Job Summary
As the Chief of Party, you will lead and oversee the USDA Food for Peace (Title II) emergency food assistance program in Kenya, ensuring support for food-insecure and vulnerable populations—particularly in arid and semi-arid regions. Your role will involve strategic leadership, program management, and technical expertise, with a strong emphasis on commodity management and large-scale initiatives funded by the U.S. government. Oversee the comprehensive development, execution, and integration of the Food for Peace program in Kenya, guaranteeing alignment with emergency food security goals and USDA compliance standards.
Act as the main liaison between the organization and key entities such as USDA/FAS, U.S. Embassy, and national stakeholders—including the National Drought Management Authority (CDMA), relevant line ministries, and humanitarian coordination platforms.
Collaborate effectively with public, private, and non-governmental partners to enhance collective impact and prevent redundant efforts.
Ensure the project is strategically designed and executed to fulfill donor requirements regarding punctual and high-quality deliverables, budget adherence, and long-term sustainability, including clear phase-out and sustainability strategies. Additionally, prioritize beneficiary targeting, food distribution, and measurable nutrition outcomes. Supervise the implementation of tailored interventions—such as general food distribution, targeted nutrition support, and recovery activities—tailored to address evolving emergency needs.
Deliver strategic and technical guidance for the full spectrum of commodity management systems, encompassing procurement planning, call forwards, port clearance procedures in Mombasa, inland transportation, storage solutions, and distribution networks.
Facilitate seamless collaboration between program and operations leads to maintain alignment and efficiency. Verify adherence to CRS program quality standards in accordance with MEAL policies and procedures.
Successfully lead senior programming and operations professionals while fostering strong team dynamics and prioritizing staff well-being. Offer targeted coaching and mentorship to support growth. Develop and implement individualized development strategies, conduct thorough performance evaluations for direct reports, and oversee the creation of staffing plans and recruitment initiatives for senior-level positions.

Oversee adherence to USDA/FAS grant regulations—including 2 CFR 200—while managing financial tracking, partner budget oversight, fiscal administration, and USDA reporting obligations. Authorize program expenditures, budget revisions, and donor-requested cost modifications as needed.
Develop and implement communication strategies and materials in strict adherence to USDA branding and marking guidelines. Verify that all program materials and beneficiary communications appropriately acknowledge U.S. Government support.
Collaborate with consortium partner organizations by facilitating review and planning workshops, ensuring alignment with established objectives. Assist in coordinating the roles and responsibilities of staff from consortium member organizations, ensuring activities are executed in accordance with CRS partnership principles.
