The M&E Associate plays a pivotal role in executing the Country Office M&E Strategy and M&E Action Plan at the field level. This position involves coordinating all monitoring and evaluation activities within the field office, including the conduction and management of data collection, ensuring monitoring findings are reviewed with the field office and partners and escalated for appropriate action, and guaranteeing that data is submitted for analysis and disseminated through suitable channels to guide operational decision-making and strategic adjustments. The Associate is responsible for preparing and sharing monthly monitoring reports punctually. Additionally, the role requires regular engagement with WFP participants and partners. Reporting directly to the Head of Field Office and receiving technical oversight from the Head of M&E, the M&E Associate will fulfill the following responsibilities:

Oversee a range of duties—though not an exhaustive list—including responsibilities that span various operational, managerial, and strategic domains to ensure organizational efficiency and effectiveness.

The development and execution of the Country Office Monitoring and Evaluation Strategy and Action Plan is a key responsibility, ensuring systematic tracking of progress, outcomes, and impact to guide informed decision-making and strategic adjustments.

To guarantee compliance with corporate Monitoring and Evaluation (M&E) standards—including adherence to standard operating procedures (SOPs), the Corporate Results Framework (CRF), and other relevant monitoring guidance—as well as data protection and privacy policies, the Field Office must be consistently monitored. Close collaboration with the CO M&E team is essential to stay informed of the latest guidelines, updates, and available support.

Consistently assess and document emerging needs through ongoing collaboration with the head of the field office and relevant technical units.

Develop and nurture strong collaborations with WFP’s stakeholders, including participants, local communities, partners, and third-party or outsourced monitoring entities, as circumstances require.

Ensure that gender, equity, disability, protection, human rights, and other inclusion considerations are systematically integrated into all monitoring and evaluation (M&E) activities at the field office (FO) level, as appropriate.

We gather, organize, and validate information from various sources to ensure accuracy and completeness. This role requires meticulous attention to detail, proficiency in data entry tools, and the ability to work efficiently under tight deadlines. Responsibilities include compiling datasets, verifying information, and maintaining records while adhering to established protocols. Strong analytical skills and familiarity with data management systems are essential for success in this position.

Develop monthly monitoring plans under the CO’s general direction to ensure adherence to the office’s established minimum monitoring standards.

In collaboration with relevant partners, furnish details regarding activity sites to the Commanding Officer, thereby contributing to the development of sampling plans.

Create representative samples for each office in accordance with the corporate risk-based sampling methodology.

You will be responsible for overseeing the collection of process and outcome monitoring data, encompassing distribution monitoring, activity implementation tracking, Post-Distribution Monitoring, retail performance assessment, and data gathered through surveys and qualitative methods—such as Key Informant Interviews and Focus Group Discussions—using questionnaires and interview guides provided by the CO.

Collaborate in establishing remote monitoring systems at the field office level where applicable.

Assist in developing questionnaires, interview guides, and data analysis frameworks tailored to the specific information requirements of the field office.

Collaborate with local partners and stakeholders to oversee all monitoring and evaluation data collection activities conducted at the field level.

Oversee the documentation of monitoring visits and coverage, prioritizing more frequent visits to key sites. Submit detailed reports on completed monitoring visits to the Country Office on a monthly basis.

Monitoring activities must be conducted in strict adherence to established ethical guidelines.

Provide support in coordinating technical assistance missions on behalf of the Country Office Monitoring and Evaluation team, evaluation teams, or other related Monitoring and Evaluation initiatives.

Data analysis, reporting, and evidence-based decision-making are essential components of this role. Professionals in this position will collect, interpret, and analyze complex datasets to derive actionable insights. They will generate detailed reports to communicate findings effectively and support organizational strategies. Utilizing evidence-based approaches, they will guide decision-making processes and contribute to data-driven solutions. Strong analytical skills, proficiency with data tools, and the ability to present clear, concise insights are required.

Verify, cleanse, analyze, interpret, and visualize monitoring data to meet the specific information requirements of various audiences at the field office level.

Ensure that datasets are properly submitted to the centralized databases administered by the CO.

Prepare and submit comprehensive back-to-office reports following field missions, utilizing a structured escalation protocol to document and report on identified issues. Assign designated focal points to address concerns and implement corrective measures, while systematically monitoring and recording the progress and outcomes of all actions taken.

Engage in collaborative meetings with WFP and partner staff to evaluate monitoring results and establish mutually agreed-upon action plans.

Provide participants with prompt updates regarding the actions implemented in response to monitoring outcomes.

Conducts thorough reviews and assessments to ensure accuracy, compliance, and overall quality, examining all relevant data, processes, or performance metrics. Evaluates effectiveness, identifies areas for improvement, and provides actionable recommendations to enhance efficiency, productivity, or adherence to established standards. Maintains meticulous documentation of findings and communicates results clearly to stakeholders for informed decision-making.

Assist, as needed, with data collection activities for reviews, research, and evaluations.

Oversee and administer the effective management of operations to ensure alignment with organizational objectives and standards. Provide leadership and strategic direction to teams, fostering a productive and collaborative work environment. Monitor performance metrics, identify areas for improvement, and implement corrective actions as necessary. Ensure compliance with policies, procedures, and regulatory requirements. Serve as a liaison between senior leadership and operational staff to facilitate clear communication and decision-making.

Oversee field office enumerators and Traveling Project Managers (TPMs) to ensure efficient operations and adherence to project guidelines.

Assist the line manager in developing and monitoring comprehensive budgets specifically allocated for evidence generation initiatives at the field level.

Deliver up-to-date data and insights to facilitate the development and oversight of CO monitoring strategies and financial allocations at the CO’s direction.

Supervise data collection activities undertaken by WFP personnel and external partners to uphold compliance and accuracy. Perform periodic assessments of data integrity throughout each phase of the monitoring process, guaranteeing that all collected information and generated reports are submitted punctually, fully documented, and maintain superior standards.

Facilitate the enhancement of monitoring capabilities among enumerators, TPMs, partners, and government stakeholders by delivering targeted learning and development initiatives, as well as fostering ongoing information exchange.

Based on a comprehensive understanding of the county’s context and the specific needs of the community, propose enhancements to field monitoring processes and procedures to ensure the efficient and effective execution of WFP programs.

Applicants must meet the following essential qualifications, skills, and experience criteria to be considered for this position:

A Bachelor’s degree in Social Sciences, Monitoring and Evaluation (M&E), Project Management, Community Development, Development Studies, or Statistics is required.

Applicants must possess a minimum of five years of progressively responsible professional experience, with at least one year dedicated to information systems management, project monitoring and evaluation, data collection and analysis, and report writing.

Proficient in qualitative and quantitative research methodologies, analysis, reporting, and the dissemination of findings, as well as the implementation of recommendations.

Exceptional focus on precision and meticulousness is required.

Proficient in written and verbal English communication, including clear articulation of ideas and information.

Able to maintain meticulous records with high precision, execute intricate tasks with attention to detail, and manage a substantial workload efficiently while meeting tight deadlines.

Should be able to work independently with minimum supervision.

Proficiency in demonstrating courtesy and tact, coupled with the capacity to collaborate seamlessly with individuals from diverse national and cultural backgrounds, is essential.
