Responsible for ensuring adherence to the IRC’s minimum standards for physical security at all current and planned program locations, offices, guesthouses, warehouses, and other contracted facilities by conducting site inspections and evaluating assessments performed by Country Programs.

Provide assistance to Country Programs by revising Standard Operating Procedures and Contingency Plans to ensure alignment with contextual needs and maintain uniformity.

Analyze regional discrepancies and design uniform tools, templates, and guidelines to ensure consistent implementation across the area.

Enhance the effectiveness of IRC security systems, tools, and methodologies by collaborating with stakeholders across Country, Regional, and Global levels.

Assess developing risks and significant vulnerabilities within the designated area, then propose strategic measures to address them.

Enhance security risk management practices regionally through data-driven methodologies, ensuring robust and proactive protection against potential threats.

Facilitate the responsible integration of AI technologies while pioneering novel methods to strengthen security risk management and deepen contextual analysis capabilities.

Act as the designated representative for the Regional Safety and Security Director in both internal and external meetings and communications upon request.

Periodically, deploy to Country Programs to provide surge support, cover gaps, and assist with high-profile visits.

Serve as a key strategic advisor to the Regional Safety and Security Director, collaborating on the analysis of regional risk trends, the establishment of priorities, and the optimal allocation of resources.

Context monitoring and reporting involves the systematic collection, analysis, and dissemination of data to track performance, identify trends, and support decision-making processes. This role requires proficiency in compiling and interpreting information from diverse sources to generate actionable insights and ensure transparency. Responsibilities include maintaining accurate records, producing detailed reports, and communicating findings to stakeholders to facilitate informed strategies. Strong analytical skills, attention to detail, and the ability to present complex information clearly are essential for success in this position.

Guide the creation of an annual regional security report, incorporating comprehensive risk analysis, incident trends, key successes and challenges, as well as forward-looking priorities.

Monitor the consistency and integrity of incident reports submitted through the IRC’s online reporting system, offering strategic recommendations to Country Programs to enhance both the speed and precision of their reporting processes.

Ensure East Africa region users possess the necessary access rights to IRC’s online reporting system and maintain an updated user list.

Act as the primary regional contact for addressing system functionality and access management concerns related to the IRC’s online reporting system, escalating issues to Headquarters as required.

Perform an annual evaluation of documented security incidents to detect significant patterns and derive practical insights, thereby enhancing overall security risk management initiatives.

Each quarter, you will oversee the submission of mandatory information by Country Programs through the online platform to evaluate adherence to the IRC’s Security Minimum Standards. Following the completion of these submissions, you will analyze the compliance results and provide the Regional Safety and Security Director (RSSD) with a detailed report highlighting key successes, challenges, and regional support requirements.

You will design, implement, and oversee strategic learning initiatives to enhance employee skills, performance, and career growth. This role involves assessing organizational training needs, developing customized programs, and evaluating their effectiveness through measurable outcomes. Additionally, you will collaborate with leadership to align learning objectives with business goals, ensuring relevance and impact. Strong project management, instructional design expertise, and excellent communication skills are essential, along with proficiency in e-learning platforms and data analysis tools.

Assist Country Programs in creating and executing yearly security learning and development strategies that are tailored to address operational risks.

Assess capacity deficiencies and develop customized training initiatives that address the specific requirements of the country and region.

Facilitate region-specific and country-focused training sessions, encompassing Training of Trainers programs. It is essential to note that prior to conducting any training activities, you must successfully meet IRC’s stringent internal certification criteria.

Support Country Programs by conducting training deployments and maintaining high standards of delivery quality.

Collaborate with the Global Learning and Development team to guarantee that training initiatives across the East Africa region adhere to IRC’s established standards.

Design and coordinate Critical Incident Management Team simulations and exercises, as mandated by Country Programs and the Region, in collaboration with the Global Director of Incident Management.

Conduct thorough after-action reviews and compile comprehensive learning reports to foster ongoing enhancements within the organization.

To ensure consistent oversight, oversee training delivery throughout the region and provide a detailed progress report to the Regional Safety and Security Director each quarter.

To fulfill this requirement, provide coaching and mentorship to critical personnel, fostering the development of resilient, locally based security capabilities.

The ideal candidate must possess at least five years of relevant experience, a bachelor’s degree in a related field, and strong leadership abilities. Six years of minimum experience is required in safety and security risk management within humanitarian or high-risk settings.
