Position Description

We seek additional consultant expertise to conceptualize, implement, and advance sustainable urban development initiatives. These professionals will lead or support the design of data collection tools, conduct fieldwork, analyze findings, compile reports, and facilitate knowledge-sharing sessions. Proficiency in evaluation frameworks, assessment methodologies, and applied research within these sectors is essential, as is prior experience strengthening institutional capacity. Ideal candidates will also serve as technical advisors to review panels, offering deep subject-matter insight and proven track records in these domains.

Proficient candidates will demonstrate expertise across multiple essential skill domains, including technical proficiency, problem-solving capabilities, and collaborative aptitude. A minimum of five years of hands-on experience in a related field is typically necessary, along with a bachelor’s degree in a relevant discipline or an equivalent combination of education and professional experience. Strong communication skills are essential for articulating complex concepts clearly, while adaptability to evolving industry standards and technologies is equally important. Familiarity with industry-specific tools, methodologies, and best practices will be required to perform the role effectively.

Designing a diverse array of research initiatives, including studies, assessments, and hybrid evaluation methodologies—such as performance and impact analyses—constitutes a key responsibility of this role.

Responsibilities include managing the implementation of various mixed-methods evaluations—including impact and performance assessments—as well as conducting comprehensive analyses to evaluate effectiveness and outcomes.

A strong command of statistical methods, sampling strategies, analytical tools, and data validation procedures is required to ensure accurate data quality control and analysis.

Crafting and finalizing evaluation reports forms the core responsibility of this position. The incumbent is tasked with systematically compiling and submitting comprehensive documentation that accurately reflects assessment outcomes.

Proficient in implementing collaborative data collection methods and protocols, leveraging systems thinking to assess evaluation frameworks, and guiding team-based exercises in participatory data validation and analysis.

Developing and delivering structured frameworks and transformation theories is central to this role.

Enhancing the team’s ability to assess performance and foster continuous improvement serves as a key objective.

Developing and implementing programs across the specified industries is a core responsibility of this role.

With a proven track record in securing and deploying financial resources, the candidate will demonstrate expertise in financial mobilization and investment strategies. This role requires a deep understanding of financial frameworks and the ability to attract and secure investment opportunities effectively.

Proven expertise in strengthening the capabilities of organizations tasked with urban infrastructure planning, design, and development.

Bachelor’s degree in Computer Science, Engineering, or a related field is required; Master’s degree is preferred. Proven experience with full-stack development and proficiency in JavaScript, Python, or Java is essential. Strong understanding of cloud platforms, such as AWS, Azure, or GCP, is crucial. Excellent problem-solving skills and the ability to work collaboratively in Agile or Scrum environments are necessary. Experience with CI/CD pipelines, containerization (Docker, Kubernetes), and infrastructure as code (Terraform, Ansible) is a plus. Strong communication skills to articulate technical concepts to non-technical stakeholders are required. Knowledge of database systems (SQL/NoSQL) and version control (Git) is mandatory. Familiarity with DevOps practices and monitoring tools (e.g., Prometheus, Grafana) is advantageous.

Must possess an advanced Master’s Degree in a relevant field, complemented by a minimum of seven years of pertinent professional experience. Alternatively, candidates with a Bachelor’s Degree and at least ten years of hands-on experience in the field will also be considered.

Candidates must possess substantial and relevant experience, along with strong technical skills, as well as essential qualifications such as fluency in both written and spoken English.

Demonstrated success in leading, coordinating, and executing large-scale technical initiatives within relevant domains.

Demonstrates expertise in designing evaluations, employing both quantitative and qualitative methodologies, and conducting thorough analysis. Exhibits exceptional proficiency in crafting proposals and reports.

Demonstrates exceptional proficiency in instructional design and group leadership, with a proven ability to deliver engaging training sessions and guide teams effectively.
