We are seeking a skilled professional to oversee and implement our security risk management strategies, ensuring robust protection of our assets and stakeholders. This role requires expertise in identifying, assessing, and mitigating potential threats, as well as developing comprehensive risk management policies and procedures. Responsible for ensuring adherence to and verifying compliance with the IRC’s minimum physical security standards at all current and planned program sites, offices, guest houses, warehouses, and other contracted facilities through on-site evaluations and assessments conducted by Country Programs.

As requested, your role will involve collaborating with Country Programs to revise Standard Operating Procedures and Contingency Plans, ensuring alignment with established standards and contextual suitability.

Assess cross-country discrepancies and formulate standardized tools, templates, and guidance for regional implementation.

Enhance the security frameworks, tools, and approaches utilized in IRC systems through strategic collaboration with stakeholders spanning Country, Regional, and Global levels.

Proactively assess the evolving threat landscape and critical vulnerabilities within the region, providing strategic recommendations for mitigation measures.

Enhance data-driven security risk management practices throughout the entire region.

Facilitate the responsible integration of AI technologies while pioneering innovative strategies to bolster security risk management and deepen contextual analysis capabilities.

Acting as a delegate for the Regional Safety and Security Director, you will participate in internal and external meetings or communications as deemed necessary.

Periodically deploy to Country Programs to provide surge support, cover gaps, and facilitate high-profile visits.

Serve as a strategic advisor to the Regional Safety and Security Director, collaborating on regional risk trends, prioritization strategies, and resource allocation decisions.

Context monitoring and reporting involves systematically collecting, analyzing, and disseminating data to track progress, identify trends, and assess performance against established objectives. This function requires a keen attention to detail, proficiency in data analysis tools, and the ability to interpret complex information into actionable insights. Key responsibilities include maintaining accurate records, generating regular reports, and ensuring timely communication of findings to stakeholders to support informed decision-making and strategic adjustments. Candidates should possess strong analytical skills, expertise in relevant software platforms, and the capacity to meet deadlines while adhering to quality standards.

Develop and oversee the creation of an annual regional security report, focusing on risk analysis, incident trends, achievements, obstacles, and strategic priorities for the future.

Monitor incident reports submitted through the IRC’s online reporting system to ensure high standards are maintained, while advising Country Programs on methods to enhance the promptness and precision of their submissions.

Ensure users in the East Africa region maintain accurate and up-to-date access rights to the IRC’s online reporting system, while also regularly reviewing and updating the user list as needed.

Act as the primary regional contact for addressing system functionality and access management concerns related to the IRC’s online reporting system, escalating issues to Headquarters when necessary.

Annually analyze reported security incidents to uncover essential trends and derive actionable insights, thereby enhancing the effectiveness of overall security risk management.

Quarterly, collect and verify that Country Programs submit the necessary online data to evaluate adherence to the IRC’s Security Minimum Standards. Upon receiving the submissions, analyze the compliance outcomes and provide a detailed report to the Regional Safety and Security Director (RSSD), highlighting significant achievements, obstacles, and regional support requirements.

You will design, implement, and evaluate comprehensive training programs to foster professional growth and improve performance across teams. Facilitate the creation of Country Programs’ annual security learning and development plans in accordance with identified operational risks.

Evaluate capacity deficiencies and develop customized training interventions aligned with the specific needs of the country and regional contexts.

You will be responsible for conducting regional and country-specific training sessions, encompassing Training of Trainers programs, while ensuring compliance with IRC’s stringent internal certification standards prior to delivery.

Deploy to country-level programs to facilitate training sessions and oversee the quality of implementation.

Work collaboratively with the Global Learning and Development team to maintain alignment with IRC’s training standards across the East Africa region.

Design and coordinate Critical Incident Management Team simulations and exercises at the request of Country Programs and the Region, in collaboration with the Global Director of Incident Management.

Prepare and present after-action reviews and learning reports to drive ongoing enhancements and foster a culture of continuous improvement.

Oversee the execution of training programs throughout the region and provide a quarterly performance summary to the Regional Safety and Security Director.
