A desk review must be conducted to produce an inception report, followed by the development of a comprehensive action plan.

Familiarity with industry standards, compliance regulations, and best practices is essential. Effective stakeholder engagement, analytical proficiency, monitoring and evaluation (M&E) expertise, and strong communication abilities are essential.
