Bachelor’s degree in Computer Science, Information Technology, or a related field required; Master’s degree preferred. At least five years of experience in network administration, cybersecurity, or a closely related discipline is necessary. Proficiency in configuring and managing network infrastructure, including routers, switches, and firewalls, is essential. Familiarity with security protocols, such as VPN, SSL/TLS, and intrusion detection/prevention systems, is required. Strong problem-solving abilities and the capacity to work under pressure in high-stakes environments are critical. Excellent communication skills for collaborating with cross-functional teams and conveying technical information to non-technical stakeholders are a must. Relevant certifications (e.g., CCNA, CISSP, Compton Security+) are a significant advantage.

A voter educator is required to reside within the Constituency where the by-election is scheduled to occur.

Fluent command of the principal language spoken by the residents of the electoral unit is required.

Hold a diploma or higher qualification in a pertinent discipline, such as Social Sciences or Project Management, or an equivalent credential.

With a minimum of three years of hands-on experience in voter education, community mobilization, or social work within the context of a by-election electoral unit,

Must possess a high level of maturity, professionalism, and impartiality, coupled with a deep and well-rounded understanding of civil society organizations, as well as the geographical, sociocultural, economic, and political dynamics within the Constituency.

Successfully completed voter education initiatives or informal training sessions in partnership with established social networks within the Electoral unit.

Exhibits clear engagement with electoral systems and procedures.

Demonstrates a strong dedication to fostering patriotism, strengthening national development, upholding good governance, promoting democracy, advancing human rights, and ensuring gender equity.

Exclusive dedication to the IEC is mandatory throughout the contract period, with no concurrent employment or other professional engagements permitted under the specified terms and conditions of service.

Voter Educators are tasked with delivering comprehensive voter education programs designed to enhance civic engagement and ensure informed participation in elections. They develop and implement curricula, workshops, and outreach initiatives to inform the public about voter registration processes, electoral systems, and candidates’ platforms. Additionally, they collaborate with community organizations, government agencies, and educational institutions to promote voter awareness and address barriers to participation. Voter Educators also monitor electoral developments, track voter turnout data, and evaluate the effectiveness of their programs to refine strategies and improve outcomes. Strong communication skills, a deep understanding of democratic processes, and proficiency in data analysis are essential for success in this role.

Reporting directly to the Constituency Returning Officer, the Voter Educator is responsible for executing comprehensive educational initiatives aimed at enhancing voter awareness and participation within the constituency. This role involves designing and delivering targeted outreach programs, conducting community engagement sessions, and disseminating accurate information regarding electoral processes, registration procedures, and voting rights. The Voter Educator must possess strong interpersonal and communication skills to effectively engage diverse demographic groups, including first-time voters, marginalized communities, and underserved populations. Additionally, the position requires meticulous planning, data management capabilities, and the ability to collaborate with local stakeholders, election officials, and partner organizations to maximize outreach impact.

Receive and process voter education materials, information, communication pieces, and publicity resources for distribution.

Engage and collaborate with a diverse range of state and non-state entities, including media agencies, civil society organizations, community-based organizations, religious institutions, government ministries, and key opinion leaders and influencers.

Identify and forge partnerships with nonprofit organizations dedicated to serving underrepresented communities, including women, youth, persons with disabilities, the elderly, and ethnic minorities.

Through in-person engagements and utilization of both mainstream and social media platforms, voter education initiatives will be implemented.

Demonstrate the Responsible Officer’s presence and leadership by actively participating in partner-organized forums and meetings. Represent their interests, contribute to discussions, and ensure alignment with strategic objectives during these engagements.

We diligently address and resolve any inquiries or concerns submitted by community members, ensuring transparent and timely communication while adhering to established policies and procedures.

The incumbent will support the RO in facilitating briefing sessions for accredited voter education providers, election observers, and media practitioners.

Respond to, compile, and resolve public inquiries regarding election-related matters.

Prepare comprehensive voter education, partnership development, and stakeholder engagement reports for submission to the RO for evaluation.

Upon finalizing the voter education initiative, prepare and submit a Constituency-based report to the Returning Officer as required.

Perform any additional responsibilities as directed by the RO.

Compensation includes a competitive hourly wage, inclusive of overtime pay when applicable, structured to reflect individual qualifications, experience, and performance. Constituency Voter Educators will receive a daily remuneration of KSS. 2,000.

Ward-based Voter Educators will receive a daily remuneration of KSS. 1,500.
