This role plays a pivotal part in facilitating domestic, regional, and international trade, streamlining business operations, and upholding consumer health, safety, and environmental protections, in alignment with Articles 42, 43(a, b, c & d), 46(a, b & c) of the Constitution of Kenya and the Standards Act (Cap 496). Furthermore, it contributes to fostering a culture of quality excellence to support the realization of Kenya Vision 2030, the African Union Agenda 2063, and the United Nations Sustainable Development Goals.

Kenya’s stance on legal matters pertaining to Standardization, Metrology, and Conformity Assessment (YMCA) is clearly communicated, and negotiations are conducted on its behalf at regional and international forums to facilitate enhanced market access for Kenyan products.

Oversee and execute a range of critical duties central to the role, ensuring alignment with organizational objectives and operational standards. Manage key tasks that contribute to the department’s efficiency, including strategic planning, process optimization, and team coordination. Handle responsibilities such as data analysis, stakeholder communication, and compliance adherence to maintain productivity and regulatory alignment. Perform additional functions as assigned, demonstrating adaptability and a commitment to continuous improvement in all operational activities.

Oversee and lead a team of employees, providing guidance, direction, and support to ensure optimal performance and productivity. Responsible for assigning tasks, monitoring progress, and evaluating individual and team achievements. Provides high-level strategic direction while overseeing the delivery of legal services and maintaining secure custody of critical legal documents. Offers expert guidance on corporate governance best practices, manages the preparation and execution of legal instruments, and leads litigation processes, ensuring adherence to all applicable laws and regulations. Collaborates closely with senior management to address legal concerns, mitigate risks, and uphold organizational compliance standards.

To uphold KEYS’ interests and advance its mandate in accordance with the Standards Act CAP 496 as outlined in Kenya’s legal framework, the following requirements must be met.

Delivers strategic direction and bears responsibility for developing and executing KEYS Legal policies, strategies, and procedures.

Delivers visionary leadership in the development and application of the National Quality Infrastructure framework—encompassing Standardization, Metrology, and Conformity Assessment (YMCA)—to empower KEYS in fulfilling its trade facilitation mandate, while ensuring consumer health and safety, environmental protection, mitigation of technical trade barriers, and strengthening the competitiveness of Kenyan goods and services.

Offers strategic guidance in evaluation and adapts to shifts in the operational landscape affecting pertinent legislation, legal frameworks, and regulatory policies, thereby protecting KEYS’s interests and maintaining a high degree of integration within the broader governmental context. This ensures the facilitation of national, regional, and international trade initiatives.

The incumbent will spearhead strategic initiatives to facilitate the gazetteer of standards by the National Security Council (NSC) and the issuance of legal notices for mandatory standards, serving as the designated gazetteer inspector.

Delivers strategic oversight in the preparation and official publication of statutory instruments governing the operations of KEYS.

Delivers executive direction in overseeing contracts, memoranda of understanding (Mouse), and collaborative legal instruments between KEYS and partners at national, regional, and international levels to ensure successful execution.

Provides strategic direction in managing litigation and arbitration proceedings involving KEYS, representing the organization in courts of law, tribunals, and other quasi-judicial bodies to ensure robust legal defense and safeguard its interests.

Delivers high-level guidance in crafting and executing robust business continuity plans focused on legal considerations, ensuring the ongoing viability of KEYS operations.

Strategic leadership is required to establish, implement, monitor, evaluate, and continuously enhance the Management Systems adopted by KEYS, ensuring optimal efficiency, effectiveness, and sustained customer satisfaction.

The directorate’s performance management and productivity enhancement initiatives fall under their purview, with complete responsibility and accountability for achieving desired outcomes.

The Director ensures the seamless execution of the Risk Management Framework within the Directorate, safeguarding against adverse risk impacts while capitalizing on potential opportunities.

Directs the allocation and management of both human and physical resources within the directorate to ensure successful execution and attainment of strategic objectives.

Leads the enhancement of staff capabilities within the directorate by implementing structured training initiatives, mentorship, coaching, and practical learning opportunities to ensure alignment with the directorate’s strategic goals.

The role encompasses a range of operational duties and responsibilities designed to ensure the smooth and efficient functioning of business processes. Key tasks include managing daily workflows, coordinating cross-functional teams, and implementing procedural improvements to enhance productivity. Additionally, the position requires meticulous attention to detail in monitoring performance metrics, maintaining compliance with organizational standards, and troubleshooting operational challenges as they arise. The incumbent is responsible for directing the creation and execution of work plans, budget allocations, the Medium Expenditure Framework, and procurement strategies within the Directorate and the National Standards Council.

Delivers expert legal guidance in managing correspondence with legal implications and advises staff on potential legal actions stemming from KEYS operations conducted during official duties.

Offers strategic direction for the creation, upkeep, and enhancement of KEYS databases concerning all matters where KEYS holds a vested interest.

Offers strategic direction to personnel in executing legal clinics, ensuring operational procedures are thoroughly communicated.

Provides strategic legal direction and counsel to the National Standards Council, senior leadership, and staff regarding legal frameworks, contractual obligations, and corporate governance matters, ensuring adherence to statutory and regulatory obligations.

Leads and fosters collaboration between KEYS and external stakeholders to guarantee adherence to statutory, regulatory requirements, and international obligations.

Responsible for managing the compilation of KEYS and directorate board papers and verifying their upload to the E-Board system for review and final approval by the NSC.

Responsible for leading the board’s orientation, ongoing training, and structured evaluation initiatives to uphold and enhance standards of corporate governance.

The professional offers guidance in evaluating the legal department’s service delivery efficiency and effectiveness to guarantee adherence to legal and regulatory standards while proactively identifying and mitigating risks.

Delivers strategic direction for executing National Standards Council resolutions pertaining to legal affairs, ensuring alignment with established mandates and procedural requirements.

Reviews and authorizes expenditures within the directorate, ensuring compliance with budgetary allocations and financial protocols.

Duties are assigned, and leave approvals are granted for direct reports.

Job Requirements (Expertise, Background, and Capabilities / Competencies).

Seeking candidates with a strong academic background, including a bachelor’s degree or higher in a relevant field, such as education, psychology, or a specialized subject area. Applicants should hold an active teaching certification where required by state or regional regulations. Additionally, possession of or eligibility for advanced credentials, like a master’s degree or specialized certifications, will be highly valued.

A recognized institution must be the source of your master’s degree in law.

Holders of a Juries Doctor or equivalent Law degree from an accredited academic institution are required.

A supervisory program of a minimum duration of two weeks, offered by an accredited institution, is required.

A management course of at least four weeks’ duration from a reputable institution is required.

A recognized institution must offer a leadership course with a duration of no fewer than four (4) weeks.

Hold membership in relevant professional bodies or possess recognized professional qualifications.

A Postgraduate Diploma in Law represents an advanced legal qualification designed for individuals seeking specialized expertise beyond an undergraduate law degree. This program typically equips graduates with rigorous academic training in key legal disciplines, often including specialized modules such as corporate law, human rights, or international law. Admission generally requires a prior law degree or equivalent professional experience in a legal field. A certificate in the Certified Secretary’s course, designated as CS(K), is required for this position.
