The Opportunity
We are in search of an entry-level (1-2 years of experience) sales professional with robust technological proficiency to fill the role of Technical Proposal Writer. The preferred candidate will exhibit a proven track record in crafting meticulous, high-impact proposals for entities within the Oil & Gas industry, as well as UN agencies, NGOs, and international development organizations.
You will oversee the entire proposal development lifecycle, from initial RFP evaluation through to final submission, while fostering and exemplifying our C.A.R.E Culture at every stage.

Oversee and execute core duties encompassing project management, team coordination, and strategic planning to align organizational objectives with operational activities. Diligently manage workflows, assign tasks, and monitor progress to ensure timely completion of deliverables while maintaining high standards of quality and efficiency. Collaborate with cross-functional teams to facilitate communication, resolve challenges, and drive continuous improvement in processes and outcomes. Develop and implement policies, procedures, and performance metrics to enhance productivity and accountability across the department. Serve as a liaison between leadership and staff, translating high-level directives into actionable plans and providing insightful feedback to foster a dynamic and results-driven work environment.
Support proposal development from start to finish, encompassing research, drafting, editing, and submission, for Oil & Gas projects, as well as for UN agencies including WFP, UNICEF, and UNDP, and international donors such as USAID, the EU, and FCDO.
Review RFPs, RFQs, Its, and formal solicitations to verify compatibility with Shine Maritime’s established logistics and supply chain operational scope.
Ensure adherence to oil and gas and donor-established guidelines, as well as humanitarian standards such as the Core Humanitarian Standard (CHS) and the Sphere Project, while aligning with the UN Sustainable Development Goals.
Collaborate with consortium partners, consultants, and sub-grantees to prepare and manage joint bid submissions.
Maintain a centralized proposal customer relationship management (CRM) database, which includes tracking past submissions, storing boilerplate content, and organizing donor intelligence.
Provide guidance to internal teams to enhance their skills in crafting effective proposals by sharing industry best practices.
What You Bring
A bachelor’s or master’s degree in Business, Marketing, International Development, Social Sciences, Public Administration, Logistics, or a closely related discipline is required.
We seek a results-oriented sales-focused writer with 1–2 years of experience crafting winning proposals for competitive bids (RFPs/tenders) targeting the Oil & Gas sector, UN agencies, and NGOs. Your expertise lies in transforming intricate logistics into concise, compelling proposals, supported by familiarity with AI tools or a strong eagerness to develop these skills. You excel in high-pressure deadline-driven environments and work seamlessly across cross-functional teams. Additionally, you bring technical proficiency in AI tools, Microsoft Office, Google Workspace, and specialized proposal software.

Starting salaries range from Ash 20,000 to Ash 30,000, supplemented by commissions, bonuses, and additional perks. Comprehensive training is provided, along with medical coverage and vacation benefits. Commissions, which typically range from Ash 5,000 to Ash 15,000, are earned based on successful bids.
