skills, and a capacity to collaborate within cross-functional teams are essential. Prior experience with large-scale system deployments or enterprise-level IT solutions would be advantageous.

Preferred candidates will have prior experience in an OCO NUS environment characterized by austere conditions, coupled with exposure to a multinational workforce.

A valid driver’s license and passport for the respective country are required.

A valid entry visa, as stipulated by the U.S. Department of State Foreign Clearance Guide, must be obtained when applicable.

Intermediate to advanced proficiency in NAV FAC GIS, AutoCAD, and NDM software versions, with the ability to perform map exports.

Experienced professionals should possess a background in aligning GIS and mapping specifications with the needs of a Utilities Department or have worked within military or governmental settings.

Proficiency in adhering to NAV FAC standards for utility mapping and diagram submission is required.

Exceptional analytical abilities and the capacity to operate autonomously under demanding circumstances are essential.
