Job Responsibilities involve executing a diverse array of tasks to ensure operational excellence and support organizational objectives. Candidates will oversee project implementation, conduct thorough analyses to identify key insights, and deliver strategic recommendations tailored to business needs. Additionally, they will manage cross-functional teams, foster collaborative relationships with stakeholders, and ensure adherence to regulatory and compliance standards. Proficiency in data interpretation, problem-solving, and effective communication will be essential to drive informed decision-making and achieve project milestones.
Revise and uphold utility maps, schematics, and single-line diagrams to accurately represent current conditions or modifications derived from As-Built drawings within a 10-day calendar period following notification or identification of changes.
Ensure all revised maps incorporate revision dates while adhering to government-mandated requirements and established documentation protocols.
Ensure utility maps are consistently formatted according to government standards and maintain the uninterrupted flow of deliverables.
Leverage NAV FAC ArcGIS software to create, enhance, and maintain utility system maps in GIS format, ensuring compliance with the Data Collection Guide (DCG) and establishing the maps as the authoritative source for utility mapping.
Export utility system drawings from GIS datasets using AutoCAD, maintaining precise formatting and usability standards.
Maintain and oversee features utilizing the most current version of NAV FAC DM.
Ensure GIS data quality meets the rigorous standards set by NAV FAC and the NSF DG Utilities Department, while efficiently coordinating all related requirements.
Prepare and deliver updated utility system maps, schematic drawings, and one-line diagrams promptly upon request to ensure alignment with operational requirements.
Please forward utility system maps, schematics, drawings, and any pertinent documentation to the Technical Library, ensuring full adherence to Section F requirements.
Collaborate with the Naval Support Facility Diego Garcia Utilities Department to align mapping specifications with established project parameters, ensuring precision and adherence to guidelines.
Conduct regular quality assurance and control checks on GIS data and utility maps to verify their accuracy, dependability, and adherence to governmental regulations.
Minimum qualifications include a bachelor’s degree in a relevant field and a minimum of three years of professional experience in a comparable role. The position mandates proficiency in industry-standard software and tools, along with strong analytical and problem-solving abilities. Candidates must demonstrate excellent communication skills, both written and verbal, and the capacity to work collaboratively within a team environment. Additionally, familiarity with project management methodologies and compliance with industry regulations are required.
Seeking candidates with 1 to 3 years of hands-on experience in GIS mapping, utility mapping, or comparable technical drafting roles.
A high school diploma or its equivalent is required.
Demonstrated expertise in NAV FAC ArcGIS software, AutoCAD, and associated GIS mapping tools is required.
Proven experience in revising maps, schematics, and diagrams to accurately reflect As-Built modifications and current site conditions.
Possesses a comprehensive grasp of GIS data management principles and compliance standards, with particular emphasis on meeting Data Collection Guide (DCG) requirements.
Proficiency in interpreting and utilizing utility system maps and schematics is required, along with hands-on experience in this domain.
Detail-oriented professional possessing robust analytical and organizational capabilities to maintain precision in GIS mapping and documentation.
Experience with Microsoft Office Suite and related data management software is required.
Proficient in English, this role demands exceptional communication abilities, encompassing both verbal and written skills.
Possession of a valid passport and the ability to travel internationally are mandatory requirements for this role.
A valid passport with a minimum validity period of one year or longer is required at the time of employment.
Successfully meet and sustain all contract medical standards throughout the deployment period.
Preferred Qualifications include a Bachelor’s degree in a relevant field, such as computer science, engineering, or mathematics, along with 3–5 years of professional experience in a similar role. Advanced proficiency in programming languages like Python, Java, or C++ is essential, complemented by experience with software development methodologies and tools. Familiarity with cloud platforms, such as AWS, Azure, or Google Cloud, and an understanding of DevOps practices are highly valued. Additionally, candidates should possess strong problem-solving abilities, excellent communication skills, and a proven track record of delivering high-quality technical solutions.
Preferred candidates will have prior experience working in an austere OCO NUS (Outside the Continental United States) environment alongside a multinational workforce.
A valid driver’s license and passport from the applicant’s country of residence are required.
Country-specific visa requirements, as mandated by the U.S. Department of State Foreign Clearance Guide, must be fulfilled.
Intermediate to advanced proficiency is required in NAV FAC GIS, AutoCAD, and NDM software, including the ability to produce map exports.
Professional experience in coordinating GIS and mapping requirements with a Utilities Department or within a military or government setting is required.
Proficiency in NAV FAC utility mapping standards and the submission of associated diagrams is required.
Proven ability to resolve complex challenges and thrive in fast-paced, autonomous settings under demanding conditions.
