• Education and Experience: A Bachelor’s degree in Computer Science, Engineering, or a related field is required, along with a minimum of 5 years of hands-on experience in software development, particularly in full-stack development. Proficiency in programming languages such as Java, Python, or JavaScript is essential, alongside familiarity with frameworks like React, Angular, or Node.js.

• Technical Skills: Strong expertise in database management, including SQL and NoSQL systems, is necessary, along with experience in cloud platforms such as AWS, Azure, or Google Cloud. Knowledge of DevOps practices and tools like Docker, Kubernetes, and CI/CD pipelines is highly desirable.

• Soft Skills and Professional Attributes: Excellent problem-solving abilities, strong analytical thinking, and the capacity to work collaboratively in cross-functional teams are critical. The position requires that the voter educator reside within the Constituency where the by-election will occur.

Proficient fluency in the primary language spoken by the residents of the electoral unit is essential.

Hold a diploma or higher qualification in a pertinent discipline—such as Social Sciences or Project Management—or an equivalent credential.

A minimum of three years of hands-on experience in voter education, community mobilization, or social work within the designated by-election electoral unit is required.

A strong candidate will demonstrate maturity, professionalism, and impartiality, coupled with a deep comprehension of civil society organizations, regional landscapes, and the sociocultural, economic, and political intricacies within the Constituency.

Successfully carried out voter education initiatives or informal training sessions in partnership with established social networks within the Electoral unit.

Voter educators are responsible for developing and implementing comprehensive strategies to enhance civic participation and ensure voters are well-informed about electoral processes. They conduct research to identify key issues affecting voter engagement, design educational materials such as guides, workshops, and digital content, and deliver presentations to diverse audiences, including community groups, schools, and local organizations. Additionally, they collaborate with election officials, nonprofits, and government agencies to streamline voter registration efforts, address common misconceptions, and promote policies that support equitable access to voting. Strong communication skills, proficiency in public speaking, and a deep understanding of electoral laws and voter rights are essential for this role. They also monitor voter turnout trends, assess the effectiveness of outreach initiatives, and adapt strategies as needed to maximize participation.

Reporting directly to the Constituency Returning Officer, the Voter Educator is responsible for designing, implementing, and overseeing comprehensive voter education initiatives aimed at enhancing electoral participation and civic engagement within the constituency. This role involves collaborating with local stakeholders, government agencies, and community organizations to disseminate accurate and unbiased information about electoral processes, voter registration procedures, and the importance of informed voting. The Voter Educator will conduct outreach programs, facilitate workshops, and develop educational materials to ensure voters understand their rights, responsibilities, and the significance of participating in democratic processes. Additionally, the position requires monitoring and evaluating the effectiveness of voter education efforts, identifying gaps, and recommending improvements to maximize outreach and engagement.

Process and disseminate educational materials, voter information, communications, and promotional content related to elections.

Engage and cultivate partnerships with a diverse range of state and non-state entities, including media agencies, Civil Society Organizations, Community-Based Organizations, Religious Organizations, government ministries, and influential opinion shapers.

Recognize and collaborate with public benefit organizations that support underrepresented demographics, including women, youth, individuals with disabilities, the elderly, and ethnic minorities.

Deliver voter education initiatives by engaging with constituents through direct, in-person interactions as well as via mainstream and digital social media channels.

Represent the Responsible Officer (RO) in forums and meetings organized by partners, ensuring effective communication and alignment with organizational objectives.

Public concerns are to be addressed promptly and thoroughly, ensuring transparent communication and satisfactory resolution.

Provide support to the Returning Officer (RO) in organizing and facilitating briefing sessions for accredited voter education providers, election observers, and media practitioners.

Handle public election-related inquiries by receiving, consolidating, and addressing concerns in a timely and professional manner.

Prepare comprehensive reports on voter education initiatives, partnerships, stakeholder engagement, and communications activities for submission to the RO for review.

Prepare and present a constituency-based report to the Returning Officer once the voter education initiative has concluded.

Performs various additional duties as directed by the RO.
