Job Responsibilities:
Update and maintain utility maps, schematics, and single-line diagrams to ensure alignment with current conditions or modifications derived from As-Built drawings, completing updates within 10 business days of receiving notification or identifying discrepancies.
All revised maps must incorporate revision dates while adhering to government-mandated requirements and established documentation standards.
Ensure utility maps are consistently maintained in the prescribed government format to uphold deliverable continuity.
Leverage NAV FAC ArcGIS software to create, refine, and maintain utility system maps in GIS format, guaranteeing compliance with the Data Collection Guide (DCG) and establishing the maps as the authoritative source for utility mapping.
Export utility system AutoCAD drawings from GIS datasets while ensuring proper formatting and usability, converting raw geospatial data into precise, industry-compliant digital drawings that maintain accuracy and enhance operational efficiency.
Oversee and administer features utilizing the most current NAV FAC NDM release.
Ensure GIS data quality complies with the established standards of the NAV FAC and NSF DG Utilities Department, while efficiently managing and coordinating all related requirements.
Prepare and deliver revised utility system maps, schematic illustrations, and single-line diagrams promptly to fulfill operational requirements upon request.
Please ensure all utility system maps, schematics, drawings, and related documentation are submitted to the Technical Library in accordance with Section F requirements.
Collaborate with the Naval Support Facility (NSF) Diego Garcia Utilities Department to verify mapping requirements align with project specifications and ensure precision throughout the process.
Conduct regular quality assurance and control checks on GIS data and utility maps, verifying their accuracy, reliability, and adherence to established government standards.
Minimum qualifications include a Bachelor’s degree in a relevant field, along with a minimum of three years of professional experience in a related discipline. Candidates must demonstrate proficiency in project management methodologies, exceptional analytical skills, and the ability to work effectively in collaborative environments. Strong communication and problem-solving capabilities are essential, as well as familiarity with industry-specific tools and software. Prior experience in a leadership or supervisory role is highly advantageous, alongside a proven track record of delivering measurable results.
Seeking candidates with 1 to 3 years of hands-on experience in GIS mapping, utility mapping, or similar technical drafting roles.
A minimum of a high school diploma or its equivalent is required.
Proficient in utilizing NAV FAC ArcGIS software, AutoCAD, and associated GIS mapping tools.
Proven ability to revise maps, schematics, and diagrams to accurately represent as-built modifications and current site conditions.
Proficient in GIS data management principles and protocols, with strict compliance to Data Collection Guide (DCG) standards required.
Proficient in interpreting and developing utility system mapping and schematics, with hands-on experience in their application.
Detail-oriented professionals with robust analytical and organizational capabilities are essential to maintaining precision in GIS mapping and documentation.
Demonstrated expertise in utilizing Microsoft Office Suite and various data management software solutions is required.
Exceptional communication abilities, demonstrated through fluency in English for both spoken and written interactions.
Possesses a valid passport and is capable of international travel.
A valid passport with a minimum validity period of one year from the date of employment is required.
Must meet and sustain all contract-mandated medical standards throughout the entire duration of deployment.
Preferred Qualifications include a Bachelor’s degree or higher in a relevant field, such as Computer Science, Engineering, or Information Technology. Relevant work experience in a similar role, typically ranging from two to five years, is highly valued. Proficiency in key programming languages like Python, Java, or C++ is essential, alongside expertise in database management systems and software development methodologies. Strong problem-solving abilities, attention to detail, and the capacity to collaborate effectively in cross-functional teams are critical. Familiarity with cloud platforms (e.g., AWS, Azure) and agile development practices is a plus. Additionally, certifications in specialized areas may strengthen your candidacy.
Preferred candidates have prior experience working in challenging OCO NUS (Outside the Continental United States) environments alongside a multinational workforce.

A country-specific visa must be obtained, as mandated by the U.S. Department of State Foreign Clearance Guide.
Intermediate to advanced skills in utilizing NAV FAC GIS, AutoCAD, and NDM software, including the ability to generate map exports.
Experienced in aligning GIS and mapping specifications with the needs of a Utilities Department or within military or governmental contexts.
Proficiency in adhering to NAV FAC standards for utility mapping and diagram submission is required.
Exceptional analytical abilities and the capacity to operate autonomously under demanding conditions.
