Kenya’s dedication to realizing Universal Health Coverage (UHC) is grounded in the constitutional guarantee of the “right to the highest attainable standard of health,” further reinforced by ongoing national health strategies and reforms designed to guarantee fair, high-quality, and affordable healthcare access for every individual.

UHC’s primary objective is to guarantee that every individual in Kenya has access to vital, high-quality health services, irrespective of their socioeconomic standing, ensuring inclusivity for all. At the heart of this initiative is Primary Health Care (PHC), which serves as the foundational element of the strategy, functioning as the initial point of engagement between people and the health system while acting as a pivotal platform for delivering essential services throughout every stage of life.

The Kenya Primary Health Care Strategic Framework (2019–2024) and the Primary Care Networks (PCN) Guidelines (2021) have played a pivotal role in advancing this initiative by facilitating the restructuring of service delivery, enhancing community and primary-level health systems, and optimizing referral pathways.

The Ministry of Health has introduced a range of health reforms—such as digital health initiatives, social health insurance, facility improvement financing, and the Primary Health Care (PHC) Act—to advance the goal of Universal Health Coverage (UHC). Key accomplishments include the expansion of well-equipped and digitally integrated community health promoters, improved access to essential services through multidisciplinary PHC teams, the adoption of integrated service delivery models, and stronger coordination across Kenya Essential Package for Health (KEPT) care levels as part of broader sector-wide reforms.

To deliver specialized technical support consultancy services, ensuring clients receive expert guidance to resolve complex technical challenges and optimize system performance. This role involves diagnosing issues, providing tailored solutions, and implementing best practices to enhance operational efficiency. The consultant will collaborate with cross-functional teams to address client needs, conduct thorough assessments, and deliver actionable recommendations. Strong problem-solving skills, in-depth technical knowledge, and the ability to communicate complex concepts clearly are essential. Additionally, the position requires experience in troubleshooting, system integration, and adherence to industry standards to ensure seamless service delivery.

The technical support consultancy is designed to deliver timely and strategic guidance to the Ministry of Health of Kenya’s Directorate of Primary Health Care, facilitating the development of the Kenya Primary Health Care Strategic Framework for 2027–2032. This initiative builds upon the recently completed Kenya Primary Health Care Strategic Framework (2019–2024), incorporating insights and recommendations from its End-Term Review (ETR). The consultancy will play a pivotal role in defining strategic directions, priorities, and implementation frameworks for the upcoming 2027–2032 period. Core responsibilities encompass the evaluation of pertinent policies, strategies, guidelines, and plans, as well as the synthesis of key lessons derived from the ETR.

We engage in stakeholder consultations and validation to ensure alignment with key priorities, refine priority interventions and the results’ framework, and develop the new Primary Health Care Strategic Framework.

The Ministry of Health (MOH) intends to establish a collaborative and evidence-based process for developing the 2027–2032 framework, incorporating insights from the End-Term Review and leveraging both primary and secondary data. This initiative will involve extensive engagement with stakeholders through a designated steering committee, a technical working group, and consultations conducted at national and county levels. The approach will adapt to shifting dynamics within the health sector at both national and county tiers, particularly in light of ongoing public sector and health reforms, while translating critical accomplishments, identified gaps, and documented lessons into actionable priorities for the next strategic cycle.

Responsibilities include overseeing key operational tasks and managing critical projects, ensuring alignment with organizational objectives. The role entails executing strategic initiatives, fostering collaboration across departments, and maintaining high standards of performance. Additionally, the position demands meticulous attention to detail, strong analytical capabilities, and the ability to prioritize competing priorities effectively. Incumbent will serve as a pivotal point of contact for stakeholders, facilitating clear communication and resolving complex issues. Proficiency in relevant tools and technologies is essential, along with a commitment to continuous improvement and professional development.

Spearhead the design and execution of the Kenya Primary Health Care Strategic Framework for 2027–2032, developing a comprehensive inception report that establishes a rigorous methodology while ensuring full alignment with national health policies. Foster meaningful engagement with stakeholders at both national and county levels to drive collaborative decision-making and secure their active involvement throughout the process.

Conduct desk reviews and synthesize evidence to inform the formulation of evidence-based strategic objectives for Primary Health Care, aimed at delivering scalable, innovative, and responsive interventions or programs tailored to Kenya’s evolving population health priorities.

Integrate results-based management principles by defining clear indicators, setting measurable targets, and implementing robust monitoring mechanisms. This approach will enhance accountability and facilitate tangible progress toward achieving Universal Health Coverage and the Sustainable Development Goals.

Develop the strategic framework through a human rights-centered lens, emphasizing inclusivity, equity, and targeted support for vulnerable and marginalized groups—such as rural communities, pastoralist populations, individuals with disabilities, refugees, and the urban poor—while ensuring full alignment with Kenya’s national development frameworks and medium-term strategic plans.

Facilitate inclusive planning initiatives and foster collaborative engagement with the Ministry of Health, its various divisions, directorates, and programs, as well as the Council of Governors, county representatives, development partners, and local communities. This role aims to cultivate a shared sense of ownership and align strategic priorities and directions through transparent, participatory decision-making processes.

Drive capacity-building efforts centered on analyzing problems, prioritizing solutions, and monitoring outcomes through structured training, interactive workshops, and strategic dissemination activities to enhance stakeholder comprehension and engagement.

Prepare high-quality strategic documents and presentations, distilling critical insights and actionable recommendations while refining deliverables based on stakeholder input to uphold relevance and foster alignment.

Strategically undertake additional planning and program development duties as delegated by the Director for Primary Health Care or authorized personnel, with a focus on addressing evolving and context-specific priorities.

Collaborate with the Ministry’s Planning unit to conduct a comprehensive cost analysis of the strategic framework.

Key Qualifications

A candidate holding an advanced university degree in fields such as public health, medicine, public policy, health economics, or related disciplines is sought.

A minimum of ten years of progressively responsible, practical experience in crafting national health policies and strategic plans within Kenya or comparable settings is essential.

A proven track record in evidence synthesis is highly advantageous.

Demonstrates extensive experience collaborating effectively with Kenya’s Ministry of Health on comparable initiatives.

Skilled in developing and composing strategic and policy-related documents with precision and clarity.

Skilled in fostering productive stakeholder relationships and employing collaborative methodologies to drive inclusive outcomes.

Exceptional interpersonal skills and the capacity to convey intricate technical information in an understandable and engaging manner.

Proficiency in both spoken and written English and Kiswahili is essential.
