The Opportunity

We are searching for a junior-level sales professional (1 to 2 years of experience) with robust technical skills to fill the role of Technical Proposal Writer. The preferred candidate will have a proven track record of crafting high-quality, meticulously detailed proposals tailored to clients in the Oil & Gas industry, UN agencies, NGOs, and international development organizations.

You will oversee the entire proposal development lifecycle—spanning RFP evaluation to final submission—while fostering and upholding our C.A.R.E. Culture at every stage.

Provide comprehensive support to the proposal team throughout the entire proposal development process, encompassing document formatting, editing, proofreading, and submission for Oil & Gas initiatives, UN agencies such as WFP, UNICEF, and UNDP, as well as international donors including USAID, the EU, and FCDO.

Assist in evaluating RFPs, RFQs, Its, and proposals by systematically organizing relevant documentation, monitoring critical deadlines, and ensuring adherence to compliance checklists that reflect Shine Maritime’s logistics and supply chain operational strengths.

Review submissions to confirm adherence to donor guidelines, humanitarian standards (including CHS and SPHERE), and UN Sustainable Development Goals, with a focus on verifying document formatting and completeness of required attachments.

Coordinate communication and manage document collection with consortium partners, consultants, and sub-grantees by organizing meetings, distributing files, and monitoring action items to ensure timely progress and accountability.

Maintain and update the proposal Customer Relationship Management (CRM) database by logging historical submissions, organizing standardized content, and documenting donor insights.

Support internal capacity-building initiatives through the development of training resources, coordination of workshop schedules, and compilation of best practices documentation for proposal writing.

Ensure that all cost and contract documentation adheres to oil and gas and donor procurement guidelines, as well as humanitarian standards such as the Core Humanitarian Standard (CHS) and the Sphere Project (SPHERE), while aligning with the UN Sustainable Development Goals.

Collaborate with consortium partners, consultants, and sub-grantees to gather pricing data, validate cost information, and confirm compliance with bid specifications.

Maintain a comprehensive cost database, encompassing historical bid pricing, supplier rates, logistics cost models, and donor intelligence, to facilitate the development of precise and competitive proposals.

Provide guidance to internal teams regarding optimal approaches for cost estimation, evaluation of contract risks, and adherence to procurement regulations.

We seek a Junior Quantity Surveyor with a solid foundation in construction cost management and contract administration. The ideal candidate will have completed or be pursuing a degree in Quantity Surveying, Construction Management, or a related field, and will possess some practical experience through internships or entry-level roles within the industry. The compensation package includes a base salary ranging from Ash 20,000 to Ash 30,000, supplemented by commissions, performance-based bonuses, and additional perks. Comprehensive training opportunities are provided, along with medical coverage and paid vacation time. Commissions, which can add between Ash 5,000 and Ash 15,000, are earned based on the successful completion of bids.
