Purpose
As a Regional Protection Field Officer, you will play a key role in designing, executing, and evaluating protection initiatives—such as Detention Monitoring, Civilian Population Protection, and Family Links Protection—in Djibouti, Kenya, and Tanzania.
As the legal focal point for all protection objectives and activities within the department, the Protection Field Officer will report to and operate under the guidance of the Regional Protection Coordinator.
Responsibilities and essential functions encompass a comprehensive range of duties and obligations integral to the position. The role demands adherence to established protocols while executing tasks with precision, ensuring alignment with organizational objectives. Key accountabilities include managing projects from inception to completion, maintaining compliance with industry standards, and fostering collaboration across departments to achieve collective goals. Monitor and oversee the ongoing gathering and assessment of data concerning the Protection of Civilian Populations (PCP), while fostering adherence to relevant legal standards such as International Humanitarian Law (ILL) and International Human Rights Law (IRL).
Facilitate the identification and engagement of essential stakeholders participating in PCP initiatives.
Support the organization and implementation of dissemination and training initiatives targeted at military and police personnel regarding International Humanitarian Law (ILL), International Human Rights Law (IRL), and the International Committee of the Red Cross’s (CRC) mandate and operational activities.
Conduct legal research and analysis to inform the execution of Protection and Family Links (PFL) initiatives, with a focus on matters concerning migration and individuals reported as missing.
Assist in evaluating Kenya’s correctional system, with particular emphasis on the legal and regulatory frameworks that oversee incarceration.
Examine judicial guarantees and criminal justice procedures while curating and updating a comprehensive repository of legal and detention-related reference materials.
Translate official documents, training materials, and written correspondence between English and Kiswahili while offering interpretation services for trainings, meetings, and detention visits.
Act as the primary liaison for data protection initiatives, fostering strong connections with pertinent regulatory bodies, Movement affiliates, and humanitarian agencies.
Collaborate with the CRC Data Protection Office to draft and review Data Sharing Agreements, ensuring compliance and accuracy throughout the process.
Provide specialized legal and protection expertise to support the execution of the Delegation’s Humanitarian Diplomacy Engagement Plan.
Act as a liaison for CRC protection initiatives, engaging with national and international stakeholders such as governmental bodies, UN entities, and non-governmental organizations to advocate and advance these critical activities.
Foster and sustain productive collaborations with pertinent authorities and key protection stakeholders to advance humanitarian goals.
Proven track record in a professional capacity is a prerequisite for consideration.
A recognized university must confer a Bachelor of Laws (LLB) degree.
Seeking candidates with a minimum of three to five years of professional experience in a comparable role within a fast-paced setting.
A minimum of two years of professional experience in International Human Rights Law or International Humanitarian Law is required.
Proficiency in collaborating with international organizations is advantageous.
