POSITION OVERVIEW

The Team Leader will act as the primary technical expert and overall supervisor of the MEAL delivery team, holding full responsibility for the quality, punctuality, and thoroughness of all MEAL outputs produced throughout the assignment, from initial development to the final Edline assessment. This role will involve close collaboration with the designated MEAL focal point on the client’s team to synchronize work planning, methodological approaches, and reporting processes, while also serving as the MEAL team’s representative in high-level discussions with donors and program stakeholders.

Oversee critical operational duties including management of daily activities, ensuring alignment with strategic objectives and company policies. Facilitate collaboration across departments to optimize workflows, enhance productivity, and drive project execution. Monitor performance metrics to identify trends, address inefficiencies, and implement corrective actions as needed. Develop and maintain robust reporting systems to track progress, assess outcomes, and support data-driven decision-making. Mentor team members through regular feedback, professional development initiatives, and resource allocation to foster growth and accountability. Ensure compliance with industry regulations, safety standards, and internal guidelines to mitigate risks and uphold operational integrity.

Oversee the development and completion of all evaluation and assessment methodologies, ensuring the operationalization of the program’s Results Framework indicators for Baseline, Midline, and Edline assessments.

Oversee the entire third-party monitoring process end-to-end, ensuring rigorous quality control measures are applied throughout. This encompasses the creation and authorization of verification instruments, key informant interview frameworks, focus group discussion methodologies, and data integrity protocols.

Responsibilities include gathering primary data, analyzing secondary sources, and employing triangulation methods to produce key assessment deliverables, with a strong emphasis on methodological precision and contextual relevance.

Spearhead the design and execution of social network analysis (SNA) within the Midline and Edline assessment cycles.

Prepare and deliver Baseline, Midline, and Edline evaluation reports, incorporating case studies for each major assessment conducted at both geographic and thematic levels.

Ensure all quarterly third-party monitoring reports undergo rigorous quality assurance checks, culminating in final approval, with a focus on verifying that findings are analytically rigorous, evidence-driven, and devoid of material factual inaccuracies.

Provide assistance in organizing and jointly leading semi-annual Outcome Harvesting sessions with program implementing partners, which involves creating agendas, designing digital facilitation tools, and compiling session results into concise learning briefs.

Assist in co-facilitating yearly in-person learning events alongside implementing partners and the donor, where you will take the lead in conducting group sessions focused on identified thematic or geographic learning gaps as instructed.

Offer comprehensive technical leadership to the technical teams, including Research Officers, Field Coordinators, and GIS Analysts, throughout the data collection and analysis stages.

Collaborate with the Communications Officer to transform MEAL findings into clear, relevant, and audience-friendly communication materials.

Craft and deliver structured presentations summarizing key findings to the program management team, as well as to the donor and advisory board, whenever necessary.

Develop, oversee, and ensure the accuracy of a comprehensive inception report that outlines the team’s methodology for all Monitoring, Evaluation, Assessment, and Learning (MEAL) elements, key milestones, established communication frameworks, Gender Equality and Social Inclusion (DESI) integration strategy, and the risk management register.

Must possess a bachelor’s degree in a relevant field, such as computer science, engineering, or mathematics, from an accredited institution. Minimum of five years of professional experience in [specific industry or role] is required, with a proven track record of [specific skills or achievements]. Strong proficiency in [key technical or soft skills] and familiarity with [relevant tools, frameworks, or methodologies] are essential. Excellent problem-solving abilities, attention to detail, and the capacity to work both independently and collaboratively in a fast-paced environment are expected. Demonstrated leadership or project management experience is a plus.

With a minimum of 10 years of hands-on experience, candidates must have progressively advanced their expertise in designing and implementing Monitoring, Evaluation, Accountability, and Learning (MEAL) initiatives within the Somali context.

An advanced university qualification—specifically a Master’s degree or its equivalent—within the realms of social sciences, development studies, political science, international relations, economics, or a closely aligned field is required.

Proven proficiency in diverse evaluation methodologies, encompassing quantitative and qualitative techniques, hybrid research designs, and collaborative assessment strategies.

Proven track record in performing or managing social network analysis within intricate social or political contexts. Prior involvement in Social Network Analysis (SNA) within the Somali governance domain is highly beneficial.

Demonstrates a strong history of implementing conflict-sensitive and DESI-responsive Monitoring, Evaluation, Accountability, and Learning (MEAL) initiatives, along with a demonstrated ability to tailor tools and methodologies to fragile and politically sensitive contexts.

Proven track record in leading and overseeing field teams comprising analysts and research officers, particularly in environments with limited access.

Extensive expertise in producing evaluation reports, learning briefs, and monitoring outputs tailored for bilateral donors, multilateral agencies, or international NGOs is required (supporting evidence should be furnished if applicable).

You must possess a proven track record of effectively communicating assessment results to high-level donor and government stakeholders.

Proficiency in Outcome Harvesting or comparable emergent and contribution-focused evaluation methodologies, particularly as applied to governance initiatives, is required.

Proficiency in European Union (EU) development cooperation priorities and evaluation standards, particularly in Denmark, Norway, or Sweden, is highly advantageous.
