The EAC and IOM are seeking a consultant with strong research, analytical, and policy development skills in migrant return and reintegration to conduct an in-depth study of existing policies, practices, gaps, and opportunities across the EAC region. This study will inform the creation of a regional framework addressing the return and reintegration of stranded migrants within the EAC. The framework aims to establish unified standards, guiding principles, and coordinated approaches that EAC Partner States can collectively adapt to govern return and sustainable reintegration. Its objectives include reinforcing regional cooperation, improving policy coherence, and advancing rights-based, safe, orderly, and dignified return and reintegration processes in alignment with relevant international, continental, and regional legal and policy frameworks.

Develop and achieve precise goals aligned with organizational priorities, ensuring measurable outcomes and continuous improvement in performance metrics. Drive initiatives that enhance operational efficiency, team productivity, and strategic alignment with overarching business objectives. Implement best practices to monitor progress, identify areas for enhancement, and foster a culture of accountability and innovation. Collaborate cross-functionally to align efforts with departmental and company-wide targets, while ensuring adherence to established timelines and resource constraints.

The consultancy aims to achieve the following key objectives:

Conduct a comprehensive examination of current protocols, regulatory frameworks, policies, and legal instruments that oversee the return and reintegration of stranded migrants across the EAC Partner States, focusing on pinpointing discrepancies, redundancies, and potential areas for enhancement.

Conduct a thorough and inclusive research initiative to guide the creation of the EAC Regional Framework on the return and reintegration of stranded migrants.

Organize and conduct National Consultations across all EAC Partner States, engaging key stakeholders throughout the process.

To conduct a virtual meeting with representatives from partner states to review and endorse the study report.

Upon securing approval from Partner States for the Validation report, it is essential to draft a comprehensive outcome document, such as a policy framework or relevant policy, to effectively address the intervention.

Conduct an in-depth assessment of migration patterns, underlying factors, obstacles, and occurrences that influence return and reintegration processes across the East African Community (EAC) region.

Oversee a comprehensive range of duties encompassing project management, client coordination, and team leadership to ensure seamless operational execution. Develop and implement strategic initiatives aligned with organizational objectives, while maintaining rigorous adherence to established policies and procedures. Facilitate cross-functional collaboration to optimize resource allocation and enhance productivity across departments. Monitor progress through performance metrics, ensuring alignment with key milestones and deliverables. Provide mentorship and professional development opportunities to foster talent retention and high-performing teams. Uphold compliance with industry regulations and internal governance standards to mitigate risks and maintain operational integrity.

The scope of work encompasses a comprehensive range of duties and responsibilities designed to achieve specific project objectives. Upon commencing the assignment, the Consultant will be responsible for executing the following duties:

Collaborate with the EAC Secretariat and the IOM Regional Office for East, Horn, and Southern Africa via a joint technical team, which will oversee and assist the consultancy process; this includes coordinating with Partner States and organizing consultative meetings as needed.

Prepare and submit an Inception Report to both the EAC Secretariat and the IOM Regional Office, detailing the proposed methodology, work plan, timelines, and strategy for engaging partner states.

To analyze the existing legal policies and institutional frameworks—spanning national, regional, continental, and global levels—governing the return and reintegration of stranded migrants within the EAC Partner States, and to identify gaps, overlaps, and opportunities for alignment or harmonization, culminating in the development of a comprehensive report.

Deliver dependable, actionable insights and robust data to empower national authorities and international organizations in crafting impactful response strategies.

Gather and synthesize pertinent data to support both proactive and reactive strategies at regional and national levels.

Perform an in-depth situational analysis to evaluate prevailing migration trends, key drivers, and obstacles that influence the return and reintegration of stranded migrants within the East African Community region.

We are seeking a skilled professional to join our team for a specified duration, adhering to a structured timeline and compensation framework. The position requires adherence to a predetermined schedule, with remuneration disbursed in accordance with an agreed-upon payment structure.

The consultancy engagement is scheduled to span a maximum of seven months, contingent upon the mutually agreed fee, and will formally commence upon the signing of the contract. The projected timeline for the consultancy spans from June 2026 through January 2027. An extension for a follow-up consultancy may be considered beyond this period. The outlined dates remain provisional and may be adjusted in response to evolving process dynamics.

We will develop an inception report outlining the consultancy approach, detailed work plan, stakeholder engagement framework, and projected implementation timelines.

A comprehensive situational analysis is required to examine current migration trends, underlying drivers, and key challenges influencing the return and reintegration processes of stranded migrants within the East African Community (EAC) region. The study must incorporate reliable, actionable data to support the formulation of effective and targeted responses.

Countries are tasked with defining their distinct roles and obligations—whether as countries of origin, transit, or destination—while establishing both proactive and reactive frameworks to enhance regional cooperation on return and reintegration initiatives. This includes the development of preliminary drafts for a regional framework document focused on return and reintegration strategies.

National consultation meetings held across all eight Partner States, followed by the creation of comprehensive reports, will be conducted.

A comprehensive Study Report is currently being developed to analyze the policy, legal, regulatory, operational, and institutional frameworks governing return and reintegration across the EAC Partner States.

A regional validation meeting will be conducted online to review the draft study, followed by the issuance of the approved validation report.

The final outcome report of the study will be prepared, integrating feedback and suggestions gathered during the regional validation meeting and national consultations, to address the proposed intervention.

Supervision and oversight are integral responsibilities, requiring regular reporting to senior management regarding team performance, project milestones, and operational efficiency. This role entails ensuring adherence to company policies, maintaining high standards of accountability, and providing guidance to team members to foster productivity and professional growth. Additionally, the position demands meticulous documentation of progress, timely communication of key developments, and collaboration with cross-functional teams to align objectives with organizational goals.

The Consultant will collaborate with the designated Organizational Department or Unit to support its operational objectives and strategic initiatives. This role requires seamless integration with the team to enhance efficiency, align with departmental goals, and contribute to overarching organizational success through specialized expertise. Clear communication, adaptability, and a proactive approach will be essential to ensure alignment with the department’s mission and the delivery of high-impact results.

The Consultant will be accountable to the designated department within the EAC Secretariat and will collaborate closely with the IOM Regional Office for East, Horn, and Southern Africa. Progress updates will be submitted routinely, in line with the established work plan.

The Consultant will maintain ongoing communication with the EAC Secretariat and the IOM Regional Office for East, Horn, and Southern Africa via a Joint Technical Team, which will oversee and assist the consultancy process, ensuring coordination with Partner States and the organization of consultative meetings.

Upon receipt of the deliverables, the EAC Secretariat and IOM may provide feedback and request revisions. Final approval of the deliverables will be contingent upon submission in accordance with the specified requirements.

The reports and deliverables must be prepared in English, with all materials submitted electronically in both Word and PDF formats. Deliverables are to be provided in both electronic and hard copy formats, adhering to the specifications outlined by the EAC Secretariat. The consultant assumes full responsibility for ensuring the accuracy and reliability of the data supplied, as well as the validity of any referenced sources. Should translations into additional languages be necessary, IOM will oversee the translation of the final outputs into the required languages.

The consultant is not tasked with managerial, supervisory, or representative duties.

All materials and information furnished to the consultant must be treated as confidential and may not be utilized for alternative purposes or disclosed to external parties unless explicit written authorization is obtained from both IOM and the EAC Secretariat.

The scope of work outlined above may be adjusted, as necessary, following consultation with IOM and in coordination with the EAC Secretariat to align with evolving project demands. Should IOM deem it necessary, the consultant could be requested to deliver supplementary consultancy services that fall within their professional qualifications and areas of expertise, as specified in the attached Terms of Reference for the EAC Project.

Seeking candidates with a Bachelor’s degree in a relevant field and a minimum of three years of direct experience in a comparable role to meet the essential qualifications. Proficiency in industry-specific software applications is mandatory, along with strong analytical and problem-solving capabilities. Excellent communication skills, both written and verbal, are required to collaborate effectively with cross-functional teams. Proven capability in conducting thorough analysis, performing detailed research, and producing comprehensive report-writing deliverables, supported by demonstrated experience in consultancy or specialized projects addressing comparable subject.

Proven ability to oversee the technical components of consultancy projects with a high degree of proficiency. Strong track record of collaborating in diverse, multicultural settings while fostering productive and cohesive professional relationships.

Language:

Fluency in written and spoken English is essential, while proficiency in Kiswahili or French would be advantageous.
