Omentum, a premier provider of sophisticated engineering, technical, and professional services to the U.S. government, allied nations, and critical infrastructure sectors, is currently recruiting a ICAP Mapping Technician for an exclusive U.S. Navy initiative situated on Diego Garcia.

Oversee and execute a range of operational duties to ensure seamless business operations, including the management of daily workflows, adherence to established policies, and timely completion of assigned tasks. Collaborate with cross-functional teams to drive project initiatives, resolve operational challenges, and maintain high standards of efficiency and productivity. Monitor performance metrics, identify areas for improvement, and implement corrective actions to optimize workflows and enhance overall output. Prepare and present detailed reports to stakeholders, summarizing key activities, progress updates, and actionable recommendations. Maintain accurate documentation, compliance with regulatory requirements, and alignment with company objectives. Foster a collaborative work environment by providing guidance, support, and mentorship to team members.

Revise and preserve utility maps, schematics, and single-line diagrams in alignment with current conditions or modifications indicated in As-Built drawings, completing these updates within a 10-day window following formal notification or initial identification of changes.

All revised maps must incorporate revision dates to comply with government regulations and established documentation standards.

Maintain utility maps in the exact format mandated by government standards to ensure consistent, uninterrupted delivery of all required outputs.

Utilize NAV FAC ArcGIS software to create, refine, and maintain utility system maps in GIS format, ensuring all data complies with the Data Collection Guide (DCG) and serves as the authoritative source for utility mapping.

Export utility system drawings from GIS datasets using AutoCAD, maintaining proper formatting and usability.

Responsible for maintaining and managing features utilizing the most current NAV FAC NDM version.

Oversee the alignment of GIS data quality with the standards set forth by the NAV FAC and NSF DG Utilities Department, ensuring all requirements are met through coordinated efforts.

Prepare and deliver revised utility system maps, schematic illustrations, and single-line diagrams promptly upon request to ensure alignment with operational requirements.

Submit all utility system maps, schematics, drawings, and related documentation to the Technical Library, ensuring compliance with Section F.

Collaborate with the Naval Support Facility (NSF) Diego Garcia Utilities Department to validate mapping requirements, ensuring they meet prescribed project standards and maintain alignment with established guidelines.

Conduct rigorous quality assurance and control procedures on GIS data and utility maps to verify their precision, dependability, and adherence to governmental regulations.

Minimum qualifications include a bachelor’s degree in computer science, engineering, or a related technical field, complemented by a minimum of three years of professional experience in software development. Proficiency in programming languages such as Java, Python, or C++ is essential, along with a strong understanding of algorithms, data structures, and object-oriented design principles. Familiarity with version control systems like Git and experience with agile development methodologies are also required. Additionally, candidates should possess excellent problem-solving skills, effective communication abilities, and the capacity to collaborate seamlessly within cross-functional teams.

Seeking candidates with a minimum of one year and up to three years of hands-on experience in GIS mapping, utility mapping, or comparable technical drafting roles.

A high school diploma or its equivalent is required.

Demonstrated expertise with NAV FAC ArcGIS software, AutoCAD, and associated GIS mapping technologies is required.

Proven proficiency in revising maps, schematics, and diagrams to accurately incorporate As-Built modifications and existing site conditions.

Possesses a comprehensive grasp of GIS data management principles and protocols, with a firm commitment to meeting Data Collection Guide (DCG) requirements.

Proficiency in interpreting and developing utility system maps and schematics is required, along with hands-on experience in their application.

Meticulous attention to detail, coupled with robust analytical and organizational capabilities, is essential for maintaining precision in GIS mapping and documentation.

Proven expertise in utilizing Microsoft Office Suite and various data management software solutions is essential.

Proficient in English communication, both verbally and in writing, with exceptional interpersonal skills.

Possession of a valid passport with the ability to travel internationally is required.

A valid passport with a minimum validity period of one (1) year or longer is required at the time of employment.

Must meet and sustain all contractually mandated medical prerequisites throughout the entire duration of the deployment.

Intermediate to advanced proficiency in NAV FAC GIS, AutoCAD, and NDM software is required, including the ability to export maps.

Experienced in aligning GIS and mapping specifications with the needs of a Utilities Department or in a military or governmental setting.

Proficiency in NAV FAC utility mapping standards and diagram submission protocols is required.

Exceptional problem-solving capabilities and the capacity to operate autonomously under demanding conditions are essential.
