The Opportunity
We are in search of an early-career sales professional with robust technological proficiency to fill the role of Technical Proposal Writer. The preferred applicant will have a proven track record of crafting meticulous, high-impact proposals for organizations in the Oil & Gas industry, United Nations agencies, NGOs, and international development institutions.
You will oversee the entire proposal development lifecycle, beginning with thorough RFP analysis and culminating in the final submission, all while fostering and exemplifying our C.A.R.E. Culture.

Your Key Responsibilities
We facilitate the complete lifecycle of proposal development—from initial research and drafting through to meticulous editing and final submission—for clients in the Oil & Gas sector and key international organizations, including UN agencies such as WFP, UNICEF, and UNDP, as well as major international donors like USAID, the EU, and FCDO.
Evaluate Requests for Proposals (RFPs), Requests for Quotations (RFQs), Invitations to Bid (Its), and other call-for-proposal documents to confirm they align with Shine Maritime’s logistics and supply chain competencies.
Ensure adherence to oil and gas and donor-specific guidelines, as well as humanitarian standards such as the Core Humanitarian Standard (CHS) and the Sphere Project, alongside the United Nations Sustainable Development Goals.
Collaborate with consortium partners, consultants, and sub-grantees to manage and execute bid proposals seamlessly.
Oversee a proposal Customer Relationship Management (CRM) database, which includes archiving past submissions, managing boilerplate content, and tracking donor intelligence.
Facilitate the development of internal team capabilities in proposal writing through targeted training initiatives.
What You Bring
A Bachelor’s or Master’s degree in Business, Marketing, International Development, Social Sciences, Public Administration, Logistics, or a related discipline is required.
We seek a strategic, sales-focused writer with 1–2 years of experience crafting winning competitive bids (RFPs/tenders) specifically for Oil & Gas, UN agencies, and NGOs. Your expertise lies in transforming intricate logistics into concise, compelling proposals, while demonstrating proficiency in AI tools—or a strong aptitude for rapid adoption. You excel in high-pressure environments, meeting tight deadlines with precision, and fostering seamless collaboration across cross-functional teams. Additionally, you possess strong technical skills in AI tools, MS Office, Google Workspace, and specialized proposal software.

The compensation package includes a base salary ranging from Ash 20,000 to Ash 30,000, complemented by commissions, bonuses, and additional perks. Furthermore, the role provides comprehensive training, medical coverage, and paid vacation time, with commissions typically contributing an extra Ash 5,000 to Ash 15,000 depending on the success of bids.
