The Kenya Primary Health Care Strategic Framework for 2019–2024 and the Primary Care Networks (PCN) Guidelines issued in 2021 have played a pivotal role in driving progress, facilitating the restructuring of service delivery models, reinforcing community and primary healthcare systems, and enhancing referral pathways.

The Ministry of Health has implemented key health reforms, such as digital health initiatives, health financing mechanisms like social health insurance and facility improvement financing, and the Primary Health Care (PHC) Act, all aimed at advancing Universal Health Coverage (UHC). Among its notable accomplishments are the expansion of well-equipped and digitally integrated community health promoters, improved access to essential services through multidisciplinary PHC teams, the scaling of integrated service delivery models, and strengthened coordination across the Kenya Essential Package for Health (KEPT) levels of care as part of broader sector-wide reforms.

To deliver expert technical assistance and guidance, this consultancy aims to resolve complex system issues, optimize performance, and ensure seamless operational continuity for clients. By analyzing technical challenges, implementing tailored solutions, and providing clear, actionable recommendations, the role enhances system reliability, minimizes downtime, and supports business objectives through proactive and reactive support strategies.

The technical support consultancy aims to deliver prompt and strategic guidance to Kenya’s Ministry of Health, Directorate of Primary Health Care, facilitating an end-term evaluation of the Kenya Primary Health Care Strategic Framework (KPHCSF 2019–2024). Its primary objective is to assess progress toward the strategic directions and goals set within the framework. This assignment encompasses several critical components, including the formulation of a robust end-term review methodology, a comprehensive desk review of pertinent policies, strategies, guidelines, and plans, field assessments, stakeholder consultations, pillar analysis, synthesis of key lessons learned, and the preparation of an End Term Review (ETR) report.

The Ministry of Health seeks to conduct a thorough evaluation of milestones, objectives, and key performance indicators as defined in the strategic framework, utilizing both primary and secondary data sources while engaging a wide range of stakeholders through a designated steering committee, technical working group, and broader consultations at national and county levels. The review will capture the progress and lessons learned throughout the implementation phase, aligning with the evolving health landscape shaped by ongoing public sector and health reforms at both national and county tiers. To ensure success, we require an accomplished, dedicated senior consultant with extensive prior expertise in evaluating the implementation of government policies and strategies, particularly in primary healthcare and universal health coverage within Kenya or analogous settings.

Facilitates the execution of essential duties and oversees the fulfillment of primary responsibilities by performing a range of critical tasks. Involves managing core functions that contribute to the organization’s objectives and ensuring adherence to established protocols and standards. Requires the ability to multitask effectively while maintaining precision and attention to detail in all assigned activities.

Support the establishment and execution of a robust framework for conducting a credible end-term review (ETR) of the Kenya PHC Strategic Framework 2019–2024, along with the associated PCN guideline for 202. This role involves preparing an inception report that outlines the methodology for the ETR, addressing key priorities such as streamlined data collection, thorough evaluation of progress, inclusive fieldwork in collaboration with MOH leadership and county stakeholders, stakeholder engagement, and the timely completion of the ETR report.

To design and implement data collection instruments that effectively combine primary methods—such as focus group discussions (FGDs), key informant interviews (Kids), and survey questionnaires—with secondary data extraction from systems like THIS, Echos, LUIS, and GIS mapping of PCNs to address Intraspecific inquiries.

Prepare an ETR ethics submission package, including the protocol and all associated tools.

You will be responsible for overseeing the training of data collectors and actively engaging in field data collection efforts while ensuring the quality and integrity of ETR datasets.

You will oversee data management functions, such as dataset curation, as well as conduct data analysis and prepare the ETR Report in collaboration with key stakeholders.

Craft succinct summary presentations optimized for specific audiences and synthesize critical insights, identifying key lessons and recommendations for stakeholder review and strategic consideration where feasible.

Revise the ETR report in accordance with stakeholder feedback, then finalize and submit the updated version along with supporting data, formatted to meet the specifications agreed upon with the Ministry of Health and collaborating partners.

Facilitate coordination with the Ministry of Health, partners, the County Governments, and counties to guarantee active and valuable involvement in the Electronic Treatment Register process.

Execute any supplementary duties as directed by the Director of Primary Health Care or their designated representatives, ensuring alignment with established protocols and organizational objectives.

Strong background and expertise in the evaluation of PHC strategies, policies or plans is desirable.

Demonstrated success in establishing and maintaining productive partnerships with Kenya’s Ministry of Health.

Proven ability to research, draft, evaluate, and review comprehensive reports.

Affiliation with an evaluation society or involvement in health systems and policy research networks is highly advantageous.

Proficient in statistical methodologies, mixed methods research, or qualitative analysis, with a strong aptitude for managing and processing data through online or digital platforms.

Demonstrates a strong track record in successfully engaging stakeholders and implementing participatory methodologies.

Adept communicator with a talent for conveying complex technical ideas in a lucid and compelling manner.

Proficiency in both English and Kiswahili, encompassing speaking and writing, is essential. Monthly progress reports must be submitted, outlining a detailed strategy for the upcoming month.
