As Chief of Party, you will lead and oversee the USDA Food for Peace (Title II) emergency food assistance initiative in Kenya, delivering critical support to food-insecure and vulnerable populations, particularly those in arid and semi-arid regions (Nasals). Your role will require strategic leadership, expert management, and technical proficiency—especially in commodity handling and large-scale U.S. government-funded programs—to ensure the execution of high-impact programming and reinforce CRS’s reputation as a premier agency in emergency food assistance. Act as the main liaison between your organization and key stakeholders such as the USDA/FAS, U.S. Embassy, and national entities, including the National Drought Management Authority (CDMA), relevant line ministries, and humanitarian coordination platforms.
Foster robust collaboration with public, private, and non-governmental stakeholders to optimize outcomes and eliminate redundant efforts.
To guarantee the project meets donor expectations regarding timely, high-quality results and budget adherence, focus must be placed on developing implementation strategies that incorporate phase-out planning and sustainability measures, as well as beneficiary targeting, food distribution protocols, and nutrition outcomes. Additionally, it is essential to supervise the execution of targeted interventions—such as general food distribution, specialized nutrition support, and recovery initiatives—in strict alignment with urgent emergency requirements.
Offer expert strategic and technical direction for all commodity management systems, encompassing procurement planning, call forwards, port clearance in Mombasa, inland transport, storage, and distribution.
Facilitate seamless collaboration between program and operations leads to maintain alignment and efficiency. Uphold CRS program quality standards in strict accordance with MEAL policies and procedures to ensure consistency and compliance.
You will lead and develop high-performing senior programming and operations teams, fostering strong collaboration and ensuring the well-being of your staff. Through targeted coaching and mentorship, you will empower your team to maximize their potential. Additionally, you will design and implement personalized development plans while conducting thorough performance evaluations for all direct reports. In parallel, you will oversee the creation of comprehensive staffing strategies and spearhead the recruitment initiatives for senior-level positions.
Oversee the identification and reduction of risks by tracking national and regional developments that could affect personnel and programs. Verify that all employees are fully informed about and comply with CRS safety and security policies and protocols, and maintain their ongoing updates.
Promote, maintain, and exemplify a dedication to the responsible and effective utilization of agency and donor resources. Verify adherence to USDA/FAS grant regulations, including 2 CFR 200, by overseeing financial tracking and monitoring partner budgets, finance, administration, and USDA reporting. Authorize program expenditures, budget modifications, and donor cost adjustment requests.
Develop and manage communication strategies and materials while adhering to USDA branding and marking guidelines. Verify that all program materials and beneficiary communications include appropriate acknowledgment of U.S. Government support.
Leverage collaborative relationships with consortium partners, organizing review and planning workshops as necessary. Assist in coordinating the contributions and responsibilities of staff from other consortium member organizations, ensuring alignment with CRS partnership principles throughout implementation.
Develop and uphold optimal learning conditions while fostering a secure space for open dialogue, collaborative problem-solving, and constructive feedback. Monitor and address deficiencies promptly by detecting, analyzing, and responding to performance gaps without delay. Evaluate training needs and performance shortfalls for CRS and partner staff, then design and deliver exceptional training programs and technical support to bridge those gaps effectively.
A bachelor’s degree in finance, accounting, economics, or a related field is required for this position. Candidates must possess at least three years of relevant experience in financial analysis, reporting, or audit. Proficiency in advanced Excel and other financial software is essential. Strong analytical skills and attention to detail are critical. Excellent communication abilities are necessary to convey complex information clearly. The ability to work independently and meet deadlines is expected.
