The Opportunity

Plan International is seeking a seasoned and driven Deployable Gender-Based Violence (GBV) and Gender in Emergencies Specialist to bolster our global Core Surge Team.

In this position, you will be expected to mobilize swiftly to global humanitarian emergencies—typically within 72 hours—to lead technical initiatives and guarantee that gender equality, inclusion, and safeguarding from gender-based violence remain integral to our crisis response efforts.

You will be positioned at the core of crisis response efforts, collaborating with country teams to implement programs of the highest quality that are gender-transformative and designed to address the needs of girls, young people, and other vulnerable populations.

What You’ll Be Doing

Provides strategic technical guidance and oversight for program initiatives, ensuring alignment with organizational objectives and industry best practices. Collaborates closely with cross-functional teams to drive innovation, resolve complex technical challenges, and optimize performance. Leads program planning, execution, and monitoring to deliver high-impact results within scope, budget, and timeline constraints. Identifies and mitigates risks, fosters knowledge sharing, and champions continuous improvement across projects. Requires extensive experience in technical leadership roles, strong problem-solving skills, and proficiency in program management methodologies.

Spearhead and enhance gender-based violence (GBV) initiatives, with a specific emphasis on supporting child and adolescent survivors.

Promote the integration of gender considerations into every aspect of humanitarian program design, implementation, monitoring, and evaluation to ensure equitable outcomes for all beneficiaries.

Offer specialized counsel in accordance with internationally recognized frameworks, including the IAS guidelines, GBV Minimum Standards, Sphere, and SEA.

Conduct in-depth assessments and develop strategic responses to emergent situations with precision and urgency. Provide expert analysis to support decision-making during crises, ensuring comprehensive understanding of evolving circumstances. Lead coordinated efforts to address critical incidents, mitigating risks and restoring operational stability efficiently. Utilize advanced methodologies to evaluate threats and vulnerabilities, delivering actionable insights to stakeholders for informed resolution.

Perform Rapid Gender Analysis (RGA) during acute emergencies to assess and address the distinct needs, vulnerabilities, and capacities of affected populations, ensuring gender-responsive programming and response strategies.

Assist in conducting comprehensive assessments that address cross-sectoral requirements, analyzing data and identifying critical gaps to inform strategic decision-making across various domains.

Provide guidance to senior leadership regarding the integration of gender-responsive programming into strategic initiatives.

These efforts will focus on improving technical expertise, governance, financial management, and operational efficiency to ensure sustainable growth and impact. Develop the skills and expertise of staff and partners through targeted training, ongoing coaching, and personalized mentorship programs to ensure consistent performance and professional growth.

Enhance the capabilities of local organizations, with particular emphasis on those led by women and girls.

Acts as a liaison to ensure effective communication and alignment between stakeholders, thereby facilitating streamlined processes and collaborative decision-making. Responsible for coordinating initiatives across departments to maintain consistency and coherence in organizational objectives.

Serving as Plan International’s representative, you will engage in the GBV and Gender clusters and working groups, collaborating with stakeholders to advance initiatives and contribute to strategic discussions.

Cultivate robust partnerships with United Nations agencies, donors, and key collaborators to foster sustainable cooperation and alignment of objectives.

The role involves shaping and advancing programs while driving strategic influence, requiring the ability to design initiatives that align with organizational objectives and engage stakeholders effectively. Experienced professionals with substantial background in gender-based violence initiatives, particularly those tailored to children, within humanitarian settings are sought.

Proficiency in conducting gender analysis and implementing strategies to mitigate inequality during emergency situations is essential.

Professionals with prior engagement in United Nations entities, international nongovernmental organizations, nongovernmental organizations, or collaborative inter-agency frameworks are strongly encouraged to apply.

Demonstrates a strong track record of effectively coordinating with clusters and fostering collaboration across multiple agencies.

Experienced in developing and enhancing organizational capabilities, as well as guiding and supporting team members’ professional growth.

We possess robust analytical capabilities, excellent written and verbal communication skills, and the ability to convey complex information clearly and persuasively.

Fluency in English is essential, with strong working proficiency in French required; knowledge of Spanish or Arabic would be considered an additional advantage.
