Kenya’s dedication to attaining Universal Health Coverage (UHC) is grounded in the constitutional guarantee of the “right to the highest attainable standard of health,” further reinforced through ongoing national health strategies and reforms designed to guarantee fair, equitable access to high-quality, affordable healthcare for every individual.

The ultimate goal of UHC is to guarantee that every individual in Kenya can obtain vital, high-quality health services without regard to socioeconomic background, ensuring inclusivity. At the heart of this initiative lies Primary Health Care (PHC), which functions as the foundational element of the strategy by acting as the initial point of contact within the health system and serving as an essential platform for delivering essential services throughout all stages of life.

The Kenya Primary Health Care Strategic Framework for 2019–2024 and the Primary Care Networks (PCN) Guidelines issued in 2021 have played a pivotal role in advancing this initiative by facilitating the restructuring of service delivery, reinforcing community and primary-level health systems, and enhancing referral linkages.

The Ministry of Health has implemented a range of health reforms, such as digital health initiatives, health financing through social health insurance and facility improvement financing, and the Primary Health Care (PHC) Act, among others, to advance universal health coverage (UHC). Among its key accomplishments are the expansion of well-equipped, digitally enabled community health promoters, improved access to essential services provided by multidisciplinary PHC teams, broader integration of service delivery models, and strengthened coordination across all levels of the Kenya Essential Package for Health (KEPT) as part of broader sector-wide reforms.

Technical support consultancy aims to deliver expert assistance and solutions to address technical challenges encountered by clients, ensuring optimal system performance and minimizing operational disruptions through proactive troubleshooting and resolution strategies.

The technical support consultancy is designed to deliver timely and strategic assistance to the Ministry of Health of Kenya’s Directorate of Primary Health Care, enabling the conduct of an end-term review of the Kenya Primary Health Care Strategic Framework (KPHCSF 2019-2024). This initiative seeks to assess progress in achieving the strategic directions and objectives defined within the framework. Critical components of the assignment encompass establishing a robust methodology for the end-term review, conducting a desk review of pertinent policies, strategies, guidelines, and plans, performing field assessments and stakeholder consultations, analyzing key pillars, synthesizing insights and lessons learned, and producing a comprehensive end-term review report.

The Ministry of Health requires a thorough evaluation of milestones, targets, and key performance indicators as defined in the strategic framework, utilizing both primary and secondary data sources with extensive stakeholder involvement through a designated steering committee, a technical working group, and wider consultations at national and county levels. This assessment will capture achievements and lessons learned throughout the implementation phase, aligned with the evolving health landscape at both national and county levels, which is marked by ongoing public sector and health reforms. The position necessitates an accomplished and dedicated senior consultant with substantial prior experience in reviewing the implementation of government policies and strategies, particularly in primary health care and universal health coverage within Kenya or comparable contexts.

Key responsibilities include managing day-to-day operations to ensure efficiency and productivity, overseeing team performance to meet organizational goals, and implementing strategies to enhance workflow and collaboration. Additionally, the role entails analyzing data and metrics to identify trends and areas for improvement, developing and executing project plans in alignment with company objectives, and maintaining compliance with industry regulations and company policies. The position also requires fostering a positive work environment, resolving conflicts, and providing mentorship to team members to support their professional growth.

To facilitate the development and execution of a robust methodology for conducting a credible end-term review (ETR) of the Kenya PHC Strategic Framework 2019–2024 and its accompanying PCN guideline 2024, you will prepare an inception report outlining the proposed ETR approach. This document will define strategies for efficient data collection, a thorough evaluation of key achievements, and participatory fieldwork involving Ministry of Health (MOH) leadership and county-level stakeholders. The report will also incorporate a consultative process and ensure the timely submission of the final ETR report.

To design and implement data collection instruments, integrate a strategic blend of primary data sources—including focus group discussions, key informant interviews, and survey questionnaires—with secondary data abstraction from systems such as THIS, Echos, LUIS, and GIS mapping of PCNs, ensuring alignment with ETR objectives.

Prepare an ETR ethics submission package, encompassing both the protocol and associated tools.

Deliver training sessions for data collectors and actively engage in onsite data collection efforts while ensuring the accuracy and reliability of ETR datasets through rigorous quality assurance measures.

Lead the oversight of data management processes, encompassing dataset curation, alongside conducting thorough data analysis and preparing the ETR Report in collaboration with key stakeholders.

Prepare concise, tailored presentations, delivering them whenever feasible, that summarize critical lessons and actionable recommendations for review by primary stakeholders.

Revise the ETR report in response to stakeholder input, then finalize and submit the document along with the supporting underlying data in a format approved by the Ministry of Health and collaborating partners.

Collaborate with the Ministry of Health (MOH), partners, the Council of Governors (COG), and county representatives to secure their active and impactful involvement in the ETR process.

Perform any supplementary duties as directed by the Director of Primary Health Care or their authorized representatives.

A proven track record in assessing primary healthcare (PHC) strategies, policies, and plans is highly advantageous.

Demonstrates a successful history of collaborating with the Ministry of Health in Kenya.

Skilled in composing, authoring, reviewing, and assessing reports to ensure accuracy and clarity.

Proof of affiliation with an evaluation society or participation in health systems and policy research networks is highly advantageous.

Proven expertise in statistical methods, mixed-methods research, and qualitative analysis, along with proficiency in managing and processing data through online or digital platforms, is required.

Demonstrated expertise in engaging stakeholders and implementing participatory methodologies.

Excellent verbal and written communication skills, with a proven aptitude for simplifying and conveying complex technical information in a clear, concise, and engaging manner.

Proficiency in both English and Kiswahili, encompassing both verbal and written communication, is essential. Monthly progress reports must be prepared, outlining a detailed strategy for the upcoming month.
