The Kenya Primary Health Care Strategic Framework (2019–2024) and the Primary Care Networks (PCN) Guidelines (2021) have played a pivotal role in advancing this initiative by facilitating the restructuring of service delivery, enhancing community and primary-level health systems, and optimizing referral pathways.
The Ministry of Health has implemented a range of health reforms, including digital health initiatives, health financing mechanisms such as social health insurance and facility improvement financing, and the Primary Health Care (PHC) Act, among others, to advance Universal Health Coverage (UHC). Key accomplishments include the expansion of well-equipped and digitally integrated community health promoters, improved access to essential services provided by multidisciplinary PHC teams, the broadening of integrated service delivery models, and strengthened coordination across all levels of care as part of comprehensive health sector reforms.
Our objective is to deliver expert technical support consultancy services, ensuring the resolution of client issues and the optimization of their systems. This role requires a deep understanding of technical troubleshooting, proficiency in relevant software and hardware systems, and exceptional communication skills to articulate complex technical concepts clearly to non-technical stakeholders. Responsibilities include diagnosing and resolving technical problems, providing timely and accurate solutions, and proactively identifying opportunities to enhance system performance and user experience. Additionally, you will collaborate with cross-functional teams to implement best practices, document solutions for future reference, and maintain comprehensive records of support interactions. The technical support consultancy is designed to deliver timely and strategic assistance to the Directorate of Primary Health Care within Kenya’s Ministry of Health, enabling an end-term review of the Kenya Primary Health Care Strategic Framework (KPHCSF 2019–2024). Its objective is to assess progress in achieving the framework’s predefined strategic directions and objectives. The assignment encompasses critical tasks, including establishing a robust methodology for the end-term review, conducting a comprehensive desk assessment of relevant policies, strategies, guidelines, and plans, performing field evaluations and stakeholder consultations, analyzing key pillars of the framework, synthesizing lessons learned, and producing a final End Term Review (ETR) report.
The MOH seeks to conduct a thorough evaluation of milestones, targets, and key performance indicators as defined in the strategic framework, leveraging both primary and secondary data sources alongside extensive stakeholder engagement. This process will involve an appointed steering committee, a technical working group, and broader consultations at national and county levels. The review will capture achievements and lessons learned throughout the implementation phase, reflecting the evolving health landscape influenced by ongoing public sector and health reforms at both national and county tiers. To ensure success, the MOH requires an accomplished, highly dedicated senior consultant with proven expertise in assessing the implementation of government policies and strategies, particularly in primary healthcare (PHC) and universal health coverage (UHC) within Kenya or comparable contexts.
Oversee and execute a range of critical tasks and obligations, ensuring alignment with organizational goals and standards. This role entails managing responsibilities that demand precision, initiative, and adherence to established protocols. Additionally, the position involves fulfilling key functions essential to the team’s success and contributing to broader company objectives through consistent performance and accountability.
Support the establishment and execution of a robust methodology to conduct a credible end-term review (ETR) of the Kenya Primary Health Care (PHC) Strategic Framework 2019–2024 and its associated PCN guideline for 2024. This will be achieved by submitting an inception report that outlines the ETR methodology, addressing key considerations such as streamlined data collection, thorough evaluation of progress, stakeholder engagement through participatory fieldwork with Ministry of Health (MOH) leadership and county-level endorsement, a collaborative consultative process, and the punctual completion of the ETR report.
Design and implement data collection instruments, incorporating a balanced approach between primary data collection methods—such as focus group discussions, key informant interviews, and survey questionnaires—and secondary data abstraction from sources like THIS, Echos, LUIS, and GIS mapping of PCNs to effectively address Correlated inquiries.
Prepare a comprehensive ETR ethics submission package, including the protocol and associated tools.
You will be responsible for overseeing the training of data collectors and actively engaging in field data collection efforts, while also ensuring the quality and integrity of ETR datasets through rigorous quality assurance measures.
Lead the oversight of data management activities, encompassing the curation and organization of datasets, as well as conducting thorough data analysis. Collaborate closely with key stakeholders throughout the process to draft the ETR Report, ensuring accuracy and alignment with organizational objectives.
Prepare summary presentations specifically tailored to identified audiences, and synthesize critical lessons and recommendations for review by key stakeholders whenever feasible.
Revise the ETR report to incorporate stakeholder feedback, then finalize and submit the report—along with the supporting underlying data—in a format mutually agreed upon with the Ministry of Health (MOH) and partners.
Collaborate with the Ministry of Health, partners, the Council of Governors, and county representatives to facilitate robust and impactful involvement in the ETR process.
Execute any supplementary assignments as directed by the Director of Primary Health Care or their authorized representatives.

Proficiency in analyzing and assessing primary healthcare (PHC) strategies, policies, or plans is highly valued.
Proven experience in successful partnerships with the Ministry of Health in Kenya.
Skilled in composing, drafting, reviewing, and assessing reports is required.
Membership or affiliation verification with an evaluation society, or involvement in health systems and policy research networks, will be viewed favorably.
Proficiency in statistical, mixed-methods, or qualitative research approaches is required, along with the ability to manage and process data efficiently using online or digital platforms.
