Job Purpose

The Director-General will serve as the principal executive officer of the Authority, reporting to the Board while overseeing the daily administration of its operations.

Oversee and execute a comprehensive range of duties and responsibilities essential to the role. Perform key tasks that contribute to the overall success and objectives of the position. Ensure adherence to established standards, policies, and procedures while maintaining high levels of accuracy and efficiency. Collaborate with cross-functional teams to achieve shared goals and deliver consistent results. Address challenges proactively and implement effective solutions to enhance productivity and performance.

The Authority fulfills its obligations under the VET Act CAP 210A to effectively execute its designated mandate.

As the intermediary between the Board and management, this role ensures consistent and transparent communication, delivering regular updates to the Board on essential technical, financial, strategic, administrative, and other critical matters concerning the Authority.

Formulate and present to the Board strategic plans, operational work plans, and annual operating budgets for the Authority’s review and endorsement.

Serves as a permanent, non-voting member and official secretary to the Board. Responsibilities include implementing and disseminating the Board’s strategies, decisions, and policies.

Develop and execute robust financial management policies to drive organizational efficiency and compliance.

Prepare the annual budget and implement robust internal controls to ensure financial integrity.

Design and implement robust internal control systems and frameworks to ensure operational integrity, compliance with regulatory standards, and mitigation of financial and operational risks.

Cultivate a corporate environment that champions the adoption of ethical standards and robust corporate governance practices.

Serve as the designated Spokesperson for the Authority, representing its official communications and maintaining a consistent public voice.

Foster a workplace culture that cultivates employee engagement, retention, and motivation while attracting top-tier talent.

Guarantee adherence to constitutional principles, organizational policies, statutory mandates, regulatory frameworks, and established operational procedures.

Any additional responsibilities as directed by the Board from time to time, in accordance with the Constitution and applicable legal regulations.

Held the position of Director for at least three (3) years or a comparable role within either the Public or Private Sector.

A bachelor’s degree in Education with a specialization in a Technical and Vocational Education and Training (VET) related discipline is required.

A recognized institution must award a bachelor’s degree in one of the following fields: Computer, Electrical, Telecommunications, Mechanical, Automotive, Electronics, Construction Plant, Civil, Agricultural, Industrial Technology, Production Technology, or Instrumentation and Control Engineering; Human Resource Management; Entrepreneurship; Agriculture; Livestock Production; Animal Health; Applied and Health Sciences; Agricultural Economics; Computer Science; Information Communication Technology; Library and Information Science; Commerce; Communication; Tourism; Hospitality Management; Hotel Management; Food Technology; Home Economics; Business Administration; Business Management; Sociology; Economics; Secretarial Studies; Supply Chain Management; Psychological Counseling; or Guidance and Counseling—or an equivalent qualification. Additionally, candidates must possess a Post-Graduate Diploma in Education or a Diploma in Technical Education from a recognized institution.

A master’s degree in any of the following fields is required: Education; Engineering (including Electrical, Mechanical, Automotive, Electronics, Telecommunications, Computer Science, Civil, Construction Plant, Agricultural, Industrial Technology, Production Technology, Instrumentation and Control); Information Systems; Information Technology; Library and Information Science; Information and Information Science; Commerce; Management; Disaster Management; Agriculture; Livestock Production; Animal Health; Applied and Health Sciences; Agricultural Economics; Project Management; Entrepreneurship; Communication; Human Resource Management; Food Technology; Sociology; Economics; Business Administration; Business Management; Tourism; Supply Chain Management; or Guidance and Counseling, among others. Equivalent qualifications from a recognized institution will also be considered.

With a minimum of fifteen years in public or private institutions, including at least five in a senior management capacity, the ideal candidate will bring extensive leadership experience to the role.

Possesses specialized knowledge in technical and vocational education matters, encompassing both theoretical frameworks and practical applications.

A doctorate in a related field is highly desirable.

A leadership training program of at least four weeks from a reputable institution is a valuable asset.

Professional membership in an industry-specific organization is required, where applicable.

Kenyan citizenship is a prerequisite for this position.

Fulfill the mandates set forth in Chapter Six of the Constitution.
