Functions / Key Results Expected

Under the guidance of the Deputy Program Director and in collaboration with the Sherpas from each participating country, the In-Country Coordinator will deliver specialized technical assistance, logistical coordination, and facilitative services to bolster countries’ productive engagement in the FCLP. Key responsibilities will include overseeing and supporting the following tasks:

The position involves overseeing collaborative efforts and ensuring accurate documentation of results. Responsibilities include managing workflows between teams and compiling detailed reports to track progress and outcomes. Strong organizational skills are required to maintain alignment across departments and facilitate transparent communication. Proficiency in data analysis and report generation is also necessary to support decision-making processes.

Oversee the creation, periodic revisions, and continuous evaluation of the nation’s yearly Foreign Currency Lending Program (FCLP) work plan.

Facilitate continuous collaboration and communication among national and international stakeholders.

Provide periodic updates, reports, and concise briefing materials to stakeholders.

Support the organization and execution of critical events and significant political engagements.

Prepare comprehensive annual reports detailing countries’ engagement in the Foreign Capacity-Building Loan Program (FCLP), ensuring accurate data collection, analysis, and presentation of participation metrics, trends, and outcomes.

The organization seeks a professional to oversee governance frameworks and lead national engagement initiatives, ensuring alignment with strategic objectives and regulatory compliance. This role involves developing and implementing governance policies, engaging with stakeholders at the national level, and fostering collaboration across departments to enhance organizational effectiveness. Assist with government involvement in FCLP governance frameworks, such as participation in Steering Committee and other critical meetings.

Drive active participation in the key thematic focus areas of the FCLP, including integrated fire management, sustainable wood production, and supply chain optimization.

Explore potential avenues for strategic implementation and cultivate collaborative partnerships to drive project success.

Facilitate, as per each country’s interests, the coordination among relevant national institutions, private-sector stakeholders, and FCLP partners.

Liaise with ministries and national stakeholders to consolidate and align inputs.

Prepare concise briefing documents, key talking points, and executive summaries for internal and external stakeholders.

Ensure informed and consistent national engagement across all relevant platforms and initiatives.

Country Packages/National Action Strategy is being developed to establish a comprehensive framework for delivering tailored interventions across various sectors, ensuring alignment with national priorities and local needs. The initiative aims to strengthen coordination among government agencies, development partners, and civil society to maximize impact and avoid duplication of efforts. It will prioritize evidence-based approaches, data-driven decision-making, and inclusive stakeholder engagement to address systemic challenges effectively. Key responsibilities include designing integrated policies, mobilizing resources, monitoring progress, and fostering sustainable partnerships to drive long-term development outcomes.

Assist in the creation and execution of Country Packages and other nationally focused initiatives.

Organize meetings, dialogues, and other National Action activities to ensure seamless coordination and execution.

The role involves overseeing collaboration among national stakeholders, partners, and the FCLP Secretariat to ensure seamless alignment and communication.

Align Country Packages and other FCLP initiatives with national frameworks, such as Nationally Determined Contributions (NDCs) and National Biodiversity Strategies and Action Plans (NBS APs), ensuring cohesive integration and strategic alignment.

Assist in developing investment pipelines and fostering political engagement initiatives.

Facilitate the exchange of expertise and active involvement within the Country Packages International Working Group.

IPs and LCs, along with Land Tenure, are essential components of our operational framework, ensuring compliance with regulatory standards and safeguarding stakeholder interests. These elements collectively govern the management, utilization, and transfer of land resources, requiring meticulous documentation and adherence to legal protocols. Proficiency in navigating these systems is critical, as they directly impact project feasibility, risk mitigation, and sustainable development initiatives. Candidates must demonstrate a thorough understanding of land ownership structures, tenure systems, and associated legal frameworks to effectively contribute to our organizational objectives.

Facilitate the execution of the International Land Tenure Commitment (ITC), where applicable, ensuring alignment with established objectives and compliance standards.

Engage collaboratively with Indigenous Peoples and Local Communities to foster meaningful partnerships and mutual understanding.

Enhance coordination, oversight, and reporting mechanisms to effectively engage Indigenous Peoples (IPs) and Local Communities (LCs) in Forest Conservation and Land Protection (FCLP) initiatives.

The role involves managing financial strategies and navigating carbon markets, requiring expertise in financial analysis and sustainability. Responsibilities include analyzing market trends, assessing financial risks, and developing strategies to optimize carbon market investments. Proficiency in financial modeling, regulatory frameworks, and carbon pricing mechanisms is essential. Candidates must possess strong analytical skills, attention to detail, and the ability to collaborate with cross-functional teams. A degree in finance, economics, or a related field, along with relevant certifications, is preferred. Experience in carbon trading, climate finance, or ESG (Environmental, Social, and Governance) reporting is advantageous.

Drive national participation in the Forest Carbon Partnership Facility (FCPF) carbon markets and climate finance initiatives.

Collaborate effectively with private sector entities, donors, and financial stakeholders to ensure seamless alignment and cooperation.

Conduct national-level assessments of pertinent frameworks as required, including but not limited to Article 6 and voluntary carbon markets.

Fulfillment of this role will yield tangible results aligned with specified objectives, encompassing the achievement of predetermined goals, the completion of assigned tasks, and the delivery of measurable outcomes.

A country-specific annual work plan is established and executed in consultation with the FCLP Secretariat and national stakeholders, providing structured guidance on priorities, timelines, and implementation across all pertinent workstreams.

Established robust national coordination and collaboration mechanisms for FCLP by fostering alignment among government institutions and partners, ensuring seamless and coherent engagement in FCLP processes.

Country Packages are executed and developed in accordance with mutually agreed-upon milestones, ensuring enhanced coherence among national priorities, collaborating partners, and available funding mechanisms.

Enhanced alignment of national priorities with international support is achieved through FCLP engagement, ensuring greater coherence between national strategies, such as NDCs and NBS APs, and corresponding international initiatives, partners, and platforms.

Enhanced financial and partnership access has been achieved through greater mobilization of resources—both financial and technical—by aligning with donors, private sector stakeholders, and pertinent initiatives.

Clear and consistent reporting and communication necessitate the prompt provision of accurate updates, briefs, and reports, ensuring stakeholders are well-informed to facilitate critical decision-making and external interactions.

Bachelor’s degree in a relevant field is necessary for this role. Additionally, advanced degrees are preferred where applicable. Relevant certifications may also be required or advantageous.
