Job Purpose

The Chief Executive Officer reports to the Board of Directors, overseeing the execution of the Agency’s strategic objectives and the stewardship of its resources. This role involves providing visionary direction and leadership to advance the Agency’s mission. Additionally, the Chief Executive Officer serves as the Accounting and Authorized Officer, ensuring compliance with Board decisions while managing the Agency’s daily operations and administrative functions.

At this level, key duties and responsibilities encompass the following:

The development, maintenance, and management of the national public water works within its designated area of jurisdiction are coordinated by this role.

As the designated water service provider, you will be responsible for managing and operating the waterworks and delivering water services until the operational and managerial duties are formally transferred to the relevant county government, county authority, or authorized water services provider within the jurisdiction or service area where the waterworks is situated.

Overseeing the establishment and management of reserve capacity is essential to ensure uninterrupted water services, as mandated by section 103, until such time as the Regulatory Board instructs the transfer of water services functions from a non-compliant provider to an alternative licensee.

This position involves facilitating the delivery of technical services and capacity-building initiatives to county governments and water service providers, upon request, within the designated operational area.

The Cabinet Secretary receives specialized technical assistance to effectively carry out duties as outlined in the Constitution and relevant legislation.

The Agency mandates that all staff uphold operational efficiency and adhere to established disciplinary standards.

Providing strategic direction and managerial supervision to ensure the Board fulfills its primary objectives and operational functions.

Person Specifications

To qualify for this position, an individual must fulfill the following criteria:

A minimum of fifteen (15) years of cumulative professional experience, including at least five (5) years in a Director-level role—or its equivalent—is required.

A recognized institution must award a Bachelor’s Degree in Engineering (Civil, Water, Environmental) or an equivalent qualification.

A recognized institution must award a Master’s degree in Engineering (Civil, Water, or Environmental), Project Management, Business and Strategic Management, or an equivalent qualification.

Professional Engineer registration with the Engineers Board of Kenya (ELK) is required.

Professional membership in a pertinent industry organization, accompanied by active compliance with its standards and regulations, is required.

A minimum four-week Certificate in Leadership program from an accredited institution is required.

A valid practicing certificate, where required, must be held.

Proven ability to effectively utilize various computer applications is required.

Demonstrates exceptional managerial and professional proficiency, as evidenced by consistently strong performance and measurable outcomes.
