Under the guidance of the Data Analytics Team Lead, the Program Policy Officer (Data Analyst) – NOA will deliver the following outcomes:

Enhancing targeting accuracy and providing robust decision-making support:

Oversee the design and implementation of a data-driven framework to strengthen the identification and prioritization of at-risk individuals for targeted support.

Develop, implement, and sustain analytical tools designed to monitor, identify, and document individuals slated for assistance who are subsequently removed from the monthly delivery cycle.

Enhance the capabilities of anomaly detection and assurance systems to achieve greater accuracy, efficiency, and reliability in identifying and mitigating issues.

Lead data-driven assurance initiatives by detecting and highlighting anomalies within corporate systems such as SCOPE, COMET, and WINGS, while ensuring precise reconciliation of transfer and program data.

Establish and maintain robust in-kind reconciliation frameworks across multiple platforms, including COMET, SCOPE, and LESS.

Monitor anomalies in Payment Lists through the Redemption and Enrollments Dashboard, providing support to Area Offices in maintaining alignment with corporate procedures.

Responsibilities include supervising deduplication procedures to promptly suspend biometric duplicates and maintain compliance reporting for senior leadership. Additionally, the role involves reinforcing and implementing business rules to eliminate the creation of new duplicates within delivery systems.

Facilitate the efficient and punctual completion of delivery cycles while ensuring precision and adherence to established timelines.

Design and sustain a visualization tool that provides near real-time insights into delivery cycle progression, presenting completed cycles, critical milestones, and the operational status of delivery processes as reported by the respective Area Offices.

Create and update dashboards and analytical tools to track program performance and beneficiary trends, converting intricate datasets into understandable, practical insights for program teams and area offices.

Crafting reports and implementing automation solutions to drive operational enhancements.

In close coordination with the Program, Supply Chain, and Cooperating Partner Management departments, prepare and finalize monthly reports, encompassing transfer and programmatic reconciliation reports, for endorsement by the Country Director, Deputy Country Directors, Head of Programs, and Head of Supply Chain.

Collaborate with Activity Units to pinpoint reporting requirements and design automated reports, dashboards, and data visualization tools that clearly convey insights and facilitate data-driven decision-making.

Capacity building and enhanced data literacy initiatives are being implemented at CO and AOS to strengthen organizational capabilities and empower teams with the skills necessary for effective data-driven decision-making.

Collaborate closely with Chief Operating (CO) and Administrative Operations (AO) teams to identify and comprehend their specific data requirements and needs, ensuring alignment with organizational goals and objectives.

We develop analytical solutions that inform and enhance operational decision-making processes.

Provide guidance to CO and AO personnel regarding data extraction, utilization, and interpretation to enhance skills and promote self-sufficiency in data-driven processes.

Ensure strict adherence to WFP data governance, privacy, and security policies to protect sensitive information and uphold the highest ethical standards in data utilization.

To stay current with advancements in data analytics tools, systems, and industry best practices, actively pursue ongoing learning opportunities that foster innovation and enhance delivery solutions.

Deliver prompt and precise assistance for ad hoc data analysis and extraction requests from IDM & Delivery, Delivery, Program, and other teams, while performing any additional IDM & Delivery and data analytics responsibilities to support key operational priorities.

Seeking candidates with a proven track record in project management and a minimum of five years of relevant professional experience. Proficiency in industry-standard software and tools is essential, along with strong analytical and problem-solving capabilities. Excellent communication and leadership skills are required to effectively manage teams and stakeholders. A bachelor’s degree in a related field or equivalent work experience is mandatory. Familiarity with agile methodologies and risk assessment is highly desirable.

Educational Background: A bachelor’s degree in a relevant field is required, with preference given to candidates holding advanced degrees or specialized certifications pertinent to the role’s demands.

A master’s or doctoral degree in data science, computer science, information systems, mathematics, statistics, or a related scientific/logical field is required. Alternatively, a bachelor’s degree in one of these disciplines combined with several years of relevant professional experience and/or specialized training or coursework may also be considered.

With experience in the field, candidates should possess a proven track record of success in relevant roles, demonstrating expertise and proficiency in key responsibilities. A minimum of [X] years of hands-on experience is required, along with a strong understanding of industry best practices and methodologies. Proficient in both English and Somali, with fluency in written and verbal communication.

Professional Requirements: Candidates must possess strong analytical abilities, effective communication skills, and proficiency in relevant software applications. Familiarity with industry standards and best practices is essential. Additionally, experience in project management and the ability to collaborate effectively within a team are required.

The ideal candidate will possess strong skills in SQL, Power BI, and Tableau, along with expertise in data modelling techniques.

Proven expertise in cleaning, validating, and detecting anomalies within datasets is essential.

Solid familiarity with SCOPE datasets and humanitarian program workflows is preferred.

Exceptional proficiency in communication and the ability to foster capacity development are essential.

Proficiency in recognizing key takeaways and establishing optimal methodologies is essential.

Demonstrates adaptability and readiness to undertake supplementary responsibilities as circumstances require.

Proficiency in delivering and facilitating training programs is required.
