Oversee and execute a comprehensive range of duties, including managing daily operations, coordinating team activities, and ensuring adherence to established protocols. Collaborate with cross-functional departments to streamline processes, enhance productivity, and achieve organizational objectives. Monitor performance metrics, analyze data, and implement strategic improvements to optimize efficiency and effectiveness. Maintain compliance with industry regulations, company policies, and quality standards while fostering a culture of accountability and continuous improvement. Additionally, supervise staff, provide guidance, and facilitate professional development opportunities to support team growth and retention.
Revise and preserve utility maps, schematics, and single-line diagrams to accurately mirror current site conditions or modifications sourced from As-Built drawings, completing all updates within a 10-day period following receipt of notification or detection of changes.
Ensure all revised maps incorporate current revision dates, adhering to governmental regulations and established documentation protocols.
Prepare utility maps in strict accordance with the standardized format established by government authorities and uphold the consistency of all deliverables.
Leverage NAV FAC ArcGIS software to create, refine, and maintain utility system maps in GIS format, guaranteeing compliance with the Data Collection Guide (DCG) and establishing the maps as the authoritative source for utility mapping.
Export utility system AutoCAD drawings from GIS datasets, maintaining strict adherence to formatting standards and ensuring usability.
Maintain and manage features by utilizing the most current version of NAV FAC DM.
Ensure GIS data quality meets the rigorous standards set by NAV FAC and the NSF DG Utilities Department, while facilitating seamless coordination of requirements throughout the process.
Upon request, prepare and deliver current utility system maps, schematic drawings, and single-line diagrams promptly to fulfill operational requirements.
Please ensure all utility system maps, schematics, drawings, and related documentation are submitted to the Technical Library in accordance with Section F.
Collaborate with the Naval Support Facility (NSF) Diego Garcia Utilities Department to establish and verify mapping requirements, ensuring alignment with project guidelines and maintaining accuracy throughout the process.
Conduct regular quality assurance and control assessments on GIS data and utility maps to verify accuracy, dependability, and adherence to regulatory requirements.
Minimum qualifications include a Bachelor’s degree in a related field or equivalent professional experience. Candidates must demonstrate proficiency with relevant software and tools, along with strong analytical and problem-solving skills. Excellent communication abilities are essential, both written and verbal, to collaborate effectively with teams and stakeholders. Prior experience in a similar role is preferred, along with a proven track record of delivering measurable results. Familiarity with industry best practices and compliance standards is also required.
Seeking candidates with a minimum of one to three years of hands-on experience in GIS mapping, utility mapping, or comparable technical drafting roles.
A high school diploma or its equivalent is required for this position.
Expertise in utilizing NAV FAC ArcGIS software, AutoCAD, and other associated GIS mapping tools is essential.
Proven ability in revising and maintaining maps, schematics, and diagrams to accurately incorporate As-Built modifications and existing site conditions.
Demonstrates a comprehensive grasp of GIS data management principles and established standards, with a commitment to meeting the requirements outlined in the Data Collection Guide (DCG).
Professional experience includes working with utility system mapping and schematics, demonstrating expertise in interpreting and analyzing these technical documents.

Must meet and maintain all contract-mandated medical standards throughout the duration of the deployment.
Preferred qualifications include a bachelor’s degree in a relevant field, such as computer science, engineering, or mathematics, or an equivalent combination of education and experience. Candidates should possess at least three years of professional experience in a related industry, with a proven track record of problem-solving and analytical skills. Proficiency in programming languages like Python, Java, or C++ is highly desirable, as is experience with data analysis, machine learning, or software development. Excellent communication skills, both written and verbal, are essential, as the role requires collaboration with cross-functional teams and stakeholders. Familiarity with cloud platforms, such as AWS or Azure, and DevOps practices is a plus. Additionally, candidates should demonstrate a strong understanding of agile methodologies and project management principles.
Experienced professionals with prior roles in demanding OCO NUS (Outside the Continental United States) settings, particularly those involving collaboration with multinational teams, are highly favored for this position.
A valid driver’s license issued by the country of residence, along with an active passport, are required.

Intermediate to advanced skills in NAV FAC GIS, AutoCAD, and NDM software, with the ability to generate map exports, are required.
Previous involvement in aligning Geographic Information Systems (GIS) and mapping specifications with a Utilities Department or exposure to a military or governmental setting.
Proficiency in NAV FAC utility mapping standards and diagram submission protocols is required.
Exceptional analytical abilities and the capacity for autonomous work under demanding conditions are essential.
